The agreement initiated by Norway covers the Northeast Atlantic and embraces a wide Range of poisonous substances under a descriptive heading that is sufficiently general to extend to new chemical com pounds As and when they appear. The dumping of pesticides and of Organo silicone com pounds is banned together with the metals Mercury and cadmium plus All persistent plastic waste. Dumping of other poisonous substances is to be allowed Only by permission from an International commission established under the agreement for that purpose. Speaking before the signing at the foreign ministry norwegian foreign minister an Dreas Cappeln said that the danger of pollution was increasingly recognized and that this was a first step which could pave the Way for world wide arrangements.
