Winnipeg Free Press (Newspaper) - July 16, 1973, Winnipeg, Manitoba Winnipeg flit press. Monday. July 16, 197 Tunis has ancient problem it stinks by William j. Coup Jilin Tunis special tons the capital of his Lovely North african country has a malodorous problem of pollution one that has existed for thousands of years but May yet be solved. The City of Resi dents sprawls around the shallow Lake of Tunis which develops a stench that has to be smelled to be believed. The problem is not a new one. Sypio africans who trounced Hannibal and his elephants in the second punic War and wiped Carthage complained about it in his diary. In let ters Home so did the roman legionnaires who camped by the Lake. Today s residents de scribe the nauseating doors in terms no less graphic than their roman predecessors. You can t believe said one. At times you almost have to Stop your car because your stomach is heaving so much. You try not to breathe but it is each Day the City of Tunis pours All of its raw sewage about cubic metres into the Lake which averages no More than three feet in depth and is getting shallower. A Hydro electric Plant pumps in hot water and the City dumps line the Banks. If something in t done it is estimated that More than triple the present amount of sewage will be flowing daily into the Lake by 1985. The virtually stagnant Lake smells because of the daily input of organic material the Lack of oxygenation due to its shallow depth and the increased output of Hydrogen sul p h i d e which every youngster knows is what you use to make stink bombs. All of this results in a complicated and unstable ecological balance which almost every year causes the death of Worth of fish who float belly up in the hot sur j add to the stench. The Lake at such times gets soupy and thick and then turns a Brilliant Pink in what has become familiar on the Florida Gulf coast and parts of the Cali f o r n i a Shoreline As the red the smell at such times becomes unbearable. Furthermore it is suspected that the Poison produced May be transmit t e d to human through shellfish harvested fro m he Lake. If the american Aid program could solve this problem we would be grateful said one tunisian. No a i d development Money has yet been spent on the Lake but the . Aid director for Tunisia Sumner Gerard has taken a personal interest in the problem. It s a moral problem for or. Gerard said pointing out that the smell permeates govern ment buildings drives customers away from Side walk cafes in the main Boulevard discourages tourism and results in the solar Energy Progress slow by Michael Kenward Christian science Monitor news service London reports that the Sun is about to save Mankin from the impending Energy crisis Are premature. More than 600 scientist turned up in Paris a few Day ago to talk about solar Energy and they seemed to be mor preoccupied with the problem standing in their Way than wit their new found glory. In the developing countries solar Energy As a Small Power source is a key to future Progress. These countries can not afford to embark upon massive Power programs to spread an electricity Supply to everyone. Unfortunately the record of Progress with solar Energy is not apart from a few outstand ing cases very Good. H. P. Garg and a. Krishnan from the Central arid zone re search Institute at Jodhpur India told the conference that in a developing country like India the utilization of solar radiation is extremely important in View of the chronic shortage of conventional sources of Power. Though much emphasis has been made n Many National and International conferences on the utilization of solar Energy for various Domestic applications Ike water Heaters room heat ers agricultural drying desalination. And so on not much Progress has been made in the actual use of solar the United states also sees solar Energy As a Heater and cooler of buildings. Perhaps More adventurous is the idea of turning solar radiation into electricity on a Large scale. In a week i x o n had after president allocated More waste of much potentially valuable real estate along the Lakeshore. The fact that it has been a problem for years docs not mean it cannot be or. Gerard declared. The Aid director s inter c s t Hus resulted in a study of the Lake by the . Environmental pollution Agency and the smithsonian institution s Mediterranean Marine sorting Centre. William j. Oswald pro Fessor of Public health and sanitary engineering at the University o f California Berkeley made the study. Prof. Oswald who de signed the pending sewage disposal system for modes to calif., believes a Simi 1 a r system Here would make it possible to clean u p the Lake save the Money being lost by the fishing Industry and use the irrigation water to make the Barren land around Tunis into Bountiful agricultural land. Use of nearby dry lakes As pending areas for treat ment of the polluted water from the Lake of Tunis would produce millions of Gallons of water a Day