6 Winnipeg free press tuesday july 2, 1968 Nasser plans Moscow visit by Joe Alex Morris Cairo special g a m a 1 Abdel Nasser will Fly to Moscow thursday mainly to Appeal for More arms than the russians appear ready to provide it is believed. As usual nothing official is being said Here about the two Day Mission. It is re ported that the . Pres ident has not even informed his Cabinet of the reason for the trip beyond a vague reference to some prob lems he will take up with the russians. Nevertheless there Are signs that the problems Are pressing. Col. Nasser had been expected to go to Moscow his fourth trip there sometime in August. Reportedly the trip has been pushed up at the russians request. As it stands it will be sandwiched Between Cairo visits by two americans close to the u a. Administration Ford foundation chief Mcgeorge Bundy and world Bank president Robert Mcnamara. It also comes in the Middle of the reorganization process of the Arab socialist Union Egypt s sole Legal political party which has been taking up to a great Deal of Nasser s time. Talks will naturally con Cern the Middle East crisis. But the soviets and arabs agree that the present stalemate can Only be broken if Washington takes the initiative and puts pres sure on Israel to accept the in Resolution of last nov Ember. The arabs claim that Israel s refusal to do so has led to the current impasse and will eventually Lead to another military round. It is this Prospect which now concerns both the arabs and Moscow and there Are distinct signs of differences Between the two. Both sides admit that it will be at least another two years before the arabs Are ready for another round with Israel. Gift phase ends the soviet Union has largely replaced the equip ment lost to Israel or destroyed during the six Day War. Some was delivered As a gift but recently the gift phase ended and the egyptians have been paying for new tanks and plane deliveries. Little More than spare parts and replacement equipment Are being delivered according to Diplo Matic sources Here. These same sources say the egyptians Are angry because of the High Cost the soviets Are charging for spares. The egyptians want More and better equipment. Offi. Vials Here maintain the russians Are ready to de liver whatever the egyptians want to buy but this is discounted by Iron cur Tain sources who maintain the soviet Union has no intention to Buiji up the Arab armies beyond an efficient defensive level. This was stressed during a recent visit by soviet defence minister Andrei Grechko diplomatic sources said. Marshall Grechko was reported unhappy Over the Low state of proficiency of the egyptian military Mach Ine despite the presence of increased numbers of rus Sian advisers since the june War. The soviet defence minis Ter was said to have told the egyptians they should not press demands for new equipment until they have proved themselves Able to absorb what they already delivered. Nevertheless the egyptian press recently said what the country needed was More effective arms. Col. Nasser is reported having increasing troubles with his own top Echelon military men because of the greater soviet influence Over the army. This is routine in cases where foreign experts Are Given authority Over military Ope rations be they russians or americans. Nobody likes to take orders from a one egyptian said. The malcontents Are said to include officers of the Yemen men who were bloodied in the Long and bitter civil War in Yemen which was largely fought on the Republican Side by the egyptian army. But other High ranking officers were also said to be on the outs and specifically Over the increasingly prominent role played by soviet advisers. Soviet sources Here Are stressing that col. Nasser s talks with russian leaders will largely concern bilateral matters. This was seen As meaning military matters As there Are no pressing economic subjects now pending. Jarring in Russia on the other level the talks will be Given added emphasis by the renewed activities of Gunnar jarring the swedish Diplomat entrusted with the implementation of the in Middle East Resolution. Or. Jarring arrived in Moscow Friday and had previously talked with . Foreign minister Mahmoud raid in Sweden and israeli foreign minister Abba Eban in the nether lands. The arabs have Little Hope that or. Jarring will accomplish anything and Are telling themselves that another round of War with Israel is inevitable. The swedish Diplomat appeared to agree when he folded up his Middle East operations based in Cyprus after six months and moved Back to new York. The latest round of activity by or. Jarring while ostensibly on vacation in Europe has Given Rise to some Hope. But it is tempered by the caution bred by past experience. Both or. Bundy and or. Mcnamara Are expected to hold talks with col. Nasser while in Cairo. Or. Bun by s trip is part of a tour of Ford foundation operations which have continued in the . Despite the break of diplomatic relations during the june War and the Arab Boycott of Ford automobiles because of alleged dealings with Isreal. This caused some confusion at a recent press conference by the official . Spokesman Mohammed Hassan Al Zayyat. A reporter asked Why or. Bundy was being received Here since Ford was Black listed. Only Ford automobiles Are or. Zayyat replied. The Ford foundation is St. Thomas ont. Obstruction. Russia s readiness to talk about the limitation and subsequent reduction of Means of delivery of strategic weapons a Goa Long sought by the United states. In his talk at the diplomatic gathering in the White House the president said agreement has been reached Between the governments of the Union of soviet socialist a club lies and the United states to enter in the nearest future into discussions on the limitation Anc reduction of both offensive strategic nuclear weapons de livery systems and systems of defence against ballistic missiles. Discussion of this most com plex subject will not be easy we have no illusions that it Wil be. I know the stubborn Patien persistence it has required to get this far. I know to difficulties that lie ahead. I fears suspicions am anxieties we shall have to overcome. But i believe that the same spirit of accommodation shown in the negotiation of the non proliferation treaty can bring us to a Good result. Man can still shape his destiny in the nuclear age and learn to live As As or. Johnson noted the treaty to prevent the proliferation of nuclear weapons around the world comes in the Wake of the treaty Banning nuclear tests i the atmosphere and in water the treaty banns a nuclear weapons in outer and the treaty creating a nuclear free zone in latin