It is still too Early to draw Sharp policy lines although there were definite hints in the first revolutionary statements. Most observers Here expect some will be deliberately blurred to avoid Sharp political reactions both domestically and in the Arab world at Large. Certain things Are Clear. Revolutionary Arab nationalism is being de emphasized drastically leading pro Nasser politicians Are among those arrested. There Are even rumours that Iraq s Carbon copy of Egypt s one party system and the single party the Arab socialist Union Are to be abandoned. The socialist economic planners who have plunged the country into a state of Semi depression for years Are out. They Are being called to account and there May be a swing to better economic relations with the West and away from the soviet bloc and France. The major emphasis will be put on solving Iraq s pressing problems ranging from the economic to the dormant but obsessive Kur dish rebellion in the North. In his first significant move since taking Power Premier Abdel Razzak Al Naif flew North to Confer with kurdish rebel chieftain Mullah Mustapha Barazani. He took with him one of two Barazani men out of four kurd in the Cabinet Muhsin Dezaree who is also Barazani s unofficial min ister of Interior in his quasi Independent fiefdom in the mountains. People fed up Public acceptance of the coup appears Good although not so ecstatic As the local press would make it. The people Are fed up with socialism and said one iraqi and his remarks Are constantly repeated. But the new leaders the key ones who were Junior colonels a few Days ago Are skating on thin ice. The Middle East political impasse with Israel still in occupation of Arab lands three times her size before the six Day War would make any overt withdrawal from the Arab front suicidal. The kurd Are giving the eat drink and be wary. Do you love lots of fresh fruit Cool salads and tall tinkling beverages in hot weather sounds healthy but sometimes careless handling spoilage or Over indulgence can Lead to annoying diarrhoea. But they Are demanding reforms such As a return to open political life which the new officers like the ones they ousted show no signs of accepting. On the economic Side they risk inflaming Public opinion if they move to restore healthy ties with the United states and Britain because of their support for Israel in iraqi eyes. The Bazaar gossip already has it that this was a pro Western coup even that the Cia was behind it. In addition to All this they Start with ranks divided. Of All the political factions opposed to the ousted regime Only the baathist openly supported the coup. Half of the original 50-Man revolution Council was either dropped or pulled out at the last moment and some of those left out Are already accusing the new Council of subterfuge. Former Premier Naji Taleb who was Rushing Back from London to join the new government reportedly As vice president was openly shocked and dismayed when reporters told him at Beirut Airport that the new government had already been formed. He discontinued his trip and stayed on in Beirut on the Arab front the egyptians have been Point edly unenthusiastic about the White revolution and the syrians can be expected to lash out in overt hostility at any moment. It can be safely predicted that Damascus will soon Brand the new government a Crea Ture of Western Imperial ism. The charge will not be widely accepted so Long As Ahmed Hassan Al Bakr is president. He is a baathist from the International Wing ousted from Power by the left Wing now ruling in Damascus. But Al Bakr is apparently not running the show. Real Power is in the hands of two colonels. Prime minister Abdel Razzak Al Naif and foreign news exclusive defence minister Ibrahim Daoud. Both Are described As iraqi nationalists. Both Are said to be anti Nasser and anti socialist the rest of the new govern ment is a curious melange of officers inde Pendents and even one member from the right Wing moslem brotherhood. Ideologically they Range from a fanatic socialist the minister of Industry to a firm believer in free eco Nomy. This leads Many iraqis to doubt the new government can last very Long. They foresee a struggle Between the nationalists and baathist. The new regime is paying dedication to the struggle against Israel. After an initial lapse it is also socialist construction. But at the same time it is pursuing with a vengeance those who pushed the country in both directions. In addition to an unknown number of officers 26 persons Nave been publicly named. Of these 25 Are reported under arrest including former Premier Taher Yehia some Nasser ites and baathist of the wrong Stripe. Included Are the key men who arranged a controversial Oil Deal with the French firm Era. They include the former minister of Oil the head of the Iraq nation Al Oil company and the country s former economic Eminence Grise Khaireddin Hassib. He is the Only one who escaped the dragnet and an intensive search is on for him. The Oil Deal is almost certain to become a Public scandal reflecting not Only on the iraqis involved but also on French president Charles woo the arabs policy. Huge sums of Money Are said to have exchanged hands in the process of getting the con tract for the French on terms which would deprive the iraqis of millions of dollars in revenues Over the next 10 years. Ttye stories Are on practically everyone s lips. One Man who knows col. Ibrahim Daoud the min ister of defence quotes him As saying that Aref told him it is not important prominent britons rally to support of czechs London special tons philosopher Bertrand Russell and novelist Kings Ley Amis who agree on hardly anything else Politi Cal concurred this week that Czechoslovakia has the right to self determination without soviet interference. The 96-year-old lord Russell and the creator of Lucky Jim were among 23 eminent signatory of a letter to the times which expresses unequivocal support for the czech regime. Other signers of this remarkable letter include operatic com Poser Benjamin Britten sculptor Henry Moore naturalist sir Julian Huxley poet Stephen spender and novelist Brigid Brophy. Immediately below this letter in Grey columns of the times was another perhaps equally significant which underscores the Spe Cial distress Felt about the czech crisis in Britain where the memory of the ill fated Munich agreement of 1938 is still painfully alive. The second letter was from sir Fitzroy Maclean who re signed from the foreign office after Munich and who was the commander of the British military Mission to the yugoslav partisans Dur ing the second world War. Neville Chamberlain referred to the czechs As a far away people of whom we know nothing i Well recall the rueful comment of a Ger Man diplomatic colleague now Hitler will think that he can get away with anything twelve months later Europe was at War. Today Czechoslovakia is once More threatened with armed aggression. It seems scarcely conceivable that in such a situation no word