Printed and published daily to capt sunday by the Winnipeg free presi company limited 300 Carlton Street. Winnipeg Manitoba. R. S. Malone publisher and editor in chief Peter Mclintock Maurice Western executive editor Ottawa editor . Shelford general manager Winnipeg free press Western Canada s National newspaper Winnipeg Friday february 18, 1972 Freedom of Trade Liberty of religion Equality of civil rights election speech if one were not already fairly confident that Canada will have a Federal election this year one would Only have to read the speech from the throne delivered on thursday to know for sure which Way the wind is blow ing. As the politically Neutral Canadian press wrote this one held promises for everyone labor manage ment Farmers fishermen Consumers men women and no one appears to have been left out except b. C. Premier w. A. C. Bennett and the Ordinary Canadian taxpayer. For the former the message was that there will be a revision of equalization payments to the less wealthy provinces for the latter the government holds out nothing but the implementation this year of or. Ben son s new tax system. The speech takes note of current trends women s lib for example and consumerism. It will be interesting to see what kind of policies the government has in mind to ensure the Equality of women in Canadian Equality with what undoubtedly Many of the proposals involving what the government Calls protective Steps in areas of wide concern to canadians Are needed and Wel come compensation to victims of crime a Legal Aid program for example. But the government seems deter mined to protect us from just about every danger real and imagined it can think of foreign control of the Economy pollution in the North though economic development Mere will be non medical use of drugs invasion of privacy and so on. Of interest to management and labor is what is going to happen to the government s compete tuition Bill and to proposed changes in the labor code. Both have met with Sharp criticism from the business Community and it is perhaps encouraging to note that the speech says that these Are to be reintroduced in modified form after fur ther consultation with Industry and other groups. To Promise something is one thing and a throne speech is designed to this1 end. To explain How the promises Are to be implemented is something else again and must await the government s pleasure during the session. The question that arises now is How Many of thursday s promises will be kept before the government Calls an election and How Many will be dependent on the govern ment being returned in other words How much of the speech really is concerned with the present session and How much with the next election Europe s dilemma the British government which alone among Western european governments appears concerned about the rap idly changing balance of Power has warned in its White paper on defence How difficult it is to achieve a detente amidst the massive and still growing soviet military strength. As the despatches from Malta published on this Page show the Battle is on for the Mediterranean with the soviet Union trying to get a foothold on Malta enlarge her influence on Cyprus by supplying archbishop Makarios with czech made weapons consolidate her hold on Egypt and at the same time try to deter the United states from setting up a naval base in Greece. The British government White paper Calls for closer european co operation in military matters and an in creased responsibility for defence on the continent. There is not much Confidence in London in the Nixon Ian promises of peace for a generation an ill opened phrase Henry Kissinger should have remembered to strike out. On the other hand there is concern about the implications of the Nixon doctrine which proclaims that the United states will stay out of future conflicts. This doctrine prob ably reflects the feelings of the vast majority of Ameri cans. It was the Small Eastern Liberal segment the men from Harvard and Yale who had pushed America into a world role. Today the ache sons the bundles the men who advised president Kennedy Are either retired or dead and the new liberals like the new left Are either isolationist or anti interventionist and Only a pedant will see much difference Between the two concepts. The missionary spirit of John Foster Dulles is gone and so is the crusading spirit of John Kennedy. President Nixon has no Choice but to liquidate the grand designs of yesteryear and replace them with policies that correspond both to the National mood and the realities of Power. This new United states role however realistic in con sept cannot but cause America s allies in Tokyo and Bonn As Well As in London to ask whether this Retreat from Power has not increased the dangers that have Iver ceased to face the Western world. The recent indo pakistani War has brought Forth a new doctrine one that Ould be described As the Chou doctrine in a conflict in which one super Power is actively engaged the other user Power stays out lest the conflict assume global pro Xor tons. The moment Moscow signed a Mutual assistance act with new Delhi Pakistan s Fate was sealed. The con sequences of this new doctrine Are now being studied All ver the world. In Europe As Long As nato lasts the governments May feel secure in that the United states is tent actually committed to their defence. But in the Grey teas of the Mediterranean or the Middle East it is an in irely different question. Emotions and bitterness High Dom Mintoff s revolution in Malta Alta an air of unreality hangs Over this tiny Island As it struggles after centuries of occupation to become a real nation run Ning its own affairs. Almost everyone Worth talking to is frantically Busy or at worst going through the motions. As prime min ister Dom Mintoff leads a tight team himself making almost All the decisions those who know anything Are a select Circle indeed. Soviet ambassador Mikhail Smrkovsky suddenly showed up last week without warning for talks with or. Mintoff. And because or. Mintoff must be considering How to play his next card after the collapse of talks with Britain and nato and the final offer of rent for military