Capping Tep Milf bottle by Jeff Carruthers Ottawa one of the More flagrant misuses of ample fed eral government Hopes to eliminate with restrictions this fall is their use by Young athletes Amateur and professional in Canada. The health department is particularly concerned about the Large amounts being Given in some instances. In a More general sense it regards the to get More performance out of unacceptable medi Cally. Or. A. B. Morrison assistant Deputy minister of health said i n a recent interview that Young teenage players with at least two Junior a hockey teams in Canada Are routinely being Given amphetamines by team physicians just to get More performance out of them during and a bottle containing amphetamine pills was obtained by a team physician of one Ca n a d i a n professional football team he said. The pills were doled out be fore each game to players by one player selected by the physician he added. That single prescription would contain Milli Grams of amphetamines. Typically a patient would need no More than 450 Milli Grams for 30 Days of amphetamine treatment for weight control for example. Thus the one football club prescription w o u 1 d normally Supply More than 200 patients with enough amphetamines for 30 continuous Days of treat ment. The amounts being Given some athletes in Canada Are obviously particularly something the government in tends to Stop one official indicated. The government in announcing the proposed amphetamine controls has already indicated it will eliminate amphetamine use for weight control in Canada. Starting sept. 1, doctors in Canada will be required by Law to obtain government Permis Sion before they will be allowed to prescribe amphetamines. The health department is Pri truly bilingual person does t exist linguist by Jocelyne soul Odre free press staff writer a truly bilingual person does t exist a Vancouver Lin Guist stated Friday. Or. Charles Bouton professor of French at Simon Fraser University whose specially is in the euro psycho pathology Field of language said it is impossible to maintain a rigorous Alance Between two languages there is no such thing As a truly bilingual person. Some people May have a great aptitude in expressing themselves in a second Lan Guage other than their Mother Tongue but sooner or later one language will take precedence and become dominant Over the other. It is simply uneconomical to function in two a native of France prof. Bouton was speaking to people attending the first in service session for Manitoba teachers of French and bilingual schools held at Lacerte school in St. Boniface thursday and Friday. Prof. Bouton traced the for mation of a child s Mother ton gue and compared this to the artificial acquisition of a Sec Ond language. On the Neur physiological level he said the child passes through privileged stages from birth to school age which Are beneficial to the learning of the Mother Tongue. , automatic sounds he makes later become voluntary. In the Case a second language however the child has already passed these privileged stages and voluntary sounds must be made to hopefully become automatic. On the psychological level deep motivations pressure the child to learn the Mother ton gue because his parents speak it and he wants to make him self both heard and understood. In second language learning the child is inhibited and his motivations Are on the intellectual level the child learns to speak the Mother Tongue largely through Exoe Rienche. But he must reverse this process for second Ian Guage learning using his own past experiences to learn words and understand concepts of the language. On the linguistic level the child will learn the vocabulary and rules Reading and writing of his Mother Tongue what prof. Bouton referred to As which Are then grouped into systems. In the second language learning process however this is re versed so that systems then discourse Are taught. Even in a so called bilingual family where one Paren Speaks one language and the other a different one prof Bouton said one More dominant personality will usually also make its language More Domi Nant that the other. Another Case is that of one language always spoken at the Home and another taught and spoken at school and at play what usually arises for a child brought up in that manner University of Winnipeg collegiate division announces accelerated 1st annual session May 10-june 23 a six week credit granting session in 300 and 301 subjects provides Grade i students with the Opportunity to accelerate their High school pro Gram thereby qualifying for Entrance into the University of Winnipeg arts and science program. Prof. Bouton said is a Type of situation corresponding to a formulation in one of the languages and another Type of situation corresponding to a formulation in the other Lan children reach an adult stage of development of their Mother Tongue at 10 to 12 years of age prof. Bouton said. He believes a second Lan Guage can be introduced to Chil Dren Between the Ages of four and eight but Only on the condition that it stay on the level of fun and games. It should t be taken seriously at those a fun level of the language would include teaching the Chil Dren social and family Type vocabulary sound perception and things useful in daily Active More serious teaching of the second language can Start being built upon the fun aspect when the child is nine years old prof. Bouton said. The Chud must have a solid base in his Mother Tongue be fore any serious teaching of the second language is started. Even then the Mother Tongue will be a Means of study while the second language will always be but an object of what All communities faced with bilingual problems need prof. Bouton said is a local linguistic research Institute of bilingualism to do fundamental Marily concerned about the and d i c t i v e features of amphetamines. But the Speed problem which involves illegally produced amphetamines on the suggests that Long term use of High doses of amphetamines May damage parts of the body such As the liver. And some experts suggest some Young people May turn on to Speed after being exposed to amphetamines obtained legally. Or. Morrison refused to identify the Amateur and professional teams that Are known to be misusing prescribed amphetamines. He indicated that the medical profession through its Provin Cial licensing bodies has not taken action to eliminate this Type of abuse. This Lack of action by the medical profession is the main reason he suggested that the government has decided to take Steps to control amphetamines in Canada. There s a lesson to be Learned he said if the medical profession does not want the government stepping in again it will save to clean its own House.
