With our help those jobs will be a distinct pos Sibili said or. Turner in refer ence to the Quebec Premier s embarrassingly unfilled 1970 election Promise about new employment. Speaking to reporters after the dinner or. Bourassa noted that the part of the Federal Bud get which Cut corporation taxes thereby hopefully stimulating Industrial growth in Quebec and other provinces was accept but it could have been More selective in there was apparently Little appreciation among the International Bankers and finance officials of the Brief Exchange of remarks by or. the Quebec Premier but the laughs and titters among part of the audience indicated that the Domestic political meaning was Clear to some. Or. Turner said effective re form of the monetary system will depend upon curbing the forces of which must be turned Back on a reciprocal basis if Reform of the International monetary system in the world is to achieve its Basic goal of ensuring the full est growth of free International effective Reform must be addressed to the issues of Trade As Well As he said. International monetary Reform also will depend on allowing for certain fundamental changes that have been taking place gradually Over the last Quarter Century. One of these changes is the growth of potential monetary imbalances and the difficulties of correcting them that is associated with the growth in Trade finance and economic in the International monetary conference has attracted More than 200 Central and Commer Cial Bankers senior economists and government finance officials from 20 nations including Canada. Humphrey loses Nebraska continued with 89 per cent of the vote i n the preferential primary counted he was leading Humphrey by some votes 41-to-35-per-cent advantage. The Nebraska race is one of the 23 primary Battles to Cap Ture Delegate votes for the democratic presidential Nomin a t i n g convention in Miami Beach july 10. Alabama gov. George Wal lace who did not Campaign in Nebraska finished third in an 11-Man Field with about 13 per cent the vote. Humphrey s defeat in Nebraska was assuaged by his Victory a few hours earlier Over Wal lace in West Virginia the state where his presidential Hopes 12 years ago were killed by John f. Kennedy. The former vice president was leading the Southern segregationist governor by a better than two to per cent to 32 per cent. Mcgovern s Nebraska Victory was clinched a Little More than 24 hours after president Nixon announced his Lough new Mea sures against North the mining of Haiphong and other harbours and the massive bombing of North Vietnam s Road and rail facilities. The senator immediately condemned Nixon s action As an escalation of the War which he said was reckless unnecessary and Flirta Tion with world War some of the senator s aides had feared Bis Strong reaction to the president s television broadcast monday in fit on the eve of the election would swing voters against Mcgovern. Moscow balks at pact continued sians did not switch their line and accept the Resolution. For the West German government and speaking after a late night conference with soviet Ambas Sador Valentin Falin a foreign ministry spokesman Horst Ehmke denied that the had vetoed the declaration. Or. Ehmke said they had merely asked for an interpretation of controversial Points. The opposition which had been directly informed by ambassador Falin took no such Liberal interpretation and saw the soviet move As effectively wiping out All chances for a joint foreign policy if the government minimized the soviet objections. The unexpectedly Tough soviet answer to the Resolution threw the political situation Here into an uproar just As it seemed that the Long crisis Over the treaties with Moscow and War saw was Over. The russians objected to two Points in the 10-Point Declara Tion a West German govern ment spokesman said. One was that the Moscow and Warsaw treaties should not affect the Legal status of the Post War Borders which theoretically will not be established until a european peace treaty is concluded. Informed sources Here said the poles were especially upset by this and had put pressure on Moscow to reject it. The second Point was one re Ferring to the continued four Power responsibility Over All of Germany until the peace treaty occurs. A third Point perhaps a key one was not mentioned by the spokesman but was con firmed by opposition deputies. This was that the russians rejected the so called modes i Vendi clause which broadly states that the treaties Are part of a wide Effort to achieve european rapprochement. The russians have been sell ing the treaty at Home As a final Resolution to vexing euro Pean Border problems. So have the poles. The word from Moscow was transmitted to the opposition As it held a parliamentary caucus to approve of its leaders agree ment to the 10-Point statement. Even without the Moscow veto the opposition leaders were having a Tough time convincing suspicious deputies that the Resolution was anything less than a sellout to the government. Final agreement on the Reso Lution came in an unprecedented meeting at or. Brandt s residence in which not Only political leaders of All parties but also ambassador Falin took part. Or. Falin apparently indicated the soviet Union would take note of the statement. But he was wrong. Whereas hours before West German government spokesmen had been brimming Over with Confidence they were plunged into non .
