Full debate in the Manitoba legislature on a report critical of some administrative proce dures of the highways depart ment when Joe Borowski Nup Thompson was minister. Harry j. Enns pc Lake Side tried to debate the report during Supply committee debate on the estimates of the High ways department which now is headed by Peter Burtniak the nip member from Dauphin. The report tabled in the legislature last week was pre pared for premiered Schreyer by three officials of the Federal government at the request of the province. Or. Enns. A highways min ister himself Dunna toe former conservative adminis ration of Walter Weir said that while in office or. Borowski had accused him and his conservative predecessors in the highways portfolio of theft thievery and or. Enns said that the report had vindicated the conservative ministers including or. Weir who once held the portfolio himself under former pre Mier Duff Roblin and had in Fatt condemned or. Borowski. But or. Enns s attempt to bring about a full debate was foiled by procedural Man i oeuvres in initiated by labor min ister a. R. Russ Paulley who is government House Leader. 1 or. Paulley said matters dealing with the administration of the highways department transplant calf born continued the egg transplant technique to beef Breeding according to a Federal agriculture department official. The groups of beef breeders and group is in Calgary and another n card Ston using Jersey cows As Foster parents for beef cattle production from prime beef Stock the official said. The egg transplant idea is not two years ago for exam ple Canadian scientists re moved embryo Frem pigs Here in Canada and flew them to England where the embryo were successfully transplanted to a Foster Mother pig which eventually produced piglets. And scientists Dis cussing the possible application of such techniques to humans. In one Case a Mother who could not physically survive giving birth to her own children might be Able to name her own fertilized eggs transplanted to a Foster of course there., Are All kinds of Legal and Eli Cal questions which arise out of such applications to humans. R. J. Avery. Head of the Ani Mal diseases research Institute noted in an interview tuesday that there remain a number of major problems in transplanting eggs even in i cows. The. Main Benefit is that a cow which normally produces Only 10 calves in a lifetime could produce 10 fertilized eggs for producing 10 calves in Foster Mother cows at one time. By using a hormone scientists can cause the donor cow to up to we eggs. As Many As 10 of these eggs could be successfully fertilized and transplanted. But As happened with tulips genetic Mother the donor cow is usually unable to produce any More least at this stage in the technique. The donor cows often must be sacrificed. Another Irdle is that the recipient cows must be at the same stage in their reproductive Cycle As the donor cow to allow the fertilized egg to develop properly. This can be induced by using hormones. With Large herds the chances Are increased that enough Foster mothers would he available for such transplants. Finally the surgery requires sophisticated techniques and facilities. And the fact that sur Gery is required adds additional risk of failure or damage to the animals involved. In tulips Case the surgical team was headed by or. Keith Jelt Ridge and or. Douglas Hitchell veterinarians with the ederal agriculture department. The father of tulips is an Aberdeen Angus Bull. Tulips by the Way was so named because he was born ust prior to the beginning of Ottawa s May Tulip festival. Should have been considered during debate on the Section of the estimates dealing with the minister s salary a expenditure. But this Section of the estimates had been passed two weeks ago before the controversial report was tabled in the legislature. Or. Enns wanted to debate the matter under the Section of the estimates dealing with administrative services. However Supply committee chairman w. W. Jenkins nip Logan ruled him out of order. The ruling was challenged by or. Enns but upheld by a 25 to 19 recorded vote. The highways department re port was based on a Survey of the department s administration Between May and october 1971. It found that the staff was competent and professional but said that morale was affected by ministerial decisions. It said the conscientious staff operated within a Milieu of suspicion and sometimes arbitrary top level or. Borowski was minister at the time. The report followed by sever Al months the outcome of a protracted investigation initiated by or. Borowski in the High ways District office at Dauphin. This investigation led to the suspension and firing of a number of employees however Only one was Ever found guilty of a breach of Trust. He was fined s250. In referring to the investigation in the legislature in August 1970, or. Borowski criticized administration of the depart ment under or. Enns or. Weir and another former minister Stewart Mclean.
