Muskie s announcement left senator George Mcgovern of South Dakota As the top con tender in the democratic con test. Muskie said his initial Strate by of running in the first eight presidential primaries was a mistake. He said in a statement that he tried to make a major Effort and a major expenditure in every primary but had a maximum Impact in none. Nowhere were the consequences of such a strategy More clearly demonstrated than i n Wisconsin. Massachusetts and results and diminishing re he said. I have made a decision therefore to withdraw from Active participation in the remain ing presidential primaries. I do so with regret but i have no Choice. I do not have the Money to continue. I realize that this decision reduces my prospects in the Campaign.
