By Joyce Fairbairn James Richardson Ottawa staff Winnipeg businessman James Richardson has been assigned to assist Deputy prime minister Paul Hellyer in administering the Mammoth transport department. Prime minister Trudeau Fri Day announced the duties to be assigned to his three ministers without portfolio. Or. Richardson has been seconded to the prime minis Ter s number two Man in the Cabinet. It is not yet Clear exactly what the Rookie Cabinet minister will handle in the department but the combination of transport and Urban development makes transport one of the most adventurous and powerful establishments of government. Or. Richardson has met for the past two Days with or. Working with Hellyer Otto Lang Hellyer to discuss potential areas of responsibility. He and the other two ministers without portfolio have been spending the past two weeks taking a cram course in government problems by attend ing a wide Cross Section of Cabinet committee meetings. Otto Lang Dean of Law at the University of Saskatchewan has been attached to Jean Luc Pepin in the department of Trade and Commerce which also has the responsibility for the Canadian wheat Board. Robert Andras of port Arthur has been assigned to assist Indian affairs and Northern development minister Jean Chretien with special responsibility in the Field of govern ment relations with the indians. For several years these expectations seemed Likely to be fulfilled. Families dropped sharply in size. In this bracket there were 4.4 times More jobs than applicants. In 1966 the estimated labor shortage totalled about a million. Last year t h e Gap widened to 1.5 million. This year economists predict that though the rate of economic expansion May slow Down slightly there will be nearly More jobs than applicants. While Industry continues to absorb labor with an insatiable appetite the reduction of the birth rate brought about by population control is now. Having its effect. But this source of labor is also drying up. The Young people have left the country. Unemployment is now under a million or about the irreducible mini mum. The 62-Page Booklet written in French by the influential provincial Liberal in collaboration with several unnamed scholars and politicians advocates general integration of government programs to stimulate the sluggish provincial econ omy.
