Bennett made no statement after the Confer ence the other three Western premiers expressed general satisfaction. Or. Bennett maintains the provinces should have exclusive use of the direct tax Fields of personal and corporate income and estate taxes except to the extent necessary to finance a Basic annual income. He says this would replace the present form of equalization payments welfare allowances and social Security programs. But the conference in a state ment said it was recognized that general Access to All tax Fields would not enable All provincial governments equally to discharge their constitutional responsibilities. Parliament should have the explicit Power to make equalization Grants to provincial governments. Attorney general Leslie Peterson of ., in an interview said his province feels it is the obligation the Federal govern ment to Lessen the economic Dis parity of individual canadians wherever they the Federal policy should be one that would raise the stand Ard of living to a Basic mini mum and this should have Premier Ross Thatcher of Saskatchewan who has said the ultimate solution to the growing financial strains on the prov inces will their entry into a share of the indirect tax Field said the conference was the Best i be Ever All the Western premiers were in agreement that the closed sessions the first after two Tele Vised conferences on the Constitution enabled them to accomplish much More in a Shorter period. John Robarts first step Robarts Ottawa up Premier Jean Jacques Bertrand of que thursday night injected a Strong Canadian theme into his leadership Campaign amid encouraging signs of Progress to Ward constitutional change. He left the two Day constitutional conference to Campaign for the leadership of Quebec s governing Union National party by praising Canada As the happiest land in the or. Bertrand described the closed conference As positive saying the Federal government displayed a genuine spirit of federalism by making some concessions to the provinces. One of Quebec s requests for example was filled by Ottawa s agreement in principle to give provinces Access to All forms of taxation excepting customs duties. Or. Bertrand complimented prime minister. Trudeau s government by saying it had shown better understanding and was much less inflexible than in the past. H i s conciliatory comments contrasted with his going Home remarks of past conferences when he criticized the Trudeau government As unyielding. And in a Campaign speech to Union National partisans at Hull que., thursday night he said he is trying to Lead Quebec into a new Canadian Constitution. The interim Leader elected by the caucus after Premier Daniel Johnson s death last september said his love for Quebec does not prevent him from Loving Canada. Speaking in French and eng Lish with an emotion filled voice the Premier told delegates to the party s june 19-21 Leader ship convention who can show me a Corner of this Earth where people can be happier than in Quebec and in Canada despite All our problems our difficulties the friction and quarrels Between Quebec and the Central government find me a place in the world where we can be or. Ottawa up although prime minister Trudeau says that numerous Public meet Ings will be held before any changes Are made in the1 Constitution the Success of this week s Federal provincial Gath ering indicates that much of the work will be accomplished be Hind closed doors. Compared with the february meeting when or. Trudeau and the 10 provincial premiers negotiated before a National television audience for three Days i this session represented a giant step Forward in terms of give and take. The fact that the con Ference ended one Day ahead of scheduled was credited by Many of the premiers to the fact that the talks were in Pri vate. An overwhelming a d v a n said or. Trudeau when he spoke of the in camera talks. I Premier Ross Thatcher of Saskatchewan went even further. I Hope they Don t televise any More of he said. Although i am in favor of open said Premier John Robarts of Ontario i can certainly see the advantage of holding talks in sources close to the Confer ence said the meeting was entirely different than the ear Lier televised version. Premiers were not speaking for the Bene fit of audiences Home and there were none of the Long speeches that dominated the february they said that Premier j. R. Smallwood of Newfoundland who made a Long and eloquent plea for economic development in his province during the february meeting said virtually the same thing within two min utes on thursday. They also said that or. Thatcher who had explained at length to reporters about How he objected to reported Federal plans to spend 90 per cent of its regional develop ment funds in Eastern Canada was extremely Brief in his objections during the closed meet Ings. The same arguments were said a source but they were much Shorter and to the As a result the scheduled three Day meetings were reduced to two Days and virtually All the leaders went away say ing it was one of the Best conferences they had attended. They had also made More pro Gress in difficult constitutional areas than at any previous meeting. Apart from the obvious advantages of private discussions several Federal officials said this in camera meeting made it much easier for two of the pre Miers who Are involved in con tests in their Home province. Premier Walter Weir of Mani Toba is campaigning for a provincial election and Premier Jean Jacques Bertrand of que is campaigning for a Leader ship convention. If the proceedings were on said an official it would be very difficult for these men to ignore their campaigns. Every word they uttered would be. Weighed Ottawa up Premier John. Robarts of Ontario said thursday the third Federal provincial conference was the first step towards an equitable Taxa Tion system for All canadians. My god we have gone a Long Way in discussing the constitutional aspects of taxation and to get Down to the nitty Gritty of he said in an inter View. There s a lot to be done and we won t Settle the Constitution Al problems of this country in 48 hours or even in a year but we have discussed the total prob Lem and we have made pro Robarts said that from Ontario s viewpoint the great est achievement of the two Day conference which ended thurs Day was that no government will take action in any Field of shared taxation or in shared Cost programs without adequate prior consultation. We Are now started Down tar s rational Road in which we will the services the Ca Nadian people require without overburdening the taxpayer out of it All will come a much fairer and More equitable tax system for the whole a member of the Ontario delegation credited or. Robarts with being responsible for in eluding in the conference com Munique a statement that in changes in taxing or spending Powers should be made which impair the Power of the federa government to do what need to be done on a National basis.1 let their be no nonsense i about he quoted or. To i Barts As telling the government leaders. My province believe and let s put it in the Constitution so there is no doubt Abou or. Robarts said Only on province disagreed with a com Munique statement that Parlia ment and the Legislatures should have Access to All tax Fields direct and indirect. Remember that this was not a firm conclusion but just thoughts which will go to the continuing committees on the the Premier said. The general conclusion that there should be generally Freer Access to All tax Fields might put the provinces into in direct taxes. But again there Are some qualifications. The Federal government will be free to exercise its taxation Powers across the country but the provinces will restrict theirs to provincial boundaries. We will have to ensure that no product is subjected to provincial taxes by More than one province. This again Means close consultation on taxation matters so Ali at we do not add t6 the Bur Den on the taxpayer. And the taxation Powers must not result in the erection of tax barriers that interfere with inter provincial or. Robarts cautioned that there is no immediate Prospect of any kind of new Federal provincial tax agreement. This was a constitutional re he said. We were look ing at the constitutional aspects of tax and spending Powers not at actual tax agreements. We were discussing taxation in terms Only of what changes might be necessary in the Constitution to provide an equitable taxation system for the whole i or. Robarts said that for on Tario the second major Point in the communique was agreement on the need for a satisfactory formula for determining what is a consensus on National shared Cost programs and for deter mining the compensation paid to. Non participating provinces in programs involving conditional i Grants. Or. Robarts said All govern ment leaders at the conference forgot political considerations when they decided that Allevia Tion of regional disparities should be written in to a Constitution As a Basic goal. We must have a Standard what it Means to be a Cana he said. National programs designed to alleviate regional disparities will be expensive for Ontario wealthiest province in Canada he said but we have got to look at the total Prosperity in any part of Canada Means Prosperity in the Long run for get Way every City has its great hotel for sales meetings Edmonton s is the Ottawa up Atlantic premiers apparently got what they wanted fro the constitutional conference on the Issue of regional agreement that the Constitution should demand its reduction. I Don t think it should be a Legal despite a suggestion from Premier Joseph Smallwood that he would try to make regional disparity the theme of the conference it took second place to the division of taxing and spending Powers.
