Morris comment on Manitoba labor Force a Maud Lor act tar information on unemployment and the labor Force of prov inces must be getting More intense. In the last few months statistics Canada has made available data on the labor Force Survey in provinces in much More detail than we have Ever had before. The latest contribution is the seasonally adjusted series for Basic provincial indicators of employment unemployment and participation rates. Although there has been a Good Deal of confusion about seasonal adjustments in the National figures with arguments about the real figures As opposed to the seasonally adjusted data the tech Nique is a useful convenience not a Gim Mick of the mathematical mandarins to obscure the unemployment data. Employment unemployment and participation rates undergo wild and Downs throughout the year As industries and workers adapt uie selves to the weather and to such other seasonal influences As the school year. To properly Analyse underlying trends one must go through contortions of year to year comparisons to determine what is Normal seasonal change from what might be a More fundamental shift in economic conditions. The seasonally adjusted data do that for us and do it with a great Deal More accuracy. Further we can now be free of the nonsense of monthly reports and head lines in the sprung season announcing unemployment dropping and in the fall and Winter announcing unemployment the seasonally adjusted unemployment rate for Manitoba in May was 4.1 per cent of the labor Force while the actual rate was 3.6. In other words while the actual unemployment rate was dropping it was not coming Down As much As nor Mal for the season. This should have been bad news for the government Al though election Campaign announce inputs did not so indicate. The Premier and the minister of labor made much of Manitoba having the Sec Ond in vast unemployment Rale in Canada. It they had used the adjusted figure in would have shown us with the fourth lowest rate in Canada not a particularly outstanding achievement. Ontario. Saskatchewan and Alberta had lower rates. Further our seasonally adjusted unemployment rate was rising in May. While most other provinces were show ing decreases. One can anticipate from this that inc provincial government win prefer to talk about the actual rate. However the actual unemployment rate for May contains Little to cheer about. After four consecutive months of apparent Progress in bringing Down unemployment from last year s Levels the Way data showed an increase. In numbers the unemployed persons in May represented an increase of Over May a year ago and with one exception this was the first year to year increase in the unemployment count in 14 months. So. Whether one looks at seasonal adjusted or actual figures there is Little reason for complacency yet in Mani Toba s achievements towards solving the unemployment problem. The problem is still As it has been for the past several years a matter of a too quickly growing labor Force. The Economy is generating new jobs at a reasonable Pace although the increase in May was not As much As it should have been judging from a decline in seasonally adjusted employment data. Or from a non statistical Point of View the growth in jobs was not enough to take up the new people who Are con stantly coming into the Job markets. Though both males and females Are affected the problem still tends to be concentrated in the women s Side of the labor Market. For every additional Man entering the Market there Are two additional women. Jobs for women in May were up by 15.000 Over last year while jobs for men were up by and yet female unemployment increased More than male unemployment. The reason was yet another record increase in women s participation rate. In May 42.1 per cent of the female population were in the labor Force employed or looking for work. This was More than in any month in any year so far recorded. Comparing this with other provinces Manitoba appears to be having much the worst the problem. Only Alberta had a larger proportion of the women s population actively engaged in the labor Market. The average for Canada is considerably lower than for Manitoba therefore the unemployment insurance provisions cannot be Given All the blame. It seems fairly Clear that the unemployment problem in Manitoba is still with us and with allowances for improvements now and then will be with us until the government and the econ omy come to grips with the new prob lems presented by the consistent and rapid growth in the numbers of women leaving their Homes to look for jobs. I m not so sure that a free Trade agreement be t w e e n Canada and the United states would help secondary industries such As clothing Small electronics firms the Small secondary or.
