Winnipeg Free Press (Newspaper) - May 3, 1972, Winnipeg, Manitoba Winnipeg Board declines control of French school the Winnipeg school Board tuesday night unanimously decided to decline a government offer that it take control of sacred heart school 597 my Dermot Avenue. The proposal was made by provincial department of education which suggested that t h e division take Over the school to provide francophone residing in the City with an Opportunity to have their children taught in French. The school is operated by the Homan Catholic Parish but a takeover by the Winnipeg Board has been discussed for several years. The provincial offer of assistance for the proposed takeover was made in August 1971. The problem As far As the Winnipeg Board was concerned was that a takeover of the school would require a Cash outlay of this year and probably More the next year. The outlay would be required to cover operating costs above the regular Provin Cial foundation program school Grants which the government has declined to pay trustee Vic Pruden swayed with his argument that it should t accept the pro v i n c i a 1 government proposal just because the school is available. We must take a look at All the implications of the and lie suggested if the takeover of the school was accepted then one of the implications would be that we would be getting into the question of ethnic schools in our. trustee Bob Cochrane was concerned about the possible withdrawal of Federal Grants totalling to the French language school. The committee endorsed a motion which had been referred to it from City Council and which will go to executive policy committee and Back to coun cil. The recommendation is that tax Relief to citizens who meet certain criteria be regard less of the amount the citizen receives from the provincial government school tax rebate. Similar suggestions have often been made by City councillors. St. Vital had a tax rebate system in operation in 1971. To qualify for the Aid a Citi zen would have to be 65, a Homeowner for at least ten years and receiving an old age pension by dec. 31 of the year preceding the one in which the rebate is made. Councillor Florence Pierce Independent citizens election committee St. Vital estimated the plan would Cost no More than a year to operate. The report released at the Hospital s annual general meet ing tuesday night showed an increase to patients in 1971, compared to in 1970. In patient care accounted for of these a slight de crease from the treated the year before. The total number of out patients however increased to from Revenue for the year was of which 91 per cent came from provincial Hospital plan payments for patient ser vices. The committee approved a motion tuesday calling for a Grant to the group. In late March the committee had recommended a Guaran teed Grant with the City to match other Money raised by the Board to a maximum of the change was made after City councillors sitting in the Board s4 governing body conferred with other Board representatives about the Board s anticipated activities and the proposed Grant. The committee received a report from the civic representatives on the Board. Civic Grants subcommittee originally recommended the figure because its members were not satisfied that the Board is attracting Industrial development to the City of the functions it claims to be carrying out. The committee recommendation will go to executive policy committee and Council which has not yet approved any Grant figure for the Board. Too much of one s time is spent away from Home and friends to not feel lonely miss Cosgrave said in an interview wednesday at the theatre Centre. But the excitement is there too. And when she talks about opening nights backstage preparation and All the things that Are hidden from the audience waiting for the curtain to go up the excitement comes into her voice every actor has his own Way of preparing for a play she explained. Miss Cosgrave said she has a routine that she goes through to ready herself. A quiet 25 minutes sitting backstage is the final thing she docs before stepping onstage miss Cosgrave said wednesday. That s the time she spends in putting everything that happened during the Day behind her and focusing on what s Hap pening at the moment. Councillor salary review Board recommended Winnipeg civic finance com Littee tuesday recommended lie appointment of a special re View Board to examine and recommend indemnities for Council the committee also recommended rescinding a motion passed Jan. 19 by nity Council Thich called for a review of councillors pay about july. The committee passed the re i e w motion introduced by councillor w. H. Bill Sasaki Independent citizens election committee West near the end of a four hour meeting. The recommendation Oes to executive policy com Mittee and City Council. Committee members were not Clear whether the review group should be a civic subcommittee or a special Board with civic and Public participation. The motion was a general one and specified neither committee personnel nor suggested salary changes. All councillors at present receive annually. Mayor Steve Juba receives annually his salary was not mentioned in the motion. The new approach therefore allowed the clinic doctors to work with 10 to 15 per cent More patients.
