Removed from the fast modern world of real life in their constituencies. They Are not alone in their uneasy feeling the parliament system after years of his tory May be irrelevant a pompous emperor waiting for a Small boy to draw attention to his absurd nakedness. Among the advisers to conservative Leader Robert Stan Field there Are those who Are beginning to think that time spent in the commons is time largely wasted and that he would make More political capital out in the country talking to people rather than to empty seats. In the parliamentary press gallery newsmen grumble that it is less and less rewarding and More and More Boring to sit through the question period in the commons. Reporters Long ago gave up listening to the tedious debates and maps who used to complain piously that sparkling speeches were being ignored have now followed the example of the newsmen and spend As Little time As possible in the commons chamber. With a majority government solidly in Power the political Battles Are obviously Sham warfare. The opposition parties May launch a seemingly Fero Cious attack on some such Issue As the Cost of living but perhaps 20. Maps Are actually in the chamber to hear the speeches and they Are snoozing Reading the newspapers or politely concealing their yawns As they wait their turn to read their speeches into the pages of Hansard. Some things about parliament and its members Are so obviously wrong that they Are hardly Worth discussing and in fact have been almost ruled off the Agenda for the Liberal caucus. If maps have value As representatives of the people and As important cogs in the machinery of democratic government they should be paid substantially More than a year salary and expenses. And they should have adequate offices with telephones and staff. If Public opinion and the government Are not ready to agree the Point is made that parliament has ceased to have real value in the eyes of the country. Pamental freedoms for govern ment members and it is extra Ordinary when one stops to think about it in a rational Way that they Are still up for discussion. Who can argue More provocative is the subject area of the my outside his status place right the Community a private life and his and similar matters to be discussed in one of the caucus seminars. Most of them recognize they Are elected almost by Accident As byproducts of the Battle Between party leaders. Voters go to the polls to choose a prime Minster but Are forced by the system to express their preference by electing constituency he. One ready reckoning is that the election of a Bac Bencher depends on his own efforts for about 20 per cent of total input into the Campaign the remain ing 80 per cent coming from the National party image and the Leader. Having elected an my do constituents take any further interest in him once upon a time the member was an important and respected figure in his Community and he May still have status in a Small town or Rural Riding. But in an Urban constituency the my is q u i t e Likely to be unrecognized and unrewarded. Members of the Public often treat him As a faceless functionary or ambassador to the bureaucracy Handy in Ottawa to hurry up a passport or to sort out a pension problem. But when the citizen wants to influence a political decision he is Likely to do it directly through the party machinery by representations to a Cabinet minister or perhaps by the techniques of Public protest. The Public in other words recognizes two primary sources of Power and decision the Cabinet and the bureaucracy and it s not much impressed by parliament or its members. And this May be an instinctively accurate understanding of realities. Parliament makes almost no input to government policies. The commons and the Senate Are engaged essentially in examining Cabinet decisions after they have been made. To the extent that anyone technical task of examining and tightening legislation and Mak ing marginal improvements i is a worthwhile and even essential if Dull Job of govern ment. To the extent that anyone expects that parliament to make significant changes in government policies and pro Grams it is a myth. Prime ministers and Cabinet tend to hold themselves accountable to the country a election time rather than to the opposition in parliament. They Are not much interested there fore in hearing the views of the opposition and most debates i the commons Are conducted in an almost empty chamber. From time to time the opposition attempts to stimulate Public concern Over a particular Issue. But the press Seldom bothers to report at length wha it said in the commons it i usually repetitive and of Huttl interest or credibility and party spokesmen can achieve a much greater Impact by a few words Over television. It is True that substantial efforts Are being made to improve the working of Parlia ment but this in a Way merely underlines the concern that is Felt about its present role or Lack of role. The Trudeau government had made Public funds available to he opposition parties Tor re search and tory maps during a recent debate on housing for example were armed by Back room boys with an impressive analysis of government Legisla Ion and its weaknesses. While this Quality of the speeches it did nothing for the policy. The ;
