Friday May 5, 1972 John of turns peking a direct air link Vancouver and Shang Hai will move a step closer to reality next week when a Dele gation arrives Here from Ottawa to open negotiations with chinese officials. Although both sides favor the air link in principle a number of problems will have to be re solved before a service can be established. This is expected to take at least some months and possibly More. If the problems can be Over come the service would be the first to link China and North America since the communist takeover in 1949. Its establish ment would come at an Ideal time greatly easing the journey delegation to discuss Canada China air link for a fast growing number of passengers. The chinese who have been interested in a trans Pacific air link for some time Are unlikely to pose Many obstacles at the negotiating table. Rather the principal problems Are expected to arise when the time comes Tot negotiate Stopover rights with Japan. Premier Chou in Lai put his Finger on the problem when he discussed the matter with Trade minister Jean Luc Pepin in peking last summer. The Premier said an air. Link would be a Good idea but won dered where the aircraft would refuel in route. The Premier was right. Stu Dies show that the aircraft that would probably open the ser up air s not Fly the distance in a single hop at least on the westbound leg where the aircraft would have to Battle headwinds Jet streams of up to 200 Miles an hour. The two candidates for a Stopover Point both mentioned by the Premier in his talk with or Pepin Are Anchorage and Tokyo. For a number of Rea sons both commercial and political Tokyo is Likely to prove preferable to both sides. Japan s position will not be known until the canadians open a separate set of negotiations with the Tokyo government. But past experience indicates that the japanese Are Likely to he Tough demanding substantial concessions in return. With peking s continuing hostility towards the Sato govern ment it will be some time be fore Japan can Hope for a China air link of its own. But in the meantime it is certain to be hesitant about opening the door for a Canadian Carrier. If it were Only a matter of re fuelling there might be no problem. But in order to make the route commercially viable up air is Likely to press for the right to pick up and discharge passengers and freight in route. Japan is China s biggest Trad ing partner by far and japanese visitors to the Mainland exceed those from any other country. So japanese airlines Are not Likely 10 look with favor on a government that hands the lucrative traffic Over 10 canadians. For the moment the first concern is an agreement with the chinese and if things run smoothly this could come in a matter of weeks. The Canadian team will be headed by ambassador Ralph Collins and will include representatives of the departments of Industry Trade and Commerce external affairs transport and As Well As air Canada and up air. Air Canada has already indicated its interest in extending its Montreal Moscow route to peking As the basis of a round the world service. But the chinese who do not even Fly their own aircraft to Moscow Are not Likely to favor the idea of a Canadian line linking them with their erstwhile communist Friend. The chinese airline the civil aviation administration of China is not expected to open a trans Pacific service for some time even with a sino Canadian agreement. The Chin Ese airline has recently acquired some Long Range jets and is thought to be negotiating for More but it will have its hands full for a while with new routes to Eastern Europe. However in the Long run China bound canadians can look Forward to one of the most remarkable experiences in Fly ing.