for irrigation it is estimated. Our interest in the Lake of Tunis and its problems is by Way of what can be Fly at the weekend and save. Take any flight on saturday or up to 3 . On sundays. Paul Donovan chairman of the National science foundation s n s f Energy task Force expect to Hare in the additional million to be spent on Energy research next year. According o or. Donovan the solar Energy research Effort has grown o rapidly to its present level f million a year that it would be difficult to find really essential research projects and the people to do them. William Cherry and fre Crick Morse both members of Jie solar Energy Ancl told of some of the pan 1 s conclusions and recommendations. For a combined Federal and Industrial expenditure of approximately billion Over a 15-year period which is considerably less than the expenditure on nuclear Energy so far. A vast new source of Energy could be made available with minimal Impact on the envy they said. Solar Energy could provide 20 per cent of the . Energy needs by 2020, added or. Cherry and or. Morse. Delegates in Paris got some idea of the problems facing them in launching a massive research Effort. To begin with there Are different Basic sys tems that could be used. A photoelectric system in which electronic devices con Vert solar radiation directly into electricity could be used or a Phol Thermal sys tem might be cheaper. Both George Lof of Colorado state University and Aden my incl of the University of Arizona believe in the Pho to Thermal approach. Here solar radiation is used to heat up a fluid of some sort and this heat is used As in a conventional Power Plant. Both experts pointed out that there Are Many unknowns with solar Energy. For example. Lof believes that Plant size is a very important variable which perhaps has t been Given the attention it deserves and which we feel is not at All Clear As to the direction in which we should be or. Lof now is working on an analytical program to try to answer just this sort of question. Aden Mcinel warns against sticking to old scientific notions. For example engineers have continuously worked for loiter and hotter generators because they arc More efficient. With solar Energy it is not efficiency that is of Para mount importance. We Are not after maximum efficiency we Are after the m a x i m u m number of kilowatt hours per before questions like these arc answered no one can know for when solar Energy will begin to make a significant Impact on the world Power Supply situation. Copyright 1973 the Christian science Monitor publishing society Murta raps farm policy by Paul Jackson Ottawa Manitoba my Jack Murta has attacked the minority Liberal government by charging that Federal poli cies have discouraged Farmers from planting an adequate number of acres for Grain crops. Or. Murta the conservative Western agricultural critic said in an official party statement that prime minister Pierre Elliott tru Cau 8 government has failed to put its Money when its Mouth is when it comes to encouraging Farmers to meet growing world demand for grains. The Lisgar my said during his party had urged that initial last year s election Campaign prices for wheat Barley and Oats be increased. The Trudeau government must realize that increased Supply is the Only effective Long term measure that will stabilize prices. It must also realize although it is too late now that it must encourage the Farmer to increase production through realistic floor prices for feed he charged that because the Liberal government has failed to take adequate action farm ers have seeded fewer acres. According to statistics Canada says or. Murta. Wheat acreage seeded is 24.2 million million less than called for by Justice and wheat Board minister Otto Lang. Farmers have also seeded Only 11.7 million acres of Brley Down two per cent from last year and far Short of the 14 million acres needed to serve Domestic and Export markets. Rapeseed and flax acreage is also less than required by our Domestic and Export the 30-year-old my said in june his party had made an attempt to ease the Grain situation. It used its final com Mons opposition Day motion to try to Force the government to provide an immediate payment of 30 cents a Bushel on All wheat sold in the 1972-73 crop year. It was extremely disappointing that the new demo cratic party Felt it More important to give its support to the Trudeau government than the Western Canadian farm or. A simple formula now has been offered that does not require much it is evident however that simply getting rid of the smell would earn More gratitude from the Long suf Fering citizens of Tunis than All the irrigation water produced. The swedes and the Ita lians also have studied the problem. But just How interested the tunisian government is remains to be seen. The government is build ing a Low Cost housing development right on the Lake Shore presumably on the theory that the poor have less sensitive noses.
