Winnipeg Free Press (Newspaper) - July 2, 1968, Winnipeg, Manitoba
Winnipeg free press tuesday july 2, 1968. Humphrey must heal rift within party by Anthony Howard Washington special owns both leading contenders for their parties1 nomination a s vice presidential candidates in the United states Are playing their cards very close to their vests. They Are clearly sensible to do so if Only because the vice presiden tial nomination is about the Only piece of patronage that a presidential candidate has at his disposal. It is in the nature of the prize there fore that it should always glitter in far More eyes than can Ever possess it. Already however it 5s possible to discern the lines on which it is Likely ultimately to be awarded. Among the democrats for. Example itis no secret that Hubert Humphrey would Welcome Teddy Kennedy As is running mate for the very Good reason that the polls proclaim that with a h Umphrey Kennedy ticket the democrats could win a landslide Victory in novem ber. U unfortunately however for the enthusiastic party regulars virtually the last private worlds spoken by sen. Robert Kennedy before he was killed came in an unashamed confession that lie could hardly wait to Chase Hubert s butt All Over the the still vivid Public memory of his brother s fierce platform attacks on the vice president does not to say the least make it at All easy for Teddy Kennedy to consent now to bail him out. And that leaves Hubert Humphrey with something of a problem for if he is to feel at All As sure of Victory in november As he already claims to be of his party s nomination in August he will have some How to heal the divisions within the democratic party. The Only other Way he could do that would be to offer the number two spot to his current rival for the p r e s i dental nomination sen. Eugene Mccarthy. But sen. Mccarthy has already turned Down one parallel offer ironically from Teddy Kennedy when Bobby Kennedy first burst into the race last March and he is hardly Likely to Settle now for what he refused then. Those who know the senator and have a working knowledge of his Pride and his suspect that any emissary even at a moment of a Humphrey convention Triumph would get a very Dusty answer indeed out of the senior senator from Minnesota. It is perhaps a measure of the resulting anxiety and concern among the Humphrey forces that they should now be exploring the of what they openly Call an unorthodox according to this argument if both Teddy Kennedy and Eugene Mccarthy churlish by reject the vice president s eagerly proffered embrace then the party should turn not to any professional politician but rather to a dedicated for Ward looking Public ser the two names most often being mentioned in this connection Are those of Robert Mcnamara the former Secretary of defence and now president of the world Bank and John Gardner the former Secre tary of health education and welfare and now head of the Urban no one seems to be at All bothered by the reflection indeed the reverse that both entered the government As registered republicans and eventually left it on slightly less than ecstatic terms with lbs. The Bedrock of Humphrey s convention support Over 600 solid votes comes from the Southern area of. The country and there already Are indications that if Humphrey does succeed in going Over the top in the South it will be determined to get its Reward for putting him there. At least two Southern governors Are openly seeking the vice p r resident nomination John Mckeithen of Louisi Ana and John Connally of Texas. Gov. Mckeithen very Early on came out for or. Humphrey and therefore has very Little but his obliging behaviour to recommend him. But gov. Con Nally is playing a very different game. A former lbs Senate aide and perhaps the presi Dent s closest political confidant gov. Connally who will be Texas s own favor Ite son candidate at the convention has never made any secret of his ambition to get into National politics. There Are those who suspect that at the convention he May Well try. To muscle his Way onto the ticket by rallying Southern delegates behind his own favorite son candidature thereby preventing any Early Humphrey ballot of Victory. Ironically this threat which would be very difficult to put into effect in any tight race against Mccarthy will become far easier to mount if it be comes Clear that whatever happens sen. Mccarthy cannot win. In such Circum stances gov. Connally might Well be Able to hold on to his Delegate chips until he could Trade them in and have them paid for in real political Coin. The Humphrey Camp s answer to this is said to lie in a readiness if necessary to turn to some other and More acceptable Southern figure thereby deflecting some of the support that gov. Connally might other Wise command. Conveniently for the vice Cloutier motors St. Norbert will be closed thursday july 4, 12 noon reopening july 5, 8 a.m., in memory late Donald Gerard Cloutier by f t f let the experts put an end to insect and rodent pests. President his own Campaign for co chairman comes from the Border stae of okla and the word from some s r c e s in the Humphrey Camp is that year old sen. Fred Harris already has the inside tack for second place on the sen. Harris who has enviable Liberal credentials carries with him the additional recommendation of having been a close Friend of sen. Kobert Kennedy. The Rumor eve goes that last before or. Humphrey entered the race sen. Robert Kennedy sounded out sen. Harris As to the possibility of him consenting to becoming his running mate As if that were not All byzantine enough there is the additional Factor that the completion of the democratic ticket is bound to be in some Way influenced by what the republicans decide to do three weeks earlier at their convention in Miami. Richard Nixon who had rather an unhappy experience with his former run Ning mate in 1960, Henry Cabot Lodge is said initially to have hoped to be Able to bring onto the with him his main rival the party Nelson Rockefeller. That kind of marriage has How Ever almost certainly ruled out by the gov. Rockefeller s recent attacks upon him. In the Light of them it seems hardly Likely that or. Nixon would even be pre pared to make the offer. And if it were made it appears almost certain that it would be refused just As it was in a similar situation in 1960. But even with gov. Rocke Feller ruled out or. Nixon still faces the same political imperative that