Winnipeg Free Press (Newspaper) - October 11, 1973, Winnipeg, Manitoba Winnipeg free priss thursday. October 11, 1978 Peron s Long March Back ends a chapter in modern politics by James Neilson Buenos Aires special owns general Juan do a i h g o. Peron s Long March Back to Power in Argentina which culminates in october when he will be sworn in As president for the third time brings to an end one of the most astonishing adventures in modern politics. For Argen tines it also opens a new chapter of Hope Hope that the futile quarrels of the past have been resolved and that the moderately conservative Consen sus which has coalesced around Peron will provide the basis for an Era of peace and Progress. Peron was hounded out of 1955 amid consid Erable popular rejoicing. He left the Economy bankrupt. His numerous enemies were deter mined never to let him return. Ever since then he has provid trucking hearing oct. 23 Ottawa up requests by two Winnipeg trucking companies for permission to trans port goods on sunday will be heard by the Canadian trans port commission at Public hearings at Toronto City Hall beginning oct. 23, the commis Sion announced this week Reimer express lines Ltd. And Imperial roadways Ltd. Have asked the commission for exemption fro m prohibitions against sunday trucking in the lords Day act saying sunday travel to Ontario and Quebec centres is essential for Busi Ness reasons. The Canadian automobile association has told the com Mission that if Reimer and Imperial Are exempted other trucking firms will seek Simi Lar treatment. The Caa con tends that highways Are Al ready More heavily travelled on sunday than on any other Day. The two companies lines and railways Competition can operate freely on sunday. Many customers want deliveries on monday the applications have been opposed by written submissions from Tife Caa the Ontario gov 13 other adj Didiw supporting he Are the Canadian Terji eking association and 22 companies. Three companies have been g a n t e d certain exemptions Ferrim the lord s Day act since the Canadian transport com Mission was created in 1967, r e p 1a c i n a previous Federal transport regulatory agencies. Before tie transport commis Sion was set up Federal Law did not permit exemptions for trucking. But changes in the lord s Day act now allows the com Mission to make exceptions with the object of preventing undue de an excuse for All the country s setbacks. The Peron its insisted Peron is the Only their foes re lied the Peron its Are the cause of All our for 18 years this feud obsessed argentines and led them to put off tackling the problems con fronting them. Peron who won Over 60 per cent of the votes in the sept. 23 presidential elections is admirably positioned to get Argentina moving again after ver two decades of Stagna Tion. Since returning Home on june 20, a Day in which his right Wing supporters carried out a bloody massacre of left wingers Peron has done his Best to Cool tempers. In his Public appearances he preached moderation and at tacked violence. On sept. 24, before the last of the votes had been counted the per Hist government outlawed the most dangerous marxist guerrilla group the Ejercito revolution Ario Del Pueblo this people s revolutionary army has refused to Lay Down its arms and threatened of embroil the government with the military Junta to Chile by sending men to join the resistance movement there. Peron does not want trouble with his neighbor. Argentina was one of the first countries to recognize the new chilean regime. The move against the Erp indicated that Peron was not going to let Argentina be come a Refuge for latin Amer ican guerrillas driven from their training Camps on the other Side of the Andes. Conference set on High prices a Public conference on High prices will be held by the Winnipeg chapter of the Congress of Canadian women at 2 . Sunday in room 247 of the planetarium. The Congress plans to set up a coalition committee repre1 setting groups and individuals to plan United action that will pressure the Federal govern ment into taking More effective measures against rising prices. In his Battle to regain Power Peron was successful in being All things to All men. The Large and enthusiastic left whig of the Peronis move ment still thinks of him As a latin american Mao who will transform Argentine society after a violent revolution and build the country into a Strong h o 1 d of anti americanism. Peron has appeased them somewhat by beating the anti american drum at Home but he has been careful not to make any moves which would really worry the United states. Right Wing Peron its for the most part Trade Union leaders and prosperous businessmen have a less complicated View of his Mission. They want him to crush the left and increase their own Power and wealth. During the first Peronis administrations Many of the Cau dillo s cronies regarded Argen Tina As an occupied country1 they could loot at will. Despite the rhetorical egalitarianism of the government some enor Mous fortunes were made. Peron has made it Clear that his heart still lies with the right where most of the Faith us friends who followed him nto exile stand. But during his nearly 18 years abroad mainly in Franco s Spain he had plenty of time to meditate on Lis own errors and observe the course of european history. He came a warm admirer of the Western european democracies which before his eyes burgeoned until they could Challenge the economic Hege Mony of the United states. He derived great personal Satis faction from the decline in Bri Tain s fortunes As Britain still dominated Argentina when he first came to Power in 1946. The moral he Drew from it was that smaller countries must group together in Continental federations. The Peron who returned to Argentina for a Short while last november and definitively in june has impressed All observers As a very different Man from the panic stricken Caudillo who fled the military in 1955. He has Sider ably with the years acquiring a longer arid broader vision and a greater but still limited tolerance of opposition. The e new moderate Peron impressed the Middle classes who now see him As the one guarantee of peace and stability. His condemnation of guerrilla violence has won him the support of the armed forces essential if he is to govern without being haunted by fears of a military coup. Peron has a herculean task before him. The expectations aroused by his return to Power Are so great that nothing Short of an economic Renaissance will satisfy them. This might take place. Industry is nearing the Point when it can support itself without subsidies from agriculture. Peron moreover has been intelligent enough to realize finally that the country s farms must be brought into the last Quarter of the twentieth Century. This Foi the Arch industrialized represents a major Volte face. He has also tirelessly proclaimed to the Chagrin of Many of his supporters that Argentina re ally does need foreign invest ment and on a massive scale. Even before the elections in March which took his Loyal leu tenant Hector Campora to Power the Peron its spoke eur Mori Cally of the huge sums v e s t e r n european industrialists were yearning to pour nto a stable Argentina. These investments failed to show up. Just before the september elections the Peronis press was full of vague stories about an unnamed japanese Corpora Jon s plans to pump no less Ihan million into the nation s Economy. The reports involving a sum Over three times the present foreign stake in Argentina were later denied by Peron but the denial was Given Little prominence. Even the United states is not to be shut out Argentina is already fishing for big Loans from . Banks. Peron s main enemies now Are his own Lack of administrative ability the mediocrity o Many of his closest aides Anc his own advanced age. He is nearly 78 and is frequently ill and has lost the exuberant Energy of his youth. Should he be incapacitated his wife and vice president Isabel a former cabaret dancer will automatically take Over. But she is politically illiterate and was Only chosen to avoid splitting the movement by picking some Way else. Peron obvious heir and the Peronis movement has yet to evolve he machinery to select a new eader acceptable to All. Should Peron go before his four year mandate is Over the government that remains could very soon find itself supported by just one Peronis splinter with the rest of the movement As Well As the opposition Par ties arrayed against it. This is a very real danger and hangs Over Argentina s future like the sword of Damocles held by the thin thread of an old Man s life. 6 buy most arms Buenos Aires latin american arms spending averaged almost million annually during the 1967-72 period. Ninety seven per cent of the total was spent by six countries Argentina Brazil Chile Colombia Peru and Venezuela.
