It Winnipeg free press saturday May 13, 1972 opponents frustrate Allende efforts by James Nelson Goodsell Christian science Monitor news service More More it looks As though the growing Alliance of opponents to chilean president Allende May be Able to frus trate his efforts to nudge Chile along the Road to socialism. The latest evidence came in University voting april 27, when Edgardo Boeninger a Christian Democrat regained the rec worship of the University of Chile easily out polling or. Allende s handpicked candidate Felipe Herrera. The chilean president had t chosen or. Herrera an economist former head of the inter american development Bank because it was assumed or. Herrera could attract the Many votes that might not have gone to a candidate More closely identified with or. Allende s marxist leaning uni dad popular coalition government. That proved not to be the Case. With most of the vote counted or. Boeninger had won a Clear majority 54 cent while or. Herrera had about 41 cent. Two Ultra leftist candidates one of them or. Al Lende s Nephew divided the. Remainder. The voting was clearly a test of government popularity among students professors administrators at the University which in recent months has been the scene of growing confrontation Between Allende sup porters opponents. There have been numerous other tests of Allende support in Chile almost All of which have resulted in defeats for govern ment candidates. For example last january opposition candidates for Congress Defeated government candidates in two crucial by elections. One of the victors was a Christian Democrat who enjoyed the support of the More conservative National party in his District while the other win Ner was a National party candidate who had the support of the Christian democrats in his District. This pattern of coalescing opposition Force has emerged in recent months it obviously was a Factor in or. Boeninger s Vic tory. Forage incentive changed the voting for or. Boeninger took place at the main Campus of the University of Chile in Santiago As Well As at nine provincial branches of the uni v e r s i t y some people voted. Or. Boeninger a civil Engi Neer said before the voting that he wanted the nation s Argest Mast influential uni Hersity to remain pluralistic democratic not tied o party thus he did of run As a Christian demo rat but sought election on the Asis of his earlier record As Ector. He quit the Rector ship late ast year after violent clashes tween marxist non Marx its mushroomed into classroom makeovers Street Battles Vith police. Both sides agreed o Stop the fighting in return for new elections. Also on the ballot were All 100 eats on the University s super r Council As Well As a Long list f academic reforms. Pro Weninger candidates won 52 eats Herrera backers 48. The last Council had a marxist majority or. Boeninger frequently clashed 1th it claiming that some of to members wanted to turn the diversity into a tool of or. Al ende s marxist leaning govern ment. In secondary school elections ate in 1971 Early in 1972, opposition Alliance of the Christian democratic a ional parties has scored Simi a victories with the result it most school councils now re in the hands of opponents of r. Ottawa up changes in the government s program to encourage Farmers to switch Grainland into forage were announced thursday in an attempt to keep Farmers from bilking the government. Agriculture minister h. A. Olson said in a news release that some Farmers have used the program to seed land to forage collect an initial acre payment then put the acreage Back into Grain production. From now on he said the government will pay Farmers Only one payment rather than two ones after farms have been checked by government inspectors. The program was introduced last year to encourage Farmers to seed land to forage that had originally been used for Grain. The idea was to increase the amount of livestock feed reduce carry Over Grain sur pluses from previous years. Farmers had to switch 25 acres to forage to qualify for Grants. The first pay ment was made when Farmers seeded forage crops the second was to b e made the following year after the crops had matured. Farmers no longer will have to divert a minimum 25 acres to qualify for the Grants or. Olson said. And a regulation that required Farmers to deduct land taken from forage put into Grain also is dropped. Inspections to Sec whether Farmers Are maintaining forage crops will be carried out this summer fall in 1973 1974. The program is to apply unti four million acres have been switched to forage from Grain crops or until the end of 1974 to Date about Farmers have applied under the Gram for a total of about two million acres. Or. Olson warned Farmer not to plow under any forage acreage seeded last year if the expect to receive a Paymen this year. Any acreage destroyed before inspection i not qualify for Grants he said. The change in regulation will prevent a recurrence of situation when some Farmer seed land to forage collect the initial payment term put the land Back into Grain the release said.
