The woman released last de c e m b e r after serving 10vl months addressed a recen meeting of the citizens com Mittee on corrections in St. Ste phen s Broadway United Church Broadway and Ken Nedy Street. The woman a Mother of three children who asked that he name not be used said that unless a inmate aggressively sought counselling she Likely would be overlooked by the institutional staff. Also there s no group counselling she said. She complained that factory sewing could be taught if there was someone there who could teach it. There s a Craft room with four sewing machines going the woman also charged that Day paroles Are unfairly granted and Are granted More on a personality basis than on a Merit it was Only because of her aggressiveness in writing to social development minister Rene Toupin that she obtained a Day parole arrangement Dur ing the last four months of her sentence the woman said. She attended University of Mani Toba Extension courses at por Tage la Prairie. During that period. Indian and Metis inmates were Likely to go without coun Selling and Day paroles because of the non aggressive nature of their personalities the woman observed. She said that inmates resented the Transfer last year to the women s Jau. Of boys who were chronic runaways from the Manitoba Home for boys a Portage la Prairie. The boy were placed in a separate Sec Tion at the More secure women s jail because the boys Home lacked the facilities to contain them. Yet escapes by the boys continued for a time even at the women s jail she said. She Anc the other women inmates Hac been hoping that the Section now occupied by the boys would be used As a1 Day parole Centre. In a Telephone interview after the meeting Noelle deslauriers superintendent of the women s jail took Issue with the former inmate s comments. Miss deslauriers denied that Day parole is Given on the basis of personality. Counselling also depends upon what a person under stands As counselling. The staff literally lives with the inmates during their eight hour a s for group counselling miss deslauriers said she had attempted a formal group pro Gram but the inmates would t accept it. Group counselling does occur in a spontaneous in formal fashion she said. She said the Cost of setting up in jail training As the sex inmate had proposed would be absolutely prohibitive. We use programs outside the institution because they re already established. We try to get the women outside because it gets them into the Community to which they will be returning. The former inmate also told the corrections committee meeting that most of the women in two groups transported to Portage la Prairie from eos Burn were released the next Day. The first group was driven to Portage la Prairie last summer and consisted of about eight women the second came in december and consisted of from four to eight women. Rossburn is. About 150. Miles Northwest of Portage la Prairie. Most of the women were jailed overnight for non payment of the women said. Only one or two stayed longer. Manage ment spokesmen say the Only Point at Issue is a commitment by the technicians not to turn off equipment before walking off the Job and that the Guaran tee was included in the other agreements. Nabet has rejected a conciliation Board report calling for a six per cent wage increase retroactive to last july and an other 4.5-per-cent boost effective next july in a 21-month con tract. The technicians currently earn a maximum a week. The Premier said it was thought desirable to have a More updated study made for purposes of economic develop ment rather than relying on previous studies. The Premier also said the current study could we differ from previous reports in the area of what is considered optimum growth.
