The decision to reopen the Bridge which was closed to vehicles on june 13, was made during a special meeting of metro s streets and transit committee tuesday afternoon. The committee also approved a motion authorizing a design study for building an entirely new Bridge to replace the 47 year old Structure. D. I. Macdonald director of metro s streets and transit division presented the commit tee with a report based upon a week Long series of tests on the Bridge s Concrete Arches. The report notes that from the results of Core testing and Structure inspection it is Evi Dent that the Concrete in the West Arches has deteriorated to such an extent that they Are beyond practical and economical repair or it is for this reason Itiat the Bridge can t be repaired and Why traffic is restricted to two lanes on the East Side of the Bridge. Traffic will be allowed to move both North and South and metro transit buses will be allowed on to the Bridge. The report also notes that at the Southern end of the Bridge on the West Side the Arches Are no longer considered Safe for any or. Macdonald said construction of a new Bridge could t begin until Early fall at the earliest because he said it would take until then to com plete the design study and to obtain the necessary clearance from both metro and the provincial government. The provincial government becomes involved under the 50 50 Cost sharing formula which has prevailed in the construction of metro thoroughfares. Under this formula the approval of the provincial depart ment of highways is required for each detail in consultation with metro authorities. One estimate of the Cost of a new replacement Bridge is million but according to a metro spokesman this is Only a the committee also voted to maintain very close surveillance of the Bridge until it is finally closed. However he said the Bridge would have to be sealed off immediately. If the West Wall near the River pier located at about the Centre of the Bridge collapsed then according to the report the maximum distance on the Roadway which would be affected would be located four feet West of the Centre line. This Means the two Easterly lanes would be unaffected. There will be no weight i restrictions on traffic using the Bridge. According to an Engineer employed by m. M. Dillon ltd., traffic which he termed live weight has virtually no effect on the Bridge since its dead weight is very great. Dead weight refers to the weight of the Structure without traffic. He said the Bridge s Arches weigh tons and that the Clay and cinder fill which ranges in depth from three to 23 feet weighs tons. He said dead weight also includes Road ing and guardrails. Commenting on the strength of the Bridge the Engineer said that the East portion open to j traffic is capable of four filled total of 12 tons As for the impossibility of repairing the Structure or. Mcknight said that in order to do any repairs to the West Side of the Bridge the fill would have to be removed so that workmen could replace the Walls which have deteriorated considerably. He said that if the fill were removed then the Arches might move upwards. He said repairs would depend upon the strength of the Structure and in the Case of the Maryland Bridge the Structure is unsound and unreliable. The West Wall the chief problem deteriorated because the fill on the West Arch consists of Clay. This Clay according to or. outward pressures on the West Wall because Clay is essentially a shifting building material. The cinder fill in the East Wall is More stable and was t used in the West Wall because no More was available at the time the Bridge was built in 1921. Another problem with Clay fill is that sulphates in the Clay tend to work upon the Concrete resulting in its deterioration. Engineers also located Salt solutions from de icing com pounds which had percolated and seeped through As much As six feet of Concrete. The deterioration of the Bridge according to one Engineer was t due to Winnipeg s Winter conditions. The report states that deterioration is evident in the East Arches but although repairs Are considered economically impractical this portion of the Structure is now considered capable of carrying traffic. The report provides no clue As to How Long the East Side of the Bridge can to traffic. It states Only that the continuing use of the East Arches can be permitted until such time As surveillance re Veals that traffic can no longer be accommodated with safety.
