Sharp reiterated state ments made last fall by prime Linister Trudeau that Legisla Tion would be forthcoming to sure Canada s right and duty o control its Arctic heritage h appropriate maritime jurisdiction covering pollution and innocent passage of vessels through the North. He said it was not just a simple question of declaring a Laim it was also important o do it in a manner which would prompt the fewest Chal Enges from other nations. The government had no doubt whatever that it could take adequate Steps to Deal with the rangers of Oil pollution should tankers ply the Arctic water ways in the future he said. But critics in both the oppose Ion and Liberal parties scored in government for waffling on the Issue and through Lack of action creating doubts in the minds of canadians and other lations about the degree of concern Felt by the Canadian Abinet. Conservative Leader Robert Stanfield said that at the risk f exaggerating Canada s fun ure May depend on the direct Ion it follows in the far Forth. Canada has the right but the government lacks the will to Stablish firm jurisdiction Over everything in the area including potential resources or. Stan held claimed. What we need today is a bit f the guts that went into the making of Canada in the first he said. New Democrat Leader t. C. Ouglas called on parliament to Ssue a ringing declaration or Canada on the Arctic question. If the government continued p indulge in diplomatic Pussy other countries could be blamed for assuming that Canada was ready to accept some sort of Compromise he declared. The discovery of Oil at Prudhoe Bay Alaska and More recently in the Mackenzie Delta indicates the Arctic May con Tain some of the greatest Oil reserves in the world or. Douglas said. Since Canada would be the main victim of a mishap we must have the necessary authority to exercise he said adding that such control continued would involve navigation aids standards for tankers and regulations for innocent passage of foreign vessels. Both he and or. Stanfield insisted that Canada had Excel Lent precedents to claim its jurisdiction Over the entire sector extending to the North pole. At the Centre of the commons debate was a unanimous report from parliament s Northern affairs committee outlining de tailed recommendations for establishing sovereignty and undertaking research projects to Deal with pollution and archipelago. Or. Sharp said the govern ment was in sympathy with the principles in the report but questioned the methods suggested. Alberta conservative Paul Yewchuck urged approval for the committee s recommendations contending that this was not a Day for National timid the government s tardiness or reluctance to assert its sovereignty is harmful to can or. Yewchuck said. Perhaps the speech listened to with most interest came from . Liberal Paul St. Pierre who expressed impatience that the government had not yet followed up its words with action however he was equally As critical of opposition parties who now were clamouring for action but had not Felt noved to bring the Arctic question up for debate on any other Occa Sion since parliament opened in the fall of 1968. At that time the burning Issue for the opposition was Biafra and not any of the Many problems plaguing canadians at Home he said. I wondered if i had wan dered into a meeting of the organization of african or. St. Pierre observed As he recalled his initial Day in parliament. Since the discovery of Oil at Prudhoe Bay a year ago the Arctic problem has been loom ing and growing larger by the he said this was further accentuated by the Imperial Oil discovery in the Northwest territories in recent Days and the Promise of More to come in the High Arctic. The perils associated with Ocean transport of crude Oil in the Arctic verge on the i Toler or. St. Pierre told the commons. The summer voyage of the . Tanker Manhattan Only underlined the urgent need for safety regulations or technological development to provide Means of total destruction or neutralization of Oil cargo should accidents occur he stressed. If canadians Are not concerned it is unlikely that other nations will do it for us because they Are our Waters and our said or. St. Pierre. He said Canada should look Forward to the time when a larger portion of. World com Merce moves in ships through the North. But we must take the authority to control the shipping that we feel is he said. Or. Sharp said the govern ment was ready for the opening of Arctic development with its benefits and dangers and wished to keep the Waters open for innocent passage. We Don t question sovereignty Over our land or Waters but the real question is the Best Way to go about the minister said. As soon As Canada makes claims and asserts jurisdiction we will be said tar. Sharp. The government wished to keep those challenges to a minimum. Who rules vital to eskimos seemed to be heading toward the English Channel. The three soviet ships sailed out of the Mediterranean three Days ago and headed North naval officers said but on reaching the Western approaches to the Channel they changed course and headed Back South. They were identified As the helicopter Carrier moskva and two Kashin class destroyers each about tons. Soviet warships rarely use the English Channel although under International Law they Are free to do so. When they do they Are kept under close watch by the British who report to the North Atlantic treaty Organiza Tion command. By Derik Hodgson yellow knife . Staff the sovereignty of Arctic Waters is More than just a matter of National Pride to the roving bands of Canadian eskimos who live on the sea ice in the far North it could quickly and dangerously become a matter of life and death. Duncan Pryde an outspoken territories councillor says the possibilities Are far Graver than Flag waving nationalism. Pryde whose scottish Burr belies the fact that he is a Canadian s Canadian explains that the Waters where Canadian sovereignty will really be tested is just offshore from Cornwallis Island v in recent years exploration maps issued by certain Oil companies have shown the offshore Waters Here As inter be dammed if it said or. There Are Cana Dian eskimos living there on that ice and to me that makes it the danger explains Pryde is that if the Waters were declared As being International it would be first come first served when it comes to finding and using Oil believed in the Vicinity. If that happens then not Only do we lose a Fortune but we cannot control the tap Ping of the resource says Pryde. This he explains is the real threat both economic and Phy Sical to the Canadian Eskimo. The eskimos that live on the sea ice move far out from the coastline to Hunt and in Many instances actually live beyond the three and one half mile limit. If an Oil Tanker were to break up in this area Pryde says the resulting pollution of this raw but delicate country would gravely upset the ecological balance. The eskimos who live there Are More Canadian than you or and i say that Possession is More than nine tenths of the Pryde echoes Many of the sentiments of. The people who populate this Northern land. In his country there is nothing to dispute when it conies to Arctic sovereignty. If the hard words spoken Lere were rifles Canada would Lave an armed Northern Border. Pryde is a Strong believer in tanned development of this Orth country and is be says 00 per cent behind the efforts of he mid Canada development conference who Are currently curing the area. The conference tour includes 0-or so Odd businessmen and scholars who Are studying the advantages of having a National plan for the North and mid North. Although being in favor of what the mid Canada Confer ence stands for is Akin to supporting motherhood and Apple pie Pryde says the Evetus Al solutions to the North s prob Ems will Likely come from organizations like mid. Canada. The problems of National involvement Here in the North Are questions that the group is com ing directly to grips with As it Tours the hinterlands. A new twist on the entire Arctic sovereignty Issue come with a decided chocolate flavor tens of thousands of Ameri cans have been getting Freeland on Cornwallis Island from an american chocolate bar com in a give away and Campaign the people who make Mars bar giving away about a million tiny plots of land and the Candy bar customers who write in get their tiny plot Canadian Arctic for 10 year rent free. Critics of the and Campaign object to the use of Canadian land rights for an America promotional gimmick. But of people like Duncan Pryde the Issue of sovereignty in the arc tic Means More than just Cand bars. Speaking to the Yellowknife Board of. Trade thursday night Richard Rohmer chairman of the mid Canada development conference said the discovery of Oil near Tuktoyaktuk have changed the rules of the or.
