15 25o9ooo still waiting far tax refunds Ottawa up a Revenue department spokesman said wednesday on the eve of the postal strike that the taxation division has mailed tax refunds for 1967 and has per haps Only another to go. No special arrangements Are being made to handle tax re funds during the strike processing income tax re turns and handling refund cheques this year was slower than usual because of difficulties with the Revenue depart ment s big electronic computers but All but a Small part of the backlog of work now has been handled. The spokesman said the department has income tax returns still in its so called in awaiting final processing. A most of these involve errors by taxpayers in completing their 1967 tax returns or. Other complications that can Only be resolved by referring them to District tax offices for consultations with the taxpayers and Cross checking with other re cords. The Revenue department has processed personal in come tax returns known ast a shorts or to generals. The Short forms Are used by taxpayers on straight salaries uncomplicated by other income. To general forms Are used by tax payers with various sources income and special deductions not common to most taxpayers. The government expected to returns would be filed for the 1967 Taxa Tion year. Returns were due april 30, after which a late Fil ing charge was levied against taxpayers. So far it has processed or has on hand for processing a total of a few returns Are expected to trickle in. The Revenue department said it cannot think How it could pre pare for the postal strike. It was possible to make Advance mailings of other government As for pensions and family allowances. But tax refund cheques cannot be pre pared from any Standard list of recipients in Standard amounts. Each Hes to be handled separately when individual in come tax forms Are processed. Between t w o to h i r d s and three quarters of All personal in come taxpayers Are entitled to refunds for overpayment of taxes each year. This is despite the fact that rates of weekly Semi monthly or other payroll deductions Are carefully computed to see that tax payments during the year come close to the taxpayer s liability. An official said the payroll deduction tables fall Down How Ever for any taxpayer who a major change in is tax circumstances during the year. A change in marital status family dependents employ ment or even a salary raise can result in a disparity be tween what the taxpayer has paid during the year and what he what is owed him the end of the year. Hands glean Agency Ottawa up Walter her Bert 67-year-old director of the Canada foundation said in an interview wednesday there is a genuine Legal dispute pcs tween his Agency and the Ontario Public trustee s office which ordered its records seized. The Public trustee had received a complaint from a Toronto Legal firm in May 1967, and had approached the foundation without Avail. The foundation had not com plied when a month later no Tice was served on it giving it 30 Days to have its accounts passed before a surrogate court judge. In november 1967, the supreme court of Ontario issued an order directing that All As sets of the foundation be transferred to the Public trustee. The foundation was required to bring its accounts into court for audit or. Winkler said that Al though the foundation received a copy of the order it did Noth ing and the Public trustee acted through its Ottawa Legal agent for a writ of sequestration. The accounts Are being exam ined by the Ottawa agent and we Are awaiting his report and recommendation As to the next step if any that should be taken to enforce the court s Ord he said.
