Winnipeg Free Press (Newspaper) - May 4, 1973, Winnipeg, Manitoba Winnipeg free press Friday May 4, 1973 horse racing studied health services expanded at Little extra Cost Toupin recreation minister Larry Desjardins confirmed thursday that the Manitoba government has conducted a study into horse racing in the province but he declined to say what the purpose the study was. The matter came up during consideration o his depart ment s spending timotes for 1973-74. De Mcgill pc Brandon West asked about the existence of such study its terms of reference and for what purpose it was carried out. Or. Desjardins said the study was carried out by a subcommittee of the provincial Cabinet and involved senior officials of the departments of tourism agriculture and finance. He said the study group made its recommendations to the government following discussions with various people involved in the he said an an no u n c e m e n t in this regard would be made shortly by the government hut he said he could say nothing More for the time being. Teachers pension Bill set the Manitoba government has introduced a Bill in the pro v i n c i a 1 legislature to allow teachers to retire on full pen Sion at the age of 60. The Bill. No. 50, was introduced in the House for first Reading thursday by education minister Ben Hanuschak. Although details officially won t be released until the Bill is brought Forward for second Reading a source in the Educa Tion department revealed that he legislation will allow teach ers to collect full pension Bene fits if they choose to retire at the age of 00. The source said that at present the compulsory retire ment age is 65, and teachers who want to retire Early lose some pension benefits. The new legislation will eliminate the loss of pension benefits Al though the decision on whether to retire Early will to left up to the individual teacher. Two other Bills one of them a private member s Bill received first Reading in the legislature thursday. Bill 40, introduced by Warner Jorgenson would Amend the liquor control act. It is understood the Bill would enable communities in a dry municipality to have licensed beverage rooms other than the permitted men Only Beer Par lors. Application would be made to the municipal Council which could pass a permissive bylaw. Similarly communities could opt out of a wet municipality and ban liquor licences other than for men Only Beer Parlours. Morris is a dry municipality. Bill 49 would Amend the Civi service superannuation act. No details of the Bill were Avail Able. Manitoba has been More successful than any other province in holding the line on health costs and has one of the lowest numbers of welfare recipients of any province health min ister Hene Toupin of Manitoba said thursday. Introducing his department s estimates in the legislature or. Toupin said the proposed spending for 1973-74 is Clear evidence of the Success of a year of consolidation econ omy and rational planning of health services. He said the main Effort has not been the building of new programs on top of a substantial existing base but rather diverting existing resources into new directions. As a result of these efforts we Are Able to present to this House a program which includes the most major expansion of services that has occurred since the introduction of medical he said not counting the Cost of abolishing the health care premiums the government had accomplished much with hardly an increase Over the amount voted the department last year. The health minister said that including the additional amounts in the supplementary estimates total increases about last year s estimates will be about 15 per cent fully 13 per cent of this rep resents a reduction in taxes not a change in the Cost of ser he said Manitoba has been up with a net reduction of about 100 staff members. Or. Toupin said major items of savings occurred in social allowances where the department expects to spend million during lie current fiscal year. Another area of saving is in the insured medical and Hospital programs where expenditures Are expected to be million. On the subject of welfare the minister said the number of so Cial allowance recipients have gone Down by about 800 cases from january 1972, to january 1973. He said there now Are less than cases on provincial Rolls representing about persons. This is about 5.5 per cent of the provincial Popula lion. In addition to that the govern ment is also planning to make it easier for single parents to accept employment by provid ing Day care services for their children. But he emphasized that the integration of health and social services is not dependent on the creation of new edifices called Community clinics or commune successful in maintaining the welfare recipients to retain health Cost of health services at lower level than is the Case in other jurisdictions.