of warning should be uttered by a n y Western states Man. And that it should be left to president Tito of Yugoslavia to voice almost alone the anxiety which so Many people everywhere must feel at the present threat to Czechoslovakia s new found whatever the moral anomalies if it the present belief of the British govern ment that the Wisest course for Western Powers is to avoid any provocative state ments or gestures such As nato manoeuvres near the czech the feeling is that any overt expression of support by the West would Embarrass the Liberal minded czech regime and complicate its reaching a settlement with Moscow. Some believe that even if Russia should intervene militarily against the czechs the West in react ing ought to avoid jeopardizing the larger Hope of continuing detente with the soviet Union. No responsible British authority it should be added believes that the West can do very much to help the czechs militarily in the event of a Hungary style intervention. In the event of a show Down As one analyst put it the present czech regime would last Days rather than weeks. Historical memories lend a certain discomfort to those who now defend a cautious policy. But in the sanguine View the worst May not happen and the czechs May yet be Able to offer face saving lesser con Cessions to the soviet Union avoiding a showdown that neither May want. The underlying question in the British View is what troubles Moscow most about its Prague ally the ideological fear of Freedom of speech the worry Over future military Security or concern about a possible purge of conservative communists in the czech party. Thus in the expert analysis the next phase of the czech be one of hard bargaining with the russians putting maximum psychological pressure on the Prague government particularly with an Eye to the september election of a new czech Central com Mittee. The British figure that As of now Only 35 out of 100 plus czech Central commit tee members Are orthodox communists and that Only four out of u presidium members can be identified As conservative opponents of the regime. In any event All of this Means that the real feelings of the British will be expressed in letters to the editor and in editorials. Even the communist morn ing Star supports the right of the czechs to develop their own policies adding these views will be shared by All Tnie friends of Czechoslovakia in Britain who Are All the More concerned to help its people because of the shameful part played by a British government in the betrayal of the country to Kilter 30 years or As lord Russell s letter to the times puts it Czechoslovakia is not threatening anyone. She has a right to self determination yet she freely admitted military forces of the War saw pact countries to prove her loyalty to them. Should her sovereignty be destroyed again this would gravely damage any pro Spect of a genuine detente with the soviet besides those already named other signatory of this letter included Paul Johnson editor of the left Wing new statesman play Wright Arnold Wesker Oxford professor Max Beloff conservative commentator Peregrine Worsthorne novelist Angus Wilson journalist Philip Toynbee it. Rev. Mervyn Stockwood anglican Bishop of Southwark and lord Soper methodist preacher. College merger planned Dublin Educa Tion in the Republic of Ireland May get a new look by the end of the year by which time the government Hopes to Complete its plan for merging Dublin s Trinity College and University College. Trinity is a protestant College founded under a charter by Queen Elizabeth i in the 16th Century. University College for Merly known As the roman Catholic University of Ireland was founded by the roman Catholic Hierarchy in 1854. At present roman catholics have to have special permission from the archbishop of Dublin before they can study at Trinity College. The government also intends dissolving the National univer sity of Ireland while bringing the University colleges of Cork and Galway up to full University status. University College of Dublin would be merged with Trinity in the University of Dublin Al though each College would re Tain its identity. Trinity would specialize in Medicine pharmacy dentistry veterinary science and physiotherapy besides Commerce and the Law. University College would have the preponderance of students in the arts and humanities. That 22 men took commis Sions of million in the Era some iraqis Are freely predicting it could also Lead to cancellation of plans to buy 50 Mirage Jet fighter bombers from France an other expensive product of blossoming Franco iraqi ties under the late regime. It is too Early to say where All this will Lead in the greater context of Middle Eastern affairs. 3at" if the new regime concen trates upon straightening the Domestic mess it should mean something of a withdrawal from the pan Arab struggle. Nasser lukewarm the first victim of this could be the Long dormant agreement Between Iraq Syria and Egypt for an eventual constitutional Union. Lab president Gamal Abdel Nasser has never been enthusiastic about this utopian plan particularly since the syr ians turned openly hostile but previous iraqi regimes have faithfully carried on with the Ideal. The new government has dutifully appointed a min ister for Union affairs but he May Well turn out to be the most under employed of All 26 men in the Cabinet. It would be politically impossible for the govern ment to withdraw its Man Force stationed in Jordan since the six Day War. This would Lead to immediate charges it was deserting the Arab cause against Israel. The degree of Public acceptance of the coup reflects the wide spread disillusion throughout the Arab world with the by now Middle aged Arab revolutionary establishment. The same disillusion was evidenced in the student riots in Egypt last february and by the growing cohesiveness of opposition elements in Syria. In Jordan it takes another form the inability of King Hussein to act in opposition to the palestinian commandos who use his territory As a base from which to launch raids against the occupied Terri tories. Weak leadership that the first major upheaval occurred in Iraq rather than elsewhere prob ably reflects no More than the weak leadership offered by the officer ranks Here. Whatever their discontent few egyptians can think of an Egypt without Nasser and King Hussein has Strong supporters both in the and among the non Palestin Ian half of his subjects. King Hussein with half his country in enemy hands cannot disengage himself from the Israel problem. But Many egyptians would like to see a peaceful settlement even if it meant acceptance of Israel s exist ence. The big question Mark remains Syria where a minority faction continues to Rule and hold to the toughest line with Israel. Syrian regimes Are by definition but this one has been in pop fair two and one half years which is longer than most the repercussions if any of the iraqi coup in Syria is the most fascinating ques Tion of the Day to Many Baghdad is.
