8 Winnipeg free press wednesday december t. 1971 rapeseed change slowed Down by Egon Frech Ottawa staff the fed eral agriculture department has apparently been stymied attempt to switch the entire 1972 Canadian rapeseed crop to the Low Rucic acid rapeseed produced about acres on the Canadian Prairies last summer. Agriculture minister h. A. Bud Olson said overseas Marr Ket acceptance of the can Bra variety of rapeseed which has considerably less Rucic acid than regular varieties has been less satisfactory than anticipated. The department now is look ing for Only about 60 per cent of the 1972 crop to be of this variety. Originally the department had urged that by 1972, 100 per cent of Canada s rapeseed production be of the Canara Vari Ety. The changeover program was started in 1970, when it was Dis covered that Rucic acid was a possible health Hazard. Cana d a s Ordinary rapeseed has much less Rucic acid than varieties grown in other parts of the world but the Canara Vari Ety has practically none. One of the problems with the Canara rapeseed is that is has a slightly lower yield of Oil than other varieties making it less competitive. Part of the support program announced by or. The second part of the pro Gram which would amount to about 15 cents a Bushel would offset the costs of keeping the Canara rapeseed separate from other stocks during storage and transport. About eight to 10 million bushels of Canada s 100 million Bushel rapeseed crop was of the Canara variety in 1971. Most of the Canara Stock was grown under contract at a Premium. However because of the lower yield and the extra costs of storing and handling the can Bra rapeseed separately the tendency has been to mix it with the other varieties and thus lose its principal advantage of Low Rucic acid Content. One other Benefit of the 1971 program has been that Canada now has More than enough can Bra seed Stock to seed the entire 1972 crop. Canada s Domestic oilseed processors which used about nine of rapeseed this year and will process be tween 10 and 12 million bushels in 1972, have indicated they will accept Only the Canara variety next year. Japan and Italy also have switched to the Low Rucic acid rapeseed. However an agriculture department spokesman said tues Day that other countries which themselves produce some rape seed Are reluctant to switch because it would put their own rapeseed Industry out of Busi Ness. These countries have not been Able to switch production to the Low Rucic acid varieties As quickly As Canada which last year spent million to Start the changeover. Since the Canara rapeseed produces slightly less Oil than the Standard varieties it cannot compete directly. However the difference in yield is not so marked that the Canara rape seed cannot compete with other types of oilseed crops. If Canada were to switch its total production it would not be competitive in. The markets of those countries that have not adopted standards specifying lower Eru Cic acid contents in their oils. As Long As both varieties Are produced of course there Are also the extra costs of keeping them separate throughout the Chain from farm to customer. In the meantime the question is being raised As to How much of a health Hazard Rucic acid is. Or. Olson told reporters on tuesday that he never has placed much Stock in the theory that the substance posed a threat to humans since the original tests Only showed that Large quantities of the acid had an effect on Laboratory test Ani Mals. The Federal food and drug administration on the other hand says it never suggested that the danger was so great that the entire rapeseed crop should be switched Over. A. P. Gleave Biggar put his Finger on the problem tuesday when he asked or. Olson to give some direction to Farmers As to what variety of rapeseed they should grow. Questions about this at the agriculture Outlook conference Here last week were not an swered he noted. I think it is up to the depart ment of agriculture and the food and drug people to come through with Clear direction to the banners As to where we Are going in this very important crop he said. I have never been satisfied that food and drug knew what they were talking about. An Industry like this one is too important to rest on decisions that hang fire for two years and 18 he said noting that the crop is Worth million a year. By Paul Jackson Ottawa staff the Annu Al meeting of the Federal pro g r e s s i v e conservatives gets under Way in Ottawa this week end with an expected Dele Gates air of optimism and excitement that would have been difficult to imagine even a year ago. Liam s. O Brian the pc National director in t surprised by the atmosphere of Antici pation surrounding the meeting. He says current trends show his party and its Leader Robert Stanfield Are beginning to Cap Ture the Public imagination. But there Are still people who believe that pc hoop la is based on fancy rather than cold hard fact. When it conies Down to it the pcs still have a Long Way to go if they want to make real their predictions of actually toppling prime min ister Trudeau and. His Liberal government at the next general election. However there s no doubt the pc party is putting All of its energies into seeing that there in t another Trudeau sweep in the style of-1968. For instance pc maps Are Beins shown How to obtain the Youthful image look that appears to be now so essential in spreading your message Over television. Slickly produced make up instructions films that according to National pc organization director Robert be Dard show you How to take 20 years off your face Are being screened to party personalities. And the pcs Are recruiting such Robert Thomp son the red Deer Alta. My and former National Leader of the social credit party to per Suade soared supporters to put their backs behind progressive conservatives in British Colum Bia. There has even been talk that Premier w. A. C. Bennett might come out in support of the pcs just federally that is but despite All this it is difficult to assess just How far along the Road to recovery the pcs have come since the chopping Down of 1968. For in stance they now have Only 71 seats in the House of commons compared with 72 when the election results were counted. No gains True the Liber als Are Down from 155 to 150, of course. The nip has gained three seats to make 25. Real Caouette s social credit party has lost one to make 13. The in dependents gained two to make three. And there Are two vacancies caused by resignations of one Liberal and one pc. There Are two Loving enemies 1 the pcs Are pinning Many of their Hopes for a resurgence or ., Quebec and Ontario. With the exception of Where they do not hold a single of the 23 seats chances of gaining Many in the West Are few. Al ready holding 15 of the 19 seats in Alberta they can t except to pick up Many More seats there. In Saskatchewan and Manitoba the seats Are fairly equally divided on a traditional basis so gains or losses would be slight. So in the West the progressive conservatives Are pinning their Hopes on picking up be tween seven to ten seats in It should be interesting to see what Delegates have to say at the annual meeting. In Nova Scotia Prince Edward Island and Newfoundland the progressive conservatives won most of the seats in 1968. No real Hopes for stronger gains there. And in new Bruns Wick they share equal Billing with the liberals. So that leaves Quebec and Ontario to make the dream come True. In .1968 in Ontario they Only managed to capture 17 of the 88 seats. With the Strong provincial pc Victory of Bill Davis things look better for Good potential gains. And the publicity from the annual meet ing should help. In Quebec who knows while the pcs won Only four seats of the 74 in 1968, they have lost one through defection to in dependent status of Roch la Salle member for Joliette. Basically the pcs have been banking on or. Stanfield pick ing a tremendously popular Quebec lieutenant such As judge Claude Wagner. However reports now say that the pcs Don t even know if they want or. Wagner unless he modifies his views on Law and order. So that s the picture As the pc annual meeting prepares to open. Already there has been a bad Omen prime minister tru Deau has stolen some of the limelight from or. Stanfield and his followers by announcing that he will visit president Nixon in Washington while the annual meeting is under Way. Obviously that Means the news Media and canadians generally will be paying less attention to the pc meeting than was sex gossip is just that London a Princess Anne involved in a Royal Row Over a reported Romance with a commoner says Ingham Palace. And talk of a Romance itself was described today by a pal Ace spokesman As pure speculative . Columnist Earl Wilson reported that the daughter of the Queen wanted to marry Richard Meade an olympic horseman. He said the Queen had forbidden the Princess to see Meade. The Royal spokesman said that Princess Anne 21, had known the 32-year-old Meade for three or four years. He is numbered among her the spokesman stated. The Princess is a keen horsewoman with aspirations of making Britain s olympic equestrian team.
