They the government recommended that we abandon the site at Portage in favor of other locations and that they would compensate us for any capital loss incurred on the original stated a letter dated july 7, 1971, from the feed lot Secretary treasurer Charles t. Oliver to the clean environment commission. The three member municipal Board is hearing an Appeal by the Austin agricultural museum against Assiniboine feeders Ltd., the second Appeal against the cattle operation in Ivy years. Feed lot president Bert in. Chol who testified during wednesday s hearing said the government offered Assiniboine feeders our cattle and costs to go to another or. Nichol would not say exactly what the government paid to close the feed lot s Portage la Prairie operation. Or. After the clean environment commission had granted the feeding company a pollution licence for the Portage la Prairie property the soup company which operates a Large Plant there got an injunction against the company and its licence. The soup firm had claimed that the feed operation would pollute the City s water Supply. Campbell soup buys water from Portage la Prairie the feed lot had appealed the soup company s application. But the government had stepped in and said it would consider the old Macdonald Airport base near Portage As a possible site. Government policy regarding the base had to change first the company had been told. The feed lot had continued to operate at a different location until May 15, 1971. We were told that tenders would be called for the Mac Donald Airport site and that we should bid on such a tender. We did this but were outbid and lost to the Rosedale Hutt Erite or. Oliver s letter said. The letter had been written to or. Peter Warner clean environment commission chairman to explained the company s difficulty in finding a location in Manitoba however the company found suitable property a Little More than a mile from the Austin agricultural museum asked the commission for a new licence the original licence granted for Portage was never used by the company and prepared to set up their operation the hearing was told. The museum had asked the municipal Board for a stay of proceedings on the company s pollution licence. The Board had rejected the stay and an Appeal had been launched. The alternatives now before the Board Are to uphold the commission s pollution licence to revoke the licence or to instruct the commission to vary the licence and set conditions which the feeding operation must follow. Another aspect of the hearing is that the provincial govern ment May adopt a policy for the location of cattle feeding operations in Manitoba. At present the government s environmental management Branch has no feed lot policy. The main complaint by the museum is that a feed lot downwind would severely hamper its summer tourist Trade. It has also said there is Strong possibility of water pollution from the cattle feeding station. Or.