facilities talks with the soviets May be significant. Or they May not. The bulgarians and the hungarians Are Here As Well and other delegations from East and West have been coming or going. The Mintoff government has pulled out All the stops in an Effort to find alternatives to nato military underpinning for the by Dave Humphreys position spokesman conceded privately that his party is hopelessly weak and divided or. Mintoff. Educated Mai Anuj bereft of alternative poli Tese who were sympathetic to cues. His socialist neutralise philos Ophy have found themselves overnight in positions of some authority. I finally tracked Down one o f these tipped As officials a Friend widely of the Island s Economy. It is doubt Ful even if or. Mintoff him self or his leading officials understand what All the activity is about or where it is definitely leading them. Everyone inside and outside the government is waiting for prime minister s and a Man highly competent to fill in the background about what is going on. Only during a working lunch on a saturday could i meet him and then i had to Promise not to hold him More than an hour and a half. The poor Man must rest sometime you he arrived breathless five minutes late with apologies. No sooner had we sat Down to lunch than the waiter summoned him to the Telephone where he carried on an Ani mated conversation in Mal Tese. Or. Borg Oliver was not even in parliament when or. Mintoff returned from the collapse of the negotiations with nato. And or. Mintoff just did t bother to report to parliament. Part of the said the nationalist source is that they Are fighting strongly for some thing we were too polite to fight How indeed do you fight against a program ostensibly driving for your country s True Independence or. Min Toff cancelled celebrations of the 1964 Independence last year on the ground that the Celebration was meaningless the Independence phony. Nothing added nothing subtracted a speech that brilliantly conceals Ottawa a speech fron the throne is a Commer Cial for a product yet to appear on the Market. It is the Promise of tomorrow s Ca without confusing details an without a suggested Lis Price. It is of course Well known that in Industry list Price mean very Little while in government they Are invariably exceeded when the product reaches the Market. Many Consumers Are suspicious of Model changes. Thus a speech if it is to have favourable Impact must com Bine the Appeal of Pace set Ting innovations with an Assurance that Call backs will not be necessary since the new models will continue to be characterized by the craftsmanship for which the firm As one May see from any paragraph is justly renowned. An election year lends a special glow to a throne speech bringing out the liter Ary Best in ministers of the Crown. The speech of his excellency on thursday is in the Best Canadian tradition reassuring evidence that at least one of our native arts continues to flourish despite All the corrosive influences of Modem times. Every Craft has its own secrets. The outsider can Only by Maurice Western that his comments Are Les than constructive and in formed the labor code it too Wil reflect the Many represent a t i o n s received in Pas an Industrial strategy we Are to have one prepared for the Peculiar character of the Canadian where is there a Canadian who doubts its Peculiar Char Acter the resource industries frightened at intervals by Eric Kierans Why fret when the speech recognizes that a Jasic building Block in the growth of Canada a tonal health has been the perform Ance of our resource and Energy who can dispense with Basic blocks unemployment the government will redouble its of inflation it will at he same time continue to Cert its influence to prevent Rie erosion of incomes through the maintenance of reasonably stable prices of in goods and services re a Rcd by for instance the soviet Union can now blackmail the i rioted states by threatening to unleash president Sadat f Egypt unless plans for an american naval base in Reece Are scrapped. The soviets have both naval and air uses in Egypt. Without similar bases the United states sixth Fleet will be seriously disadvantaged. Will washing m Bow to blackmail or will it Call Russia s Bluff and if ack mail is successful in the Middle East Why not in Aly a threat of a civil War unless All nato bases Are moved from the Peninsula with the huge communist dirty in Italy Moscow can exert considerable leverage. Britain is Well aware of the dangers in the med Terra an. Nor can she disregard the dangers in Central rope should senator Mike Mansfield succeed in his per stent Campaign to bring about the dismantling of nato. The stability of the world and the Prosperity of the West and this ind odes Canada depend entirely upon the Lance of Power being maintained. This balance of Power being seriously threatened because whatever president Chi s assurances the United states is rapidly sinking to Ivo. 2 Power. As Raymoond Aron remarks in a re it arse one Wood fed Jnore confident Abaci the pros of peace if the Dao did not expert wish a. Posy a la fett Monji earned Ost a j speculate on How a throne speech is constructed what is included what if any thing left out. From purely internal evidence it would appear that the work began with a catalogue of the nation s worries compiled prob ably by under employed ministers of state. One can Only Marvel at the skill with which each of these is treated sometimes with a single Mellow phrase. Business according to some reports is unhappy alienated nagged by doubts about certain Well known items of. Legislation. There is the Competition Bill. Yes but during the coming weeks the government will continue to consult and will place be fore parliament a revised policy reflecting the informed j and constructive comments received and assistance what arc the new models to be taken on Trust no. Because there is the old advice ask the Man who owns one. Our Success in increasing our real Gross National product in the creation of new jobs and in the maintenance of Price stability has been achieved through a policy which encourages an economic environment within which business and All elements of j society