It is probably the Only kind of leadership to which the people readily give their authority. It acts not on their political or doctrinal fears but on the possibilities of the system which shapes their lives on economics and politics administration education technology to Force the system to produce the Best for everyone without injury to anyone. Popular leadership is the Mastery of Power not an Alliance with the private coalitions of Power it is the deliberate organization of change to an end Well understood by the people. Someone is always gather ing Power. Periods of peace and quiet Are times when those with Power gather More of it and the More they gather the More those without it feel injured. The argument that the past decade has seen immense change and that we need a rest seems false. All the essential forces of National life politics economics transportation and communication have proceeded unchanged essentially for at least 50 years. They have grown but they Are the same. What we have seen in this decade is social unrest and some government tinkering with social problems not change. Our morality and perceptions have changed but not our Way of life which seems to be and probably is increasingly oppressive to Many. Change where we Are More at War than before. Otherwise a Quarter of the nation is still poor the Blacks Are still second class citizens government still grows corrupt.
