Winnipeg Free Press (Newspaper) - June 22, 1968, Winnipeg, Manitoba Winnipeg free press saturday june 22, 1968 17 gaullist will Likely v survive election test by Leon Ryan Paris special after the social upheaval the political denouement. Galvanized by the issues at stake and the dramatic Days of May and Early june France s eligible 28 million voters including 15 million women Are expected to Stream to the polls in Masse for the two round general election this Sun Day and next. Curiously enough the election Campaign was relatively lifeless and came nowhere near Matching the pulsating Heights of the March 1967 Campaign when leading political personalities engaged in stir ring verbal duels. This phenomenon can be explained by the fact that the political parties Only had 10 Days formal notice before the Start of the Campaign and the Campaign itself was considerably Shorter than usual. Equally important the breathtaking Pace of events Over recent weeks has left everyone saturated with the result that confusion has followed confusion and both the gaullist and opposition Camps have been rather vague about such crucial questions As How to Best keep the Economy afloat. On sunday however the political fever will no doubt Rise considerably and continue rising during the manoeuvring for the second round. As in the last elections the electorate is one of the oldest in the country s history. The Large number of persons born during the Post War baby Boom have not yet reached voting age or were not Able to be registered in time on the voting lists. Thus the Young students and Young workers who Spear headed the May revolution will have Little say in this election. Some indication of their political desires will however be revealed through operation 18-21" a special consultation c o i n Riding with the elections which is being organized in numerous cities by various students labor unions. More than Candi dates Are vying for the 470 seats in metropolitan France. The other 17 seats in the 487 member National Assembly Are being con tested in the overseas departments and territories. The gaullist and their sometimes reluctant allies the Independent r e p u b 1 i cans of Valery Giscard d Estwing have seen their representation eroded by by elections from the minimal absolute majority of 244 seals to a shaky majority of 241 seats 200 orthodox gaullist and "41 Gisclar the Giscard ens Are say ing that recent events have borne out their Long expressed demands for greater dialogue Between the executive and Parlia ment and Between elements of the majority. No to a majority of unconditional approval yes to a majority of stress the followers of the Brilliant sex minister of finance who would like to be enlarged As far As the non communist left. In More than 30 constituencies now in leftist hands the orthodox gaullist will have to face a gis Carden putting the same argument for order and stability in More measured terms. But in the second ballot these differences will melt away in the struggle Cardinal s visit set for film a Hollywood film producer and Ballet Aster of ukrainian dance is in Winnipeg to film the activities of Joseph Cardinal Slipyi of tie ukrainian Catholic Church. Vasyl Avramenko a c c o m pained by John Procyk a television producer from Mun Ich is following the Cardinal across Canada. They will be in Winnipeg to tuesday and will then go to Dauphin and Roblin Man., and Edmonton. Or. Avramenko said he hoped to present the Cardinal As a Symbol of resistance to com Mii ism. Cardinal Slipyi was imprisoned by the russians in 1945 and released in 1963 through the intervention of Pope John. Or. Avramenko was known locally for his ukrainian Folk dance school. One of his pupils in 1926 was the present mayor Steve Juba. Several months ago he received a City Crest from his former Pupil. He has also directed a ukrainian Folk festival in can Berra. Australia and with or. Procyk filmed the installation ceremony for Cardinal Slipyi in Rome. Against the left. In the other constituencies there will be a single candidate representing the gaullist and their allies. These in clude the occasional Cen Trist. To emphasize president de Gaulle s warning that France is faced with the danger of a totalitarian communist takeover the1 gaullist have re christened themselves under the ban Ner of Union for the de Fence of the Republic. Given that communist action in the end neutralized the political activists in the strike move ment t h e general s offensive against the communists May appear As. Gross ingratitude. But it May turn out to be a fairly shrewd move. With the Economy reeling the franc in jeopardy and gaullist International monetary policy frustrated the Gaul lists. Are on safer ground when they exploit the people s fear of the Black Flag of anarchy and the red Flag of revolution. General de Gaulle Hopes that a Middle class backlash reaction against strikes and violence coupled with fear for a communist dominated popular front will Lead Many who Are disillusioned with the regime to it nonetheless. In keeping with his ambition of creating a vast conservative party prime minister Pompidou is woo ing the right and specifically the former advocates of algerie who represent slightly Over a million votes. In this re Gard the sudden pardoning of All the former member of secret army organizations still remaining in jail appeared More As. Macula cd political strategy than a step towards National Unity. But it should pay dividends in the second round straight fights Between gaullist and leftist contenders. This time right wingers Are unlikely to carry their anti gaullist to the Point of voting for a communist As they did in 1967. That was How Maurice Couve de Murville was Defeated in the 7th arrondissement of the communists who in 19c7 increased their membership in the National Assembly from 41 to 73 seats Are Fielding 470 candidates. The non communist forces making up the federation of the left increased its numbers from 89 to 116 and is putting up 450 candidates. However not Only is the federation now wrecked by a virulent quarrel Between its Leader Francois Mitterrand and Guy Mollet Secretary Gen eral of the French socialist party but tension has Arisen Between the federation and the communists because the latter refused outright a proposal for a single leftist candidate As of the first round. In addition some Socia lists and radicals Are reviving the idea of a Centre left coalition. The United socialist party of former Premier Pierre Mendes France who will have to fight All the Way to keep his Grenoble seat is presenting Over 300 candidates. But its chances of significantly in creasing its present representation in parliament four seats must be regarded As slim. The Centre which had 42 deputies in the outgoing Assembly is presenting .260 candidates but the lacklustre character of the centrist leadership May contribute the fur ther polarization Between the leftist and the gaullist Camps. Several fringe parties notably the Reform move ment launched by former gaullist minister Edgard Pisani have also entered the fray. But they Are mainly Side interests As Are the marginal contestants in Paris the motorists party and committee for the eternally for gotten. French voting habits have remained remarkably stable since 1962. Hence a Small swing in any direction can radically change the present uneasy balance Between gaullist and leftist forces. Some 50 seats were won last time on the margins of a few Hundred votes or less. Paris the nerve Centre of the May is without doubt the e key Battleground of the election. If the gaullist can Recap Ture the 10 seats they lost Here 15 months ago they can Hope for a More Comfort Able majority in the next Assembly. The gaullist Are hoping for a parliamentary majority on their own without awkward allies but it is difficult to forecast such a result in View of the battering the de Gaulle mys Tique has taken during the crisis. The leftists charge the crisis resulted from 10-years of gaullist authoritarian Rule but they Are still unable to put together a joint program to provide a valid alternative. As the internal divisions on the left subsist and no joint program is the gaullist May continue to survive even their sometimes glaring faults at least As Long As general de Gaulle remains alive. Their Over All record of stability is their chief card and no mean one to the notoriously unstable fourth Republic. After the raging Days of May the gaullist can no longer claim to speak of stability As if they invented it but one wonders How Many other regimes in any country could have survived such an upheaval. At Best the orthodox Gaul lists and the Independent republicans will win a total of 250-260 seats. Otherwise the next government could be a coalition Between Gaul lists Independent republicans and centrist ele ments. However whatever its complexion the Post election government if it wants to prevent recent events from becoming merely a dress reversal will have to give priority to Domestic problems Over the foreign and defence con Cerns that heretofore have been general de Gaulle s pet projects.