Are Able to one of the brighter gems of the speech is a paragraph of modest length which couples the goal of a total income Security program for All canadians with an expression of the government s belief in the Strong sense of self Reliance of there should be enough room under this philosophical tent for the aspirations of All of us. Preferred phrase is Contro o f our economic Environ but we do learn tha there is to be legislation in addition to a policy paper this strengthens the impression that some sort of screen ing Agency is in Prospect what the government sees on the economic horizon win presumably be much clearer when a budget speech is presented if parliament lasts so Long. One of the troubles with prose of this order is that a writer once launched May easily be carried away. On the subject of full participation another goal of All right minded his excellency was required to say we cannot invite re Spect for our Laws and sup port for our institutions from persons to whom they Are relevant or if this Means what it appears to mean and with throne speeches one can never be an obvious objection is that we have j been doing it for the last Hundred years. For example j in october 1970. We have never had a per feet society. Neither the present Liberal go Emmen nor any other Assembly o Talent is at All Likely t contaminated with Ordinary Plain Bilge water. Viewing it in this Way one fact seems Clear. The speech brilliantly conceals those Pur poses of the prime minister which most fascinate members of parliament. It forecloses n o options. An april election a May elec Tion a june election an october election the universality of Canada s attitude to the world should be equally serviceable in any month one cares to con template. Our insight of thursday exactly equals our night of wednesday. In this important respect nothing has been added and nothing subtracted from not very much. This presumably is what or. Trudeau in ended and he can scarcely be faulted on the perform Ance. We have just had a Tele Gram from the he said and that was the of fice thinking i would like to know As a it seems that they had agreed to some joint Industrial project under discussion and were sending a delegation Down again. Or. Mintoff had told him not to forget the canadians. The canadians were very important. I was left with the impression that they had pored Over a map assigning priorities to just about any country in the world that might be of any possible help. O f course the maltese did t want to kick tie Brit ish out not the Money any Way. It was just that heretofore the British had Hung on to Subtle control of the country along with so per cent control of the Economy. There would be some set backs during the transition. The British press was fan Ning up a lot of nonsense about a revolution Here. Do you find any evidence of a revolution he today s scripture seek be the lord while he May be found Call pc upon asked me sarcastically. Not in the usual strict sense. But in the sense of a Complete new Start a break with the past and a driving Force of ideological Fervour yes. It is As though the left Wing of Britain s labor party suddenly found itself in Power. One of the most frequently heard criticisms is that the the thrust of this is apparent from the moment you Board a Malta airways air Craft which is really owned and operated by British european airways. The maltese Cabin staff hand out the sandwiches and newspapers. It is incredible that the British with 160 years of experience Here were not Able to anticipate the wave of. Mintoff nationalism and arrange for a smoother Transi Tion with More Complete in dependence. Their answer is that they invited the maltese to train for key posts but the maltese accustomed to hav ing others in control failed to come Forward. Not one maltese is qualified for air traffic control at Luna air Field. The maltese claim they were offered Only the second step support posts. Independent observers see some truth on both sides. A Canadian living Here for Sev eral months said the relationship has been obviously one of master servant with the British Happy in the master role. An american Felt that the British had been less than understanding of or. Mintoff As nationalistic a Symbol of aspirations. Mintoff government assumes that anything done by the former nationalist govern ment of or. George bord Oli vier is bad and must be scrapped rather than amended. M r. Mintoff himself is shrewd Clever and Eneri emotion and bitterness Are running High on both sides. Gives the Royal Navy Tai lors for 160 years in Valetta Are having a liquidation Sale and closing. The British Are Isaiah mumbling about the once Gallant Little George Cross is land now being a Linkable aircraft Carrier and the sooner they can get out the better. Chances still Are that they will return or stay a few More years but neither t Malta nor the British will expend i Ever be the same again. It is j and opponents. A leading of first of two Art tilts Here and there we have a businessman feels in the red red is a color which always Means Stop except that in business it Means you re a Flop. Few specifics. For example legislation will provide for three new National Parks North of the 60th parallel. The Natanni perhaps the Southwest Yukon we do not know. Ministers who Are too specific sacrifice the Adan present us with such a soc Ety within the foreseeable future. Nor is there any Dange that any other government in any other country will accomplish such a Miracle. I follows accordingly that of institutions regardless o the identity of our rulers will continue to appear Irre Levant or ineffective to various persons. What is the government saying if you feel isolated if you deem yourself less than a full participant if your needs have not been fully met by the giant step of tax Reform you need not respect the Laws this is ridiculous. N o government could say any such thing. But it is a mistake to expect perfection even in a speech from the throne. To err is human. Few works of Art Are beyond criticism. It is Best to View this one As a whole without worrying too much about this or that Para graph where the Oil has been tages of suspense.
