The problem of thinning out rival forces on the Central european front where american troops Are now stationed. Civilian and military experts from the United states great West Germany Belgium and the Netherlands for several months have been considering in private just what the nato allies might propose if and when the soviet Union and its Eastern european allies agree to discuss the Issue. There have been four major categories in the paper exer Cise f first a geographic withdrawal along the lines of the Rapacki plan first proposed by the poles in which forces on each Side would pull Back an agreed distance from the cur rent front lines. Second a thinning out of pre sent ground forces on both sides but with remaining forces staying in their present locations. Third a thinning out of rival air forces but again with those which remain staying at the present bases. Fourth an asymmetrical thin Ning out of some ground and some air forces not necessarily in the same amounts on both sides. Because it takes such a massive Effort to obtain an agreed position of any such plan within any single nato govern ment and especially within the United states the exercise thus far has been International rather than National.
