Winnipeg Free Press (Newspaper) - May 11, 1972, Winnipeg, Manitoba Views pro con local clinic Are presented by Duncan Mcmonagle free press Urban reporter representatives of mount Carmel clinic were thoroughly quizzed on the Aims and activities of the organization when they appeared before civic Grants subcommittee wednes Day asking for after about 75 minutes of questions from subcommittee members and presentation of two briefs opposing the application the subcommittee asked clinic officials to answer Inqui Ries raised in the briefs. The group postponed consideration of the request until its first meeting in june. The clinic at 120 Selkirk Avenue dispenses health services at Low Cost or free of charge. Anne g. Ross executive director of the clinic several members of the Board of directors and citizens working with the organization answered questions. About 35 people support no the clinic attended the meeting making it a standing room Only affair. Mrs. Ross said the clinic is borrowing to keep councillor Bill Mcgarva in dependent citizens election committee Midland suggested other health service groups and the provincial government medicare system could take care of the needs served by the clinic. Mrs. Ross said the clinic exists to provide total care under one roof which costs coun. Principals and vice principals have been shifted in 10 of the system s 17 schools and the be t i t i o n being circulated asks Why. It asks if the transfers have unanimous school Board sup port if they were discussed with the staff involved and if the transfers were adequately discussed among Board members. Copies were sent to the Transcona news Winnipeg s two daily newspapers the minister of education the teacher and trustee associations and All school Board members. Mary Andree chairman of the Transcona Springfield Board said the Board had Dis cussed the transfers Over a two year period. Principals have not moved much from school to school within the system she said so they Are not accustomed to the moves and have built up a Community reaction to it. The decision had been reached unanimously by the Board. The Board had looked at the total picture and decided the moves would improve Edu cation. They would Benefit new programs and encourage new methods by jogging people out of their ruts she said. Much of the concern in the Community is based on totally unfounded rumours such As that principals were fired mrs. An Dree said. Low Cost needy. Several clinic clients told the subcommittee that people Are treated As individuals at the clinic not As numbers As they alleged is the Case at some government operated service agencies. Or. C. C. Merry a pathologist at Winnipeg general Hospital presented a five Page Brief to the subcommittee. He said there is considerable opposition to piecemeal expansion of the clinic and added that citizens see clinic growth As detrimental to attempts to obtain More satisfactory health care he asked the subcommittee to investigate the standards and delivery of health care services and the increasing patient Load of the clinic. A letter from Ada Nash Dudar suggested a Hospital in North Winnipeg might alleviate present health care problems. Her letter also made one of the few comments wednesday on the birth control and Abor Tion information the clinic. She said abortion and venereal disease which she called self inflicted will eventually cause bankruptcy in our Community and said family planning is done without intervention by Normal married it was the questions in these two briefs which the subcommittee asked the clinic to answer. Winnifred Wassell 738 Sherburn Street did not speak to the subcommittee but showed reporters a document she said was the minutes of a recent meeting of the clinic s Board of directors at which she said a recommendation was made that the organization s by Laws be changed. That meant the clinic had been getting exemptions from the Federal government income tax illegally because of the requirements that the bylaws of the organization describe its current activities she said. A complaint has been made to the Federal government about the practice she said. Bench. In his final address to the jury defence counsel Roland p e n n e r articulated the Dif Ference Between negligence and criminal negligence in the criminal code of Canada. Collegiate the downtown Winnipeg association plans to investigate the possibility of having shuttle buses operate on Portage ave nue at a nominal fare to facile ate the movement of shoppers in the downtown area. This was one Point raised in the annual report of the association s outgoing president d. P. Leaney wednesday. As of wednesday the association changed its name from the downtown business association of Winnipeg to the downtown Winnipeg association. Later the association s new president c. P. Breslauer said of the proposed shuttle service that the idea is to have two or three Small buses running on Portage from about the Bay to i main Street charging Only a nominal fee. He said shoppers wanting to move within this area should t have to pay full fare. In his opinion a shuttle service at no Minal fare would attract More people to the downtown area As Well As make things easier for those now shopping Down town. West Kildonan collegiate will Start on the three term school year in september following the Lead set last fall by two of the collegiate in the trans Cona Springfield division. Alvin Wieler assistant superintendent of seven Oaks schools explained that the change will result in most Stu dents taking two subjects each trimester with two hour periods in each subject. The Day will be divided into three two hour periods with a h a 1 f h o u r break Between classes. Physical education and guidance classes will be fitted into the spare periods and some students who Are capable of it will be Able to Speed up their High school careers by taking three subjects each trimester. There Wie be a 13-week sum Mer break it should bring about a change in teaching techniques. M r. Wieler said. Emphasis will be on a Laboratory and research approach with tutorials in math subjects and a More intensive and experimental teaching technique in the courses generally. With trimesters running about 13 weeks each instead of a 10 month school year students will be Able to see the end More clearly which should Benefit students who can relate More readily to Short term goals he said. Each teacher would have two daily classes each trimester so he should be Able to get More involved with the 60 to 70 Stu dents he would have for that period giving both teachers and students More time for free study informal seminars and individual attention than was possible under the traditional school year. Priority at West Kildonan collegiate will go to students from within the school s bound Aries students who have a Par tial Grade 12 standing and who could therefore Complete High school in less than a full year under the trimester plan and students who have Short term goals.