America. Thus he said the signing of the n u c 1 e a r non proliferation treaty monday keeps alive and Active the impulse toward a safer according to state department officials 54 nations have signed the treaty which the president called the most important International agreement since the beginnings of the nuclear the treaty will take effect when it has been ratified by the United states the soviet Union and great Britain plus 40 other signatories. The Senate will be asked shortly to ratify it on behalf of the United states. The treaty s or. Johnson said Are simple to commit the nations of the world which do not now have nuclear weapons not to produce or receive them in the future. To assure equally that such nations have the full peaceful benefits of the atom and to commit the nuclear Powers to move Forward towards effective measures of arms control and disarm he added we have made it Clear to the United nations Security Council what i would repeat today if a state which has accepted this treaty does not have nuclear weapons and is a victim of aggression or is subject to a threat of aggression involving nuclear weapons the United states shall be prepared to ask immediate Security Council action to provide assistance in accordance with the in red China and France have refused to sign the non proliferation treaty. China belligerently goes its own Way and according to weekend reports Moscow has developed its first intercontinental ballistic missile. France maintains that the non proliferation treaty is not a True measure of disarmament but Only a device to strengthen the nuclear supremacy of the United states the soviet Union and great Britain. A final sorting out of the National Assembly election re sults with Only two seats still to be decided later this month from France s Pacific Island territories shows the gaullist Union for the defence of the Republic holds 299 seats in its own right with 244 necessary for majority control. In Addi Tion they can count on the support of another 53 Independent republicans and a few of the 11 Independent rightist members who were elected. The opposition will be Able to Muster a combined total of Only 122 seats and it is pretty certain that the opposition Wil not even unite very often. It is comprised now of 57 federation of the left members 33 communists 29 centrists and three Independent leftists. There Are a total of 487 seats in the Natoria Assembly which will Convene formally on july 11. Premier Pompidou convened the meeting of his new huge majority of deputies in an auditorium at the hotel palais d orsay he disclosed nothing o the government s plans for the future except his brisk warning that the role of Loyal gaullist deputies will be to vote the Way they Are told. The National Assembly thus Wil now certainly be More rubber stamp than Ever. France has emerged from a very Grace Premier Pompidou said when he left the meeting. We feel that we were on the Brink of civil War. The country wants the divisions to be healed and Unity to return there Are of course reforms to be carried out and we Are aware that every Reform has its inconveniences. Therefore for these inconveniences to be Over come the majority must the first and probably the most urgent of the reforms Wil be in the universities and the French educational Structure the government is also reporte to be planning a new Trade Union Reform measure to re quire unions to elect Loca leaders who will be responsible for Union affairs instead o leaders at the National level. Finally there is presiden Charles de Gaulle s pet participation idea about joint labor management shareholders d i r Section of. Industry. Just wha Gen. De Gaulle intends and it is to be put through will unfold Only when he decides. In the meantime France faces a fairly hostile outside world in Brussels at the common Market Headquarters and in Geneva at the head quarters of the general agree ment on tariffs and Trade both these organizations have taken Strong exception to the emergency economic Meas ures of quota restrictions and Export s u b s i d i e s which the French Are adopting in order to protect their Economy from the Impact of world Competition along with the Impact of the vast round of wage increases and inflationary pressures which the May uprising has produced. Another b r i g h t spot for Man sphere was the German Beer Garden which shattered the myth drinking should be done inside where nobody else can watch and helped establish the principle that a bar is entertainment and fun a place where nobody has to feel shamed if he s seen inside. There were several excellent displays and exhibits the qual to of which More than made up or the mediocrity of the rest. Imong the Good ones there was aet scope which when the exhibition started was drawing ,400 people an hour and by Veek s end was drawing Leopie an hour. There was a farm of the future displayed in a trailer by the Federal government an exhibition of the Federal Penitentiary service and the Cana Ian army who showed off their Pillitary prowess As Well As Leir peacetime functions so veil that they netted first place com the exhibit judges. The problem with the exhibits was the Lack of Quality participation by the private Enterprise. Three of the five top awards for exhibits went to various Levels if government and five of the Otal of 10 awards were taken by government displays. The june 23 Parade was again bigger and better than Ever when prime minister Trudeau de participants Down Portage Avenue to the Winnipeg stadium and anywhere from to people lined the Parade route. The american High school bands with their competitions and massed band concert on june 22 went Over quite Well before an audience of close to who had never before had the Opportunity to hear this kind of music. Or. Wainwright described the 23 bands As a real musical treat and the standing ovation they received from the crowds seemed to confirm his judg ment. The concept of a grandstand show was crapped this year in favor of All Canadian perform ers on various free stages. Last year the grandstand show Cost the exhibition and in terms of attendance could Only be described As a disaster. This year however Steiner Brothers the d drifters and Danny Sailor All Drew Good crowds to their performances which were solidly backed by the performers International expertise. Or. Wainwright said the exhibition would continue to explore this area of having All Canadian it will be about mid july before exhibition officials know where they stand financially but or. Wainwright said Satur Day night he Hopes this year s record attendance will enable the show to break even As Well As wipe out last year s deficit.
