The new strategy on the fundamental Issue dividing the Church today greater autonomy for the local clergy and loosening of the rigid doctrinal authority of Rome is to Widen the base of protest within the Church and give it greater respectability. The new movement will come into the open during the world Synod of Bishops which opens saturday in Rome. In essence the pro testing priests have abandoned open Defiance Over specific issues such As celibacy and birth control. They Are also playing Down the hippie like manifestations which have sprung up in recent years the underground Church in the United states and the dramatic religious happen Ings Pel formed at the Stu Dent Chapel of the University Here. The new organization is called the european Assn. Of priests More popularly known As the Solidarity the protestors will meet in the Shadow of the Vati can. A protestant group the Valenzes has Given space in its Institute for the conference. The Solidarity movement is an attempt to build grass roots support within the Church for those striving for Reform. It differs from the movements which simply reject r o m e s authority. But significantly these elements Are included in it. It is an attempt to Bridge the Gap Between the protestors and those who would like to see the spirit of Vatican ii translated into practical measures to Lessen Rome s domination. Many catholics feel Vati can ii was a failure. Tacit recognition of the need for change has been followed by a lapse into old ways they believe. The papal edict against birth control the controversy Over celibacy and Pope Paul s warning school Board backs student training plea the Winnipeg school Board agreed tuesday to support in principle the request of a former High school student to endorse and to provide space for in service training sessions for student Council executives. Benjy Levin a first year arts student at the University of Manitoba appeared before the Board to request support for this Type of in service train ing. The idea was an outgrowth of a conference held this past summer at the Manitoba Institute of technology for student Council executives. This two Day program was sponsored by the now defunct greater Winnipeg students Union. Or. Levin said his program would improve the efficiency and the Quality of those now Active on student councils. He also Felt that this Type of training was necessary in View of the growing responsibilities of student governments. Trustees were generally favourable to or. Levin s a peal. Some concern arose however when it was Learned that the student Union dissolved itself during the weekend. It had been the intention of or. Levin to present his Brief on behalf or the students Union. But since the organization n o longer existed some trustees wore i puzzled about or. Levin s Sta j Lus. I or. Levin s Brief was finally j. Accepted As that of a private person who reflected the feel Ings of High school student no plans at present Tripoli Reuters the new Republican government of Libya does not intend at the current time to nationalize the country s Oil Industry Oil minis Ter Anis Ahmed Shteiwi said wednesday. Nationalization at the present time is out of the ques Tion because we neither have the manpower nor the Market outlet for our Shteiwi said in an interview. The new government will re Spect its agreements with the Oil companies As Long As these serve the interests of our peo he said. Shteiwi said that he had asked a group of experts from his ministry a few Days ago to study Oil the operational costs of the Oil companies with a View to increasing Libya s share of earnings. The posted Price of libyan Oil at s2.21 a barrel was not a fail Price Shteiwi said considering its Quality and accessibility. The minister said that More effective supervision of the Oil companies would include the question of employment of for Eigners. Employment priority must be Given to libyans arabs and then others Accord ing to their qualifications he said. During the last 10 years about one third of Libya has been Par celled out in concessions to More than 45 British american French italian dutch and West German Oil companies. Council executives. Trustee r. J. Cochrane put a motion before the Board re questing it support or. Levin s proposal in principle that it make space available for in service meetings and that the Board Tell the principals Council and the inter High Council of student presidents of its Deci Sion to support the program. An attempt was made to put the question before the youth study committee for discussion. This was suggested not Only because the committee s views should be heard but also in View of or. Levin s status that he was essentially Only representing himself and that he was no longer a High school it was also decided that the inter High Council be authorized to confirm the status of the student members of the youth study committee. The defunct Union had the responsibility of naming student members to the study commit tee. This committee is made up of Board members teachers and students. Against dangerous thinking have induced frustration among progressives. Nowhere has this been More evident in different ways than in Belgium and Holland. These two Small countries Belgium virtually 100 per cent Catholic hol land almost evenly split Between catholics and pro Les lants offer a microcosmic View of the tensions wracking the Church and the responses to it. In Belgium the Church suffers not Only from ancient strictures imposed by Rome but from internal divisions. The country is torn by linguistic and Cul Tural divisions Between the French speaking and culturally dominant minority and the flemish speaking major Ity. In Holland the catholics have emerged from Cen Turies of persecution and a ghetto Type Unity into full acceptance which is steadily flowing into Strong ecumenical ties to the dutch reformed Church. These radically different situations have led to quite different assaults on the Church although the theme in both countries has been concentrated on a u t o n omy. Belgium s. Leo Cardinal Stenens has mounted a direct assault on the roman curia As a Roadblock to Progress. In Holland Many Church leaders have virtually abandoned Hope of getting a Lead from Rome and Only ask the Vatican to let them solve their own problems. Both paths have brought Sharp reaction from Rome. Both represent minority views in the Church to Day. Cardinal Stenens attack on the curia described this Core of the Church As being More aware of the established order and of the past than of the demands for the the Church s division is reflected in the dwindling Church attendance and Sharp decline in candidates for holy office in Belgium As in most of Europe. Only 43 per cent of Belgium s catholics Are considered Active churchgoers. The figure for Holland is 63 per cent the highest in Europe and yet it is in Holland where deep soul searching is taking place. A Survey reported Itiat Between 30 and 40 per cent of Holland s catholics were not convinced that Christ was the son of god. That the Bible is the word of god or that there is life after death.
