H. H. C. H o o p c a who had been director of the inner City welfare department was appointed director of the soon to be amalgamated City wide ser vice and his assistant in the inner City r. J. Simmonds was appointed assistant director. The departments were to be amalgamated by july 1, but this target Date was missed when Council failed to make the senior appointments in time. Estimates arc that the amalgamations will now take place in two to three months. Or. Hooper and or. Simmonds will immediately begin organizing the Over All City wide service. Last month Council approved uniform welfare rates for the City which resulted in monthly assistance increases to recipients of up to 11 per cent.
