Winnipeg Free Press (Newspaper) - May 8, 1973, Winnipeg, Manitoba Winnipeg free press tuesday May 8, 1973 . Survey finds Canadian wheat More competitive wheat Pool against overseas office wheat Board minister Otto Lang can accept a Pat on the Back when he reads what his . Competitors say about Canada s look in wheat marketing. It appears that the Overall Impact will be to make Canadian hard red Spring cheats More competitive with North Dakota s Spring wheat in the Export markets o the world and this move by tile Ca Nadian government makes i t increasingly important for the United Stales to strive for shipments of uni form hard Quality Spring wheat in Export these arc two conclusions from a just published study sponsored by the North a k o t a wheat commission and the North Dakota state University on the Impact of recent changes in Selling methods and grading Stan Dards. Key part of tile study conducted by North Dakota economists Mel Maier and Don Anderson was the re s p o n s e to questionnaires sent to leading milling firms and importers in Western Europe and Japan. Questions were raised re Garding an Overall change in the physical properties of Canadian wheat milling and baking properties and dependability of the protein guarantee. The consensus from responses report the economists was dial the Guaran tee of protein was the most important change in the Canadian grading sys tem for wheat. Buyers found that the actual protein level of the shipments was equal to that guaranteed and in Many cases was they said Only rarely did protein fall below the specified Maier and Anderson concluded that this chair pc was farm reports by John Clark United Grain growers Gulf Oil Canada limited dividend notice Kotuce is hereby Given that the Board of directors of the company Lias declared Ihu following dividends us the outstanding paid up shares in the capital Slock of the company 1. Important because of advances in milling and Bak ing technology which have resulted in a demand for More exact knowledge of the protein level of wheat Millers reported they noticed a Small decline in the non billable portion of Ca n a d i a n wheat. However they Felt this difference in the physical characteristics of the wheat was due More to the characteristics of the crop year or the Export Standard specification for the year rather than the change in grades. The reports from Millers and laboratories indicated there was no significant changes in the milling and baking characteristics of the no. 1 Canada West Ern red Spring wheat. The wheat Mills and Hakes Simi Lar to the old grades of fhe same protein Content. What did Millers think of . Hard red Springs in comparison generally United Stales no. 2 Dos was considered to be equal to Canadian milling wheal of similar protein Content in milling and baking re port the economists. Incidentally Canadian reports Are that Dos cheats have to be at least Viper cent in protein than our cheats to command the same Price. The researchers said Sev eral respondents indicated the United slates could improve its grading standards by reducing the amount of clean Oul o r non Millay la malarial. Millers reported the . Shipments had a lower moisture Content bul our no. 1 Grade had a higher isl weight. Of course changes in the grading system of Canadian wheat Aren t the Only Factor that has made Canada More competitive since Otlo Lang first look charge of the wheat Board. Service to customers As Well As Price must be competitive and wheal Quality Musl be maintained. Services provided by the Selling country such As credit arrangements ship Ping terms and technical assistance to Millers and Bakers also of Eccl Price relationships Between particular classes of compel Itic wheals. An example of technical assistance i s the newly formed Canadian International grains Insl Lule. Financed by the wheat Board and the Federal govern ment the Institute s Job is to expand the information and technical assistance services available to Over seas customers. The inst l u i e will enable foreign technicians to learn about Canada s wheat in its Laboratory. But the North Dakota economists View the changes in Canada s wheal. Grading system whereby customers gel a wider 1 Choice in Quality and uniformity of protein Content As Canada s major competitive undertaking. The main pressure for change was initiated by the Canadian Grain commission a department of agriculture body which is responsible for enforcing the Canada Grain act. Among its duties is Loen sure the Quality of Canad an Grain and oilseed on world markets and when the Canada Grain act was revised one of the main changes was adoption of grading standards thai made allowance for protein Conlen in wheal. Recalls chief commissioner ii. D. Pound a seems so obvious . Here we were Willi the Best wheat in the world and Wilh die highest average protein Content losing qual Ity markets to countries such As the uni cd Stales Australia and the user be cause they could segregate out a High protein shipment of wheat if the curl incr w a n i c d in. We had to the Canada Grain act established several grades and no. 1 Canada Western red Spring wheat has been traded extensively since first being offered on August 1, 1971, and no. 2 cars since August 1, 1872. The no. 1 cars wheat is a combination of Manitoba no. 1 and no. 2, the grades offered before the change. There was Little change in the physical Mea sures of Quality such As test weight degree of Ker Nel soundness vitreous Ker Nel percentage and percentage of impurities from the older grades. To Eccl the Grade no. 1 and no. 2 wheat Musl continue to be equal ill Quality to Marquis. The minimum Quality definitions for no. 1, no. 2 and no. 3 Caks cheats can Only be changed by parliamentary Amend ment. In addition each year the Grain commission established an Export Stan Dard of the grades of wheal to be offered. The cd porn Standard nor 111 a 1 i y has specific Lions which arc higher than those of die minimums Sci Mil in die Canada Grain acl. The reason this is done is because Hie Export Stan Dard is an average Quality for the Grade and depends in Parl on the Quality of crop for die year and on the Quality of any carryover from previous says commissioner Pound. But the most important change to overseas custom ers is offering Spring wheat on a protein guaranteed basis. The three lop wheal grades Are segregated in terminals to provide Export stocks at different protein Levels. A buyer who gels a certificate final issued by Din Grain commission is guaranteed that die Quality of the Grade stated is to or belter than the Export Standard. Lie is also Guaran Lead die minimum Polcin con Lent and the amount of Grain contained in the cargo. In fact Canada is the Only country in die world dial Sells its wheat on die s i r e n g i h of a piece of paper instead of a Sample of actual Grain. He noted the farms with larger incomes rely on live Stock production. He estimated 67 per cent in come on a successful farm comes from beef production. If a customer happened to get a shipment made up of wheat mainly from a Low protein area he would find it differed markedly from he average for the Canad an japanese and Western in r o c a n Millers As the North Dakota economists obviously recognized Are Hie people most interested in guaranteed protein Levels. One bureaucracy is bad enough. It would be better if we did not an concern about confusing the japanese Market Wilh too Many Canadian organizations overseas was voiced by several delegates at the Council meeting. One Delegate asked if in would not be More advantageous to expand the coun cil offices in Canada to assimilate information on eat i n g and feeding habits around the world. The Home work should be done at Home the Delegate said and then a representative sent. Another Delegate said he thought there was a very real danger of confusing the buyers by the multiplicity of organizations doing various jobs. This confusion is difficult to overcome and be guarded Mac la Inclan president of United Grain growers said he did not think a Council office would com Pete with the wheat Board or other existing offices or result in confusion. The wheat Board is very much involved in the tender of wheat and Barley to the japanese food he said in a speech to the Council meeting. Coarse grains however arc not clearly spelled out in terms of reference of the wheat Board s office in he added. The commercial division of the Canadian embassy has Only three officers engaged in the promotion of agricultural products much of whose time is taken up by looking after Canadian businessmen visiting Japan scanning newspapers and journals answering Calls from japanese firms and corresponding to Canada.
