Winnipeg Free Press (Newspaper) - May 15, 1972, Winnipeg, Manitoba By Andy Mullen Barking a change of plans by some local promoters within the next month or so it seems doubtful that Winnipeg audiences will have the Opportunity to see any outdoor Rock festivals this summer. Of course you can always zip Down to the u.s., where a few festivals Are inevitably bound to pop up. So far though nothing is scheduled to happen Here. The ple who put on the Lake Riviera festivals for the past couple of years have shown no interest in doing it again for reasons ranging from the High Cost of getting it to Gether to the uncertainty of Manitoba s weather. An out door event is a one shot Deal and if the Rains happen to descend the Day of the show the whole thing would be washed out. What i like to see is another government sponsored festival along the lines of Man pop. The 1970 festival sur Vived inclement weather and ended up As one of the most memorable Days i can recall. So Why does t the govern ment try it again government officials would have no trouble avoiding much of the red tape usually involved in a festival and by booking a couple of top name acts and then filling out the rest of the Bill with lesser known bands and Winnipeg groups they probably would attract quite a crowd. There s not much Chance of it happening but i for one would like to see something of this nature come to be this summer. What Are your feelings on the subject write me at the free press and let me know. Short stuff today is sort of a special Day for me. Exactly one year ago to the Day my first youth scene column appeared. A whole year 366 Days in retrospect it seems like Only yesterday. There have been a lot of Good memories involved with my first year As a free press columnist. How will i Ever forget get together 71, seeing bands like Savoy Brown ten years after and Alice Cooper or getting involved in hassles with teachers and principals concerning what constitutes Good Educa Tion. Then there was a sobering visit to Stony Mountain Penitentiary the Battles concerning Why big bands Don t come to Winnipeg and much More. The people i be met Well most of them have been great tool i just Hope the next year is As rewarding. For everyone who s asked Alice Cooper s new album school s out will be out sometime in june to Coin cide with the actual end of the High school year. A 45 of the same name is being rushed out this week. Over the weekend a Reader called to add a very important Point to my article concerning strike action being taken by Many government employees. She pointed out that although garbage men in Toronto were out on strike for Over a month residents of that City will still be assessed the same amount of taxes at the end of the year even though they did t receive full services. She suggested that a tax rebate would be in order and i must say that i fully agree with her. As the saying goes you get you pay for so i fail to see Why anyone should be charged for services which weren t rendered. Ritchie Yorke s departure from Grapevine Magazine has certainly caused the publication to take a turn for the worse. Despite reducing the cover Price from 50 cents to a Quarter the editors seem to have lost All of the enthusiasm and journalistic High standards which the paper Dis played during its formative meanwhile Ritchie s new paper Rainbow is due on the Newsstands by the end of this week. The latest craze in England is a bagpipe rendition of amazing Grace and the song appears destined for big things in North America As Well. It s performed by the pipes and Drums and the military band of the Royal scots Dragoon guards and the old pipes Justice to the song. It could just catch on As a Novelty number. Want to hear Canada singing your song it could Hap pen if you become one of the winners of the hear Canada singing songwriting Competition. All citizens and residents of Canada who Are of contractual age Are eligible to enter the contest. Entries should be singable toe tapping up songs which say something about Canada. Contest dead line is july 15, and prizes include a Cash Grant for for the Winner As Well As five Grants of each for the runners up. You can get your entry form by writing hear Canada singing . Box 235, station d., Ottawa. The readers write dear Andy i like to say thanks for printing part of Rny letter on May 10, and say a few words with regard to your comments. Okay i m inclined to believe that the Savoy show did poorly financially but you confuse me. Is the purpose of a show to please and entertain the Public or merely to make Money if the intention is to both then i would Sug Gest Quality rather than Quantity. Would t you rather see one Good band Rod Stewart and the faces for instance at the Centennial concert Hall with its perfect sound sys tem rather than three bands at the Arena i realize the concert Hall holds fewer people but with one band and a local supporting act two separate performances starting on schedule could hardly fail. Incidentally i not profess to know All there is to know about putting on a Rock but being one of the Many on the receiving end i feel we Are entitled to better satisfaction. I wonder How other readers feel James m. Bordas 259 Church ave., suite 16. The intention of a Rock show is to both entertain the audience As Well As make Money. After All promoters Are human beings who usually make most of their income from the profits of a show. Yes i would rather see a top band at the concert Hall rather than the Arena. Unfortunately the people who designed the Hall included Only seats in their plans. Thus even for two shows the maximum attendance is just Over people. When you consider that the faces go for a minimum of and then add on All the other expenses a promoter would have to sell out both shows at an average of to a seat to simply break even. Here and there or. Wayne Wiersum archaeologist for the Churchill diversion archaeological project will speak on the need to conserve our human history re sources tonight at the monthly meeting of Winnipeg pollution probe. It will be held at 8 . At holy Trinity auditorium. The Senate committee on Legal and constitutional affairs was told Here saturday that More emphasis must be placed on fitting prison inmates to live outside the Walls of a penal institution if anything is to be done about reforming Law Breakers. About 10 briefs were presented to the committee at a hear ing on parole held at the University of Winnipeg and sponsored by the Manitoba society of criminology the Call for a changed parole and prison system was most clearly expressed in a Brief p r e s e n t e by the residents Council of the heading Ley correctional institution. We feel that simply enabling a Man to re enter the work Force fails As badly As simply imprisoning my unless he can be taught the required skills to permit him to live a Normal Happy life and to accept the m a n s society makes upon the Brief also said Many prison inmates Are completely unfamiliar with their rights to parole and recommended a Gram be established to give them information about the Grams under Way. Police chief Ken Mccaskill of St. James Assiniboia presented a different opinion. Emphasizing that his thoughts were his own and that he was presenting them for Dis Cussion the chief said the inter ests of a prison inmate must not be placed before the convenience of the group into which he is released on parole. The individual must be subservient to society this is the Way we senator Earl Hastings of Al Berta member of the Senate committee left Little doubt about his position on parole and prison Reform. He commented that the program the police chief advocated has been an unmitigated chief Mccaskill said he does not believe either in total incarceration or in loosely handled he advocated giving the police More Opportunity to present their comments on prisoners to parole officials when inmates come up for parole. Dwight Rupert representing the Indian and Metis inmates organization at Stony Mountain Penitentiary said present parole regulations Are unsuitable for indians and Metis. He recommended greater Indian representation among parole officials. He urged less strict restrictions on alcohol use by parolees and also said a prison term does nothing to change the Rea son for which crimes Are committed. Nothing is done i prison that will change the inmate for the better he said. We know our problem in t in there the Pris a common concern of several of the briefs was the Lack of news about positive effects of the parole system and emphasis in the news Media about abuses of the system such As failure to return or crimes committed by parolees. A Brief from the John How Ard and Elizabeth Fry society called this Type of information negative several speakers also commented that the Public knows Little about different types of parole and that people criticizing the correctional system not make distinctions Between release programs operated by the National parole service and those run by correctional institutions. Briefs presented to the com Mittee differed in opinion about the value of establishing parole boards in each province. Briefs were also presented at the Day Long hearing by the x Kalay foundation the Community welfare planning Council and Dorothy Betz a Winnipeg magistrate s court interpreter.
