Such a policy must recognize that Competition at present acts unevenly Between the various regions of Canada and Between Large and Small users of transportation services according to the paper. As a consequence the development of the Western Region of Canada is inhibited by the Lack of positive policy direction and the discrimination inherent i m our present system of freight the premiers recommend that Section 3 of the National transportation act be restated to place regional economic development As one of the Basic objectives of National transportation policy. They also Call for full Public disclosure of costs of All modes of transportation so that the present rate Structure can be evaluated and an up Cju Docial system be developed. The paper says the pc Dora government and the four West can provinces should establish a Western transportation evaluation authority to be located in Western Canada. It Wouch look at Cost data and consider the effect of rate structures regulations and facilities on regional Economy. Every Effort must be made to ensure that local Western Industry is protected that no part of Western Canada is unduly disadvantaged by the implementation of a new pricing technique. This requires the comple Tion of in depth Impact studies before any new method be comes Export rail rates must be protected and statutory Grain rates maintained the position paper states.
