At present insurance Compa Nies say they Aren t liable when a drunk Driver causes an Accident because he is driving under conditions contrary to his insurance contract. Where a victim now sues a drunk Driver successfully the Driver s insurance company May also be sued for damages but Only to the required mini mum coverage. By Nick Hunter free press education reporter administrators of the win nip e g school division were asked tuesday whether they have been involved in caucus meetings with trustees. At a school Board meeting that several times saw bitter exchanges among the members trustee Les Slingsby chairman of the Board said a report on whether administrators have been in v o 1 v e d in caucus meetings since Jan. 1 will be presented to a future closed session of the Board which is made up of five new democratic party members and three independents. A fourth Independent has resigned. It s normally a nine member Board trustee Slingsby called for the report after Reading news paper clippings of a press con Ference Given by trustee Vic Pruden last month in which trustee Pruden said five members of the Board including himself Are politically trustee Pruden said the other four members Are fellow nip members trustees Gloria Mendelson i Rowland Don Reed and Independent trustee Robert Para Shin. What i would like to trustee Slingsby asked the Board is How Many caucus meetings there were whether members of the administration were involved and if so to h e administrators Are being paid by the taxpayers and the people of Winnipeg have a right to know whether the directions in education Are coming from the administrators or from the trustee Slingsby added. Trustee Slingsby an nip member but not in trustee Pruden s group said he wants a Clear definition of administrative responsibility. Trustee Pruden said in an in t e r v i e w that administrators have never been involved in the caucus meetings. He added however that a lot depends on trustee Slingsby s definition of caucus ing because trustees May speak informally with administrators in places like hallways and restaurants. Trustee Rowland said the administrators Are under no obligation to say who they have supper with this is what it is All about supper she said it was disgusting that administrators should have to account for their time this Way. During the debate trustee Para Shin denied that he was politically motivated. There is Only one thing that motivates me on this Board and that is the education of our trustee Pruden s press con Ference was called last month to deny statements by Bob Cochrane an Independent who resigned recently charging that the Board was being wrecked by partisan politics. Cochrane i letter of res ignation was accepted by the Board tuesday and trustees rejected a proposal that a letter be sent to education minister Ben Hanuschak of Manitoba denying particular allegations of partisan politics. Trustee Michael Baragar an Independent said the Wran gling going on at the meeting was proof that or. Cochrane s charges of procedural Wran gling and frequent interruption of other members speeches was True. He was abused As a member of this Board and then we get a letter from him and he is accused of trustee Baragar said. Or. Cochrane was right in his charges of partisan politics in the Board s decision to implement area superintendents trustee Baragar said. Those who were politically motivated met in secret caucus and planned this motion and jammed it Down the Throat of the members the teachers and in fact the trustee Baragar said. Trustee Rowland said the Board could t handle the res ignation with dignity because or. Cochrane refused to go out with dignity. The Board voted 4 to 4 on proposal to Send a letter deny ing or. The residents living on the North Side of Alfred Avenue needed the Board s backing on a petition to the City because Tho City wants to resold the Boulevard in front of Isaac Newton school As part of the same local improvement project. A petition to Stop a local improvement must have support from people owning at least 60 per cent of the land involved. About 190 feet of the Boulevard is in front of the school while about 100 feet is in front of the three Homes. M r. Lutz continued tha there is a very real need for a recycling program in Winnipeg and most Otic cities in Canada. Winnipeg he said uses 6.00c Trees daily or 300 tons o newsprint to meet its paper needs. The problem becomes apparent when one realizes that there in t an adequate reforestation program in Canada he said. We re cutting Down Trees to provide paper but we re Cut Ting More than we re planting obviously we can t do this in definitely because one of these Days we re just going to run out of through recycling a Large number of these Trees could be saved he said. If our project had unlimited resources we could provide 90 per cent of the City s paper needs through recycling. Once admitted the Patien May take a leave of absence o up to 48 hours for social Rea son and longer leaves Are Cov ered under the govern men program up to 21 Days. Beyond. That time the absent patient is responsible for the full daily charges of the Home until i return. The Home resident May be absent for Hospital treatment up to 21 Days and still be Cov ered by the government pro Gram. Beyond that time the Jiani Toba health services commis Sion must give approval for additional coverage under the personal care insurance pro Gram. If coverage expires however the person will be Given priority for readmission to a per Sonal care Home bed and particularly in the Home from which he was discharged. Offered to personal care Home residents under the gov eminent program is accommodation at Standard Ward level meals including special and therapeutic diets necessary nursing services routine medi Cal and surgical supplies pre scribed drugs by logical and related preparations approved by the Manitoba health ser vices commission physiotherapy and occupational therapy in institutions approved by the commission for such ser vices routine laundry and Linen services and other goods and services approved by the commission. Residents in All care facilities Are supplied the necessary drugs As an insured service. The patient or the Home May continue using any Community Hospital or in House pharmacy i which sends the Bills each i month to the personal care Home for verification and the Home forwards the Bills to the commission for payment. The Home with commission approval May charge a Resi Dent a Day for accommodation above the Standard covered under the government pro Gram. Each personal care Home must provide not less than 80 per cent of its Beds As Stan d a r d Ward accommodation unless the commission approves otherwise. Each Home May also use up to 10 per cent of its Beds for residents not re Quiring any care such As houses of patients in the Home. Homes owned and operated by a municipality or non profit organization must submit their annual estimates to the com Mission for approval or Revi Sion just As hospitals do and like hospitals have the right of Appeal. Privately owned personal care Homes receive a rate of 113 a patient Day under Tho government program including the paid by each a tint. Extended treatment centres Start at a rate of a a paint Day.
