Winnipeg free press saturday november 15, 1969 17 Mexico wrestles with problem of persistent Rural poverty this is the last in a series of articles on Mexico by Carl Mollins of the Ottawa staff of the Canadian press who has been on a tour of the Central american area. By Carl Mollins san Juan Pancoa Mexico up Arcadio Perez Mendez is a smiling Man of 64 with the blood of the aztecs in him. He smiles a lot because he says he is a Lucky Man. By the standards of Rural Mexico he is Lucky. He has just broken out of subsistence farming for the first time be cause he had surplus Corn to sell. Arcadio represents modern Mexico s major Sis tent Rural poverty in the midst of expanding National also one of the ways the problem might be solved. He is head of a family of eight which includes his wife a son his son s wife and four children. They live in a one soviet farms May get new look Moscow special owns after years of premature plan Ning and amid rumours of split Between party and govern ment the soviet Union is to hold its third Kolk Hoz Congress the Congress of collective farms at the end of this month. The last Congress was shortly after Campaign to liquidate the wealthy peasants held in 1937, Stalin s fearful the kulaks. Stalin toyed with the idea n in i t a statement on agriculture were punctuated with promises to hold one and even Leonid not have taken place without Sanction from Moscow and it seems certain that this step will be duplicated elsewhere and that eventually a Union ministry will be set up to look after state farms All Over the soviet Union. The implication Here is that if a ministry of Kolk Hoz unions is also set up the ministry of agriculture will have nothing j left to do. Room Adobe House in this Little Village West of Mexico City. The Clay the visitors came to san Juan Pancoa they were Given a meal of Frijoles Chiles some pieces of dark meat and Corn pancakes which Are both daily bread and spoons to scoop up the Beans Chiles and meat. Guests get meat Arcadio and his people had the same meal but for the meat which was special for the guests. The Perez Mendez family never has meat arca Dio explained. A special treat for them is to flavor the Bland tortillas with a Corn smut fun pus when it is found fresh in the Cornfield. The basis of Arcadio s Good Fortune is the 37 acres of land he and his son have in eight plots scattered around the unfenced Countryside. Some of it they own outright the rest is in the taken Over by the Community after the 1910-1917 revolution and celled out for farming but never for Sale. With land enough to feed his family Arcadio is Lucky both by historical standards and even in terms of present Day Mexico. When Areadio was a boy the land he has today was part of a vast Hacienda. The ruins of the former landlord s mansion Are still to be seen a in another controversy about few Miles of another Congress j the management of farms the Khrushchev s Many ministry of agriculture is Stead ily losing to the advocates of a bold Reform. Under the link system a relatively new Brezhnev the present communist party Leader announced its imminent convening in 1966. The Congress promises to make important changes in the soviet agricultural system including the possible abolition of the present ministry of agriculture and its replacement by a More representative and decentralized body to run the collective farms. The russian press has been Are handed Over to a group of Farmers to method of organizing big farms the farm is divided into plots which Small manage on their own. This sort of Experiment has been going on quite successfully for some years and wherever it has been tried the results have been Good. But there has been some fear that it might Lead to peasant ownership of land and a return to other evils of Capi full of conflicting proposals Andis Taoism in agriculture. After a there is intriguing evidence that i number of papers championed 1968, part the Issue is causing friction by tween the communist party and the government. To one the idea in 1967 and pravda the communist paper strongly denounced the questions the need for reforms experiments and the Campaign in the country s giant agricultural Industry but the ministry is reluctant to Back any move that would diminish its Power. Strong canvassing is going on in favor of the creation of an autonomous Kolk Hoz Union with authority to manage the collective farms. It is argued that it will make the administration of farms far More decentralized and democratic responsible. Temporarily ceased. It was revived again Early this year by Komsi Haskaya pravda and the weekly literary Gazette. No. Authoritative ruling has been i Given but the response of the j leadership is not entirely Nega-1 Tive. An Institute has been set up near Moscow devoted to the idea of studying link farms. Though there is Little Chance of the Kolk Hoz Congress Blessing the revolutionary Leader Emiliano Zapata went this Way under the slogan land and in the one room Village school there Are traits of various mexican heroes but there Are two of Zapata. Most own no land in Arcadio s boyhood there were estimated to be More than peasants in Mexico but fewer than owned any land. Most farm land was in enormous hold Ings owned by just 834 Hacienda landlords. Although millions of acres of land have been distributed to peasants by successive governments including the present one there Are said to be More landless families in Rural Mexico today than there were in 1910. This is the a sult of an explosive birth rate which has increased the Rural population to despite the Mil Lions who left the land to raise the Urban population to Al most while Mexico s productive wealth has expanded at the fastest rate in the Western hemisphere for More than a decade making the country a Model of planned Industrial development the condition of the Rural poor has been Stag Nant. Pablo Gonzales Casanova director