Winnipeg free press wednesday october 10, 1973 you and the Law 717" Al winning ing votes election expenses have been a contentious Issue in the last few years at both the Federal and provincial Levels. Many individual candidates v and the National political parties have spent tremendous amounts of Money in various elections and by election. Many people suggest this leaves it open Lor a wealthy candidate in effect to buy his election rather than earning it while at the same time Mak ing it nearly impossible for a less affluent candidate to get elected because of this there is already some legislation limiting provincial election sex and at the time of this writing parliament is considering a limit on election expenses in Federal campaigns. The idea is that candidates and political parties would be limited to spending no More than a certain maximum amount for each voter. It is thought that would accomplish two purposes it would re Duce the rather incredible amounts now being spent in gome campaigns. For example candidate in last Federal election reportedly spent and it would remove the advantage a wealthy candidate now has even if he does t spend wildly. There Are still some drawbacks of course. For Flat thing it would probably be an easy matter for candidates and parties to hide or falsify their expenses. In that Way they would be Able to spend More than their Legal limits. On the other hand though it is arguable that this possible difficulty in enforcing the limits should not prevent them from being enacted in the first place and from being enforced where possible. Another suggestion is that not Only should Campaign expenditures be limited to some reasonable amount but also that they should be paid for out of the Public purse in other words a candidate run Ning for office would t have to put up any Money of his own or try to raise Money thro ugh donations. The government through some Independent Agency would pay All proper Campaign expenses for All candidates. The main argument behind this suggestion is twofold. First it would again help those who Don t have Independent financial Means. Second it would prevent the kind of situation that now1 can arise in which a successful candidate might owe his election to a mail group of Large donors who could in turn try to extract certain favors from him As the Price of their support. As is the Case in so Many political arguments both sides have some Merit in the positions that they take. In the meantime though at the Federal level at least the sky is the limit. That s the Law.
