It had its most recent surfacing recently when Prim minister Trudeau intimated that his government is work ing on the provinces to convince them that they should b More and More considering the full year of school ing without a summer his reasoning such a program would keep students off the summer labor Market. Or. Trudeau s remarks Are in line with those of r. W Pollock of office overload who made a similar Sugges Tion for the same reason a couple of years ago. Or. Pol lock advocated year round education for High school As Well As University students and there is some indication that or. Trudeau has the same thing in mind. Keeping students off the summer labor Market is not of course the Only reason put Forward by advocates of year round education though this is the Point now pressed by the prime minister. When the Issue was first raised a decade or so ago this Point was indeed made. But it was Only one of several. Equally important was a desire to make More efficient use of buildings facilities and personnel and thuse ease the financial Burden on the taxpayer. With education costs much higher now than they were then this would still seem to be a valid argument. But has been opposed by the academic and it has not been too successful where it has tried. It. Has had indifferent Success in the United states and though found practical in one or two universities in Canada has become the exception rather than the Rule. Recently there has been a move toward year education in some . Schools. At the moment some 100 school boards Are involved in the Experiment but it is being considered by approximately others. There is the thought in some quarters that if these experiments succeed they will Lead to a greater acceptance of year round education at the University level. Or. Trudeau however does not seem to want to wait for the results of american experiments. As a practical politician he wants year round education now. Concerned Over the country s High unemployment rate and with an election in the not too Distant future he sees year round at both High school and University Levels As a Means of making the employment dark. But his remarks As reported leave some things in doubt. It is not Clear whether he advocates year rounded cation without a break or whether he Stag gered holidays for students at different times of the year depending on the semesters for which they Are enrolled. If he Means that students should stick to their studies on a year round basis without a break he is advocating a policy that could be harmful to health As Well As Educa Tion and by graduating students at an earlier Date than would normally be the Case he is doing no More than put Ting off the Day when they would flood the labor Market on a permanent basis. If he Means year round education As traditionally advocated however it is another matter. On this basis Stu dents would enrol for two of three semesters each year but since not All holidays would come at the same time and graduations As Well As holidays would be staggered the number of students coming on the labor Market on either a temporary or permanent basis at any one tame would be much lower. Whatever the details of his plan it represents a Politi Cal rather than an educational decision. Except insofar As it affects the unemployment problem it does not even represent an economic decision. Should the elections succeed . Should candidates come Forward and voters participate despite dire threats from both the Fatah and the jordanian authorities the West Bank will have taken a major step Forward towards normalization. However should the elections fail local arabs will regard this As a Clear indication that collaboration does not pay. All towns in the administered areas Are More prosperous but none can rival Bethlehem which is enjoying a Boom generated by a clutch of new industries and a flood of tourists. Inputs will be come outputs by passing through a Maze of task forces secretariats evaluation committees a policy and priorities Board and finally the full Cabinet. Instead of the present Cabi net of 24 ministers there will probably be a Cabinet of 20. Instead of the present 20 government departments there will probably be Only 15 a department of finance and intergovernmental affairs a department of Revenue and government services and a consolidation of the remainder into 13 ministries which win be sub cells of one of three policy thus the Field of social development will cover Edu cation colleges and universities health housing and so Cial services. The Field of by Harold cow environment and resources development will include agriculture and food labor natural resources Trade and Industry and transportation and communications. The Field of Justice will consist of the attorney general s department correctional ser vices and Public Protection. Each department of course will be run by a min ister who will also be a member of his appropriate policy yield committee. This committee will have a secretariat headed by a civil ser vant with the rank of Deputy minister and will be chaired by a policy minister having n o departmental responsibilities. The policy committees will evaluate policy alternatives submitted from various quarters and develop recommendations for the consideration of a policy and Priori ties Board. This Board will consist of the Premier As chairman the three policy ministers the minister of finance and intergovernmental affairs and a new minister to be called the chairman of the management Board of Cabinet an Agency roughly equivalent to the present Treasury Board. The policy and priorities Board will then make recommendations to the full Cabi net at which Point All ministers will have the Opportunity to make their views known just As they do now and the result will be not Only a greatly improved effectiveness and efficiency in government but a greatly enhanced Cabinet capability for. Effective policy develop ment and priority setting. That at least is what the businessmen and civil ser vants who make up the com Mittee on government productivity have recommended and that is what Premier Davis has said the govern ment will implement give or take some details another Ontario first or. Hardly what the govern ment has accepted is Remar Kably similar although no credit is Given to what the conservative government of sir Winston Churchill tried to be just As pertinent As they were in Britain and perhaps More so.