of political and social sciences at National univer sity calculates that the Divi Sion of Mexico into a have and have not population is remarkably unchanged after 50 years of revolution and 20 years of can t afford shoes using various measure ments to define mexicans sub sisting outside the National Economy As illiterate Mal nourished and without shoes he concludes their numbers have increased to Between and mainly Rural. Their main Hope lies in the official acknowledgement that new wealth has been unevenly distributed in favor of the Urban Middle class. Further economists say the consumer Market now is virtually Satu rated and further Progress de pends on bringing the subsist ing millions into the Money Economy. Meantime a team of 10 economists is conducting a test program in a 45-Squarc mile Corner of Puebla state which Aims to find a Way to Correct a fundamental weak Ness of the mexican revolution. Agrarian Reform was a political imperative of the Revo Lution. In practice it has been limited to handing out parcels of land without providing the technical and material capital to make them economic. Aim at More Corn the Puebla project initiated two years ago with a Grant from the . Rockefeller foundation Aims to Dou ble Corn yields in this area within five years and at the same time work up an efficient technique which could be applied to boost other subsistence regions. After two years the team from the agricultural College and International Grain Centre at Camingo believes yields could be quadrupled in some areas but the agronomists have encountered problems breaking through a Barrier of ingrained suspicion ignorance and indolence. There were older Farmers who wanted to knew Why it i had taken the government 50 the to show an says agronomist Heliodoro Diaz. J they were terrified that their land would be taken away if it became More it was also hard to find funds for fertilizer and Good seed in a population where the average annual income from crops is and average family income including the wages of children and adults is some Banks and seed dealers finally were persuaded to help with credit. Fertiliser vital this year about of the families in the project area Are participating. The project team with Only four men on the spot full time de pends on example and evangelism to spread the gospel of fertilizer Good seed and mod Ern crop management. The examples stand out patches of tall fat eared Corn rising above the predominant scrawny Indian Corn of tradition. Once a week in different villages meetings Are held which have the air of a religious revival. Farmers who Are trying the new ways stand up and testify urging ceo salvation on their Hesi Tant Brethren. Arcadio Perez Mendez is an evangelist himself now. He diffs his Straw hat and stands there in his Bare feet telling How Lucky he is since fertilizer came into his life. In his first year he Bor rowed for fertilizer but Lin made Selling his first sur plus Corn. No wild spending for Pul que a potent brew made from the heart of the Maguey cac Tus or a television set either. Arcadio bought a team of mules. Perhaps who knows. When the mules Wear out it will be a tractor. It not for Arcadio then haps for his son. Porteous Secretary treasurer the scheme for wider Applina Tiomi it will undoubtedly decide the controversy As As old As to continue Experiment on a soviet agriculture but what is scale now noticeable is the support Given to the idea in recent years by some of the leaders. At the top 23rd soviet party Congress in 1966, Brezhnev and p. E. Shelest the ukrainian party Leader favored the idea of a Kolk Hoz Union. More has been heard about it recently. Dimitri Polyansky a High ranking member of the politburo and Deputy prime minister responsible for agriculture is been stomping the Countryside visiting farms and lending support to the concept. Or. Polyansky has been consistently in favor of More modern methods of farm management and greater investment in Agri culture. In 1967, he created an immense furore by calling for higher capital investment in agriculture in an article in the Central committee s theoretical Organ communist. Obviously he would not be campaigning in another important measure in the air is the re establishment Alberta eying Alaska ties Edmonton up Alberta is in a position to provide Many of the Alaska services needed by during its period of development. Premier Harry of machine tractor stations a j said Friday. Highly emotive Issue in soviet agricultural policy. They were a prominent feature of the Stalin period and survived until 1958. They controlled All farm machinery Over a Given area or number of farms and for the use of this machinery the farms had to pay in kind. The system was highly unpopular though it was endlessly glorified and at the height of his authority or. Khrushchev succeeded in Abol Ishing them handing Over the machinery to the farms to be kept under their own manage he was speaking during an Airport interview on his return from Juneau Alaska where he conferred with gov. Keith Miller and members of his staff on subjects ranging from paving of the Alaska Highway to pipeline construction. Or. Strom said he could see greater to operation Between Alaska and Alberta with the province supplying various goods to the state including agricultural products. The Premier said he did not i regard Alaska As a competitor ment. the stations May be i for Alberta Oil markets but revived on the ground that the rather As joint supplier of variety and Quantity of Agricula Petroleum products in an sex Tural machinery required by big pending Market farms is too much for them to we feel our experience in Oil this vigorous was sure of from his comrades politburo. Another Straw in the wind is the creation of a new ministry in the Ukraine to be responsible for All the Republic s state farms. Such a departure could two killed at crossing Wadena sask.