confronts or. Humphrey. Will need to soothe and reassure those who opposed his own nomination. The obvious Way to do it would be to take an identifiable moderate Republican on the ticket with him and the Man who probably most neatly fits the part is the boys Fly Good looking millionaire freshman Sena Tor from Illinois Charles Percy. Sen. Percy has so far stayed Neutral in the Nixon v. Rockefeller contest. And it could be that remaining uncommitted far from offending the Nixon Camp sen. Percy is in fact working to a pre arranged plan for my. For obviously by going outside the ranks of his own supporters to find his vice presidential candidate or. Nixon will stand a much better Chance of reconciling the Liberal faction of the party to his own nomination. So far As the republicans Are concerned there is however an alternative strategy based not so much on Healing internal divisions As on undercutting the external threat of George Wallace and his american Independence party. That of bourse would require or. Nixon taking a running mate from the right and there Are some indications that or m e r vice president with his for sniffing but s Public opinion has recently begun seriously to can their plate unapologetic Law and order Stop the non ticket if or. Nixon finally decides to this Bunch it would probably mean turn ing to someone like John Tower the right Wing re publican from Texas who won Lyndon Johnson s old Senate seat in 1961 and has gone on to become the Toast of Rich conservatives both in and out of the Republican party. Nor is anyone yet in Foley ruling our a Nixon Reagan ticket. The California governor s frequent and seemingly unnecessary Dis t avowal of any interest in the Republican vice presidential nomination to Gether with his recent announcement of his readiness to release to or. Nixon the californian delegation at the convention have inevitably raised a Good Many suspicions. There Are certainly those who Are cynical enough to believe that after two years in the same part of state governor the old actor in Ronald Reagan would not be at All sorry to be offered a new role. The truth is that it is the Republican party that faces the really major policy Choice. By the selection of its vice presidential candidate it will signal its Likely political stance throughout the Campaign not just to the elect orate but to the democratic party too which will then make its Ovyn dispositions whatever the truth about the vice presidency being Only a the men who end up by running for it this year May Well turn out to have an electoral import Ance and a political significance Over and above that of the office they seek. 4rhino9 runs last but keeps on going by cuff Shnier nobody Ever talks about the Small political parties the real do Jvn and out losers of a Federal election. In the Canadian vernacular the social credit an d credit Ste parties Are considered Small but they loom As political giants compared to the Unsung and Little known organizations whose candidates invariably place last. For instance there is the Rhinoceros party. This Force fielded one Candi Date in the june 25 Federal thereby posing Little threat forming the next government. I 3 inches of rain fall continued West Kildonan municipal office said it had complaints of sewers backing up in several basements but for the most part the problem was not a serious one. West Kildonan has a combined storm arid sanitary sewer system. Police in St. James St. Vital and Assiniboia reported houses with flooded basements also. An air Canada spokesman said there were no serious delays because of the storm just spine in departure times because of planes arriving late Kenneth j. Singleton presi Dent of the Manitoba Farmers Union said today the rain for the most part would help crops in the West and North of the province but that in the red River Valley there May have been too much. I Don t think the red River Valley needed the Quantity it got. It could drown out some of the Low lying areas but the problem is not a Manitoba Hydro spokesman said it had a few minor difficulties with individual serv ice interruptions caused by winds whipping service wires but no widespread problems. A spokesman for the Winnipeg Hydro said storm problems were scattered and service was put for three quarters of an hour sunday night in the area around Arlington Street Wil Liam Avenue and Avenue. One of the worst problems the spokesman said was in the Vicinity of May fair Avenue and Harkness Street where Trees saturated with water forced Hydro lines to the ground. In a number of other areas limbs had to be taken of Trees to prevent similar difficulties. The abbreviations for political parties. This legend read As follows Rhino Rhinoceros. And under Longueil w Here Robert the party hopeful made his bid for p a c h y d e r m representation Rhino was buried near the Bottom of the totals for the seven candidates in the Riding. Only an unknown Independent than the Rhino. The Rhinoceros Standard bearer polled 357 votes he May have fared much better if the existence of the party was noted by the newspapers in the 1965 Federal election a Rhinoceros also ran As ran. It might have been the Man who made the unsuccessful bid this time but the clippings files mention nothing of the pachyderm in politics. A few years ago a High school student Here listed Rhinoceros As a Canadian political party in reply to a question on a civics test in history. The teacher was dumb founded. She might have taken it As a personal insult. In Bright red Ink she wrote what on Earth do you mean by this Young Ever resourceful the student it was t me by the Way showed her the obscure source of his knowledge something she had missed in her routine of keeping up with the main parties. Admitting her mistake the teacher publicly made an i w a s a r Ong he was right announcement to the class. Many 1 it i c a 1 observers would probably agree that a party which is unknown to a social studies teacher is in pretty poor shape. However reports indicate the Rhinoceros party entertains few illusions of Power. It is one of Many political protest groups with a slightly More interesting name. In Eastern Canada it is hot unusual of five or More Candi dates to contest one seat. Most of them have Little Hope but knowingly serve As outlets for protest from voters dissatisfied with the other parties. Arid 357 voters in Longueil decided t h e y would rather support a Rhinoceros than any one else.
