When the general election two years ago showed an unexpected Vic tory for the opposition chief Jonathan suspended the Constitution and arrested the opposition Leader and other political adversaries. Since then there has been no serious Challenge to his authoritarian regime but if such a Challenge comes it May Well be Over the controversial question of apartheid. Tiny Lesotho is entirely sur rounded by South Africa. The entry and exit of people and goods involves crossing South african territory and is con trolled by Pretoria with strict regard to South african inter ests. With Lesotho s Economy entirely at the mercy of the White Republic chief Jonathan has no option but to co operate. Even the left Wing opposition concedes that such co operation is essential if Lesotho is to sur Vive. The question is the degree of collaboration with Pretoria. The South african govern ment treats Lesotho As an example of an Independent Black state within its boundaries the sort of destiny which it has mapped out for its own ban Tustan states. It is therefore essential to keep up the image of Lesotho s Independence and when the in Maseru chooses to differ from pre Toria South Africa is careful not to express its displeasure too overtly. This gives Lesotho leadership a certain degree of latitude but until recently it looked As if chief Jonathan s regime was not availing itself of this advantage. For instance Lesotho was one of the most enthusiastic supporters at the dialogue policy intended to resolve the differences Between South Afri Ca and the Black african states by peaceful negotiation and co operation. After the organization of Afri can Unity Oak rejected the idea it was announced last autumn that a Summit meeting of those countries favouring Dia Logue would take place in Maseru. The South african Media boosted this idea and when an Ivory coast delegation visited Johannesburg on its return from Lesotho s Independence celebrations this was hailed As evidence that a dialogue policy was under Way. However a few weeks ago it was disclosed that the Lesotho government had done its Best to prevent such a development by sending a Spe Cial envoy to the Ivory coast to dissuade president Hou Houet Bovigny from taking the Initia Tive. When this was revealed statements from chief Jonath an s office explained that Lesotho had no intention of sabotaging dialogue attempts but had hoped to strengthen them by gaining full Oak support it specifically wanted to avoid splitting the Oak. South Afri Ca s irritable reaction was to Point out that Lesotho was ill advised in its attempt to make the Oak the arbiter of foreign policy of Southern member states.
