Winnipeg free press thursday August 1, 1968 by Colin Mccullough peking thumping red Kettle Drums and clanging cymbals have sounded in peking the past few Days As Long lines of demonstrators wound through the streets around the Gate of heavenly peace. It has been baking hot Here and the parades wore Broad brimmed Straw hats and waved fans to Cool themselves As they walked behind Large coloured por traits of chairman Mao tse Tung. Many of them seemed Young enough to be affected almost immediately by the latest instruction from Mao which they marched to support. But then it is difficult to believe Many people in this vast country would not be affected by the new revolutionary line for education. Its implications for China Are enormous. 20-year problem i n essence instruction appears designed to solve the Nett esome problem that has bothered the chinese communist party since it took Power almost 20 years ago How to form an Mao revamping chinese education intellectual or management elite that is both red and expert. The chinese system of education inherited by the communist party in 1949 has been Western oriented for More than 50 years. University programs follow the Western educational pattern Many foreign text books Are used and indeed Many leading chinese academicians received their education in British or . Universities. The result has been a continuous production o f graduates motivated by Western concepts of professionalism and technique rather than ideology. In communist phraseology they were guilty of self interest and individualism. Almost inevitably they would come into conflict with political cadres motivated by an ideology that puts first the interests of the masses As expressed by chinese leaders. The new instruction would end this conflict by ensuring that Only persons who Are red become expert at least in important areas of Sci ence and technology. Josef Stalin reportedly ordered 70 per cent enrol ment in engineering and technical colleges from the working class. By the mid 19308 these graduates had replaced the Bourgeois elite in the Industrial sector. The instruction from Mao is More Complex and far reaching. High school graduates apparently Are to Start work and later will be chosen along with older workers to go to University. The key to the plan is control of selection. This will Likely reside in the revolutionary committees established in factories and communes As a result of the cultural Revo Lution. These organs of political and managerial Power could effectively sex elude from University per sons considered ideologically unsound and at the same time gain them added pres Tige. In the process some intellectually Able Young people would undoubtedly be passed Over because political unsuitability. This sacrifice is probably deemed necessary and desirable to keep the course of the revolution red. Turn of the fight Itlear lager Molson Canadian. Now in easy open Molson Canadian master by Motson Phozie 774-4441, after the chinese have experimented with the Edu cation system for several years. It is unclear for instance whether All Liberal arts colleges will continue operating. The first sen tence of the instruction said its still necessary to have universities Here i refer mainly to colleges of science and obviously certain faculties such As the Institute of foreign languages will not close but it can be assumed curriculum will be drastically overhauled. For that matter it is unclear which disciplines Are embraced by the colleges of science and engineering. Then is a Strong possibility that Medicine will be included since doctors from the Hospital attached to the chinese traditional medical Institute have already announced it will train experienced workers to be come medical technical personnel. Shorter courses the general orientation of education in the future is Clear. University programs will be shortened by two or three years depending on the present length. Practical experience will be at least equal in importance to Book knowledge. Workers will be drafted to give lectures in practical experience communist ideology and the study of Mao s thoughts will be integrated into University courses. Textbooks will be rewritten giving emphasis to practice rather than theory. There is still one More problem in education to be dealt with students who Are now attending University. These Young people have been in the forefront of the cultural revolution and in some universities Taven t yet settled Down. Factions within peking University for instance have been quarrelling and fighting off and on for several months. Immediately after publication of the instruction a forum was held by revolutionary committees from various universities in Pek ing. There it was agreed that committees should not Only guard against inter Ference from the Ulta left or the right but. Should not become involved in the affairs of other universities. It was also agreed the committees would invariably have Sotyie kind of shortcoming or make mis takes during the process of growth but that members should protect the commit tees and should criticize Only out of Good motives. Significantly the participants noted Itiat chinese leadership had called on graduates to go to the Countryside mines and Basic units factories and that this embodied Mao s revolutionary line in education. If t h e advice of a worker s article in the authoritative people s daily is followed these graduates will work at manual labor until they receive a certificate of qualification from fellow workers. Some will remain peasants and labourers. For the present students Are being enjoined to sup port their revolutionary committees stay out of the business of other universities offer proposals for new educational programs and in general get to work foreign news exclusive building the colleges into great red schools of Mao tse Tung s thought.
