The Issue is a referendum nov. 6 on Reagan propose amendments to Constitution which could imprint his philosophy of fiscal Conse vat ism permanently on the government of the country most populous state. Reagan s critics believe the real reason for the vote is t boost a potential Reagan Campaign for the Republican pres dental nomination in 1976. Reagan denies that and say his plan is Only an attempt t place some restraints on a Ever growing tax Burden which he says could ultimately de stroy America. Chief elements of his Pla would place a Consitt Utoria ceiling on state spending ant order an across the Board per manent 7.5 per cent Cut i state personal income taxes. The spending ceiling woul reduce s share o Gross personal income estimated now at 8.75 per cent to per tax Money collected above that ceiling would be placed in a special fund to be used Only in emergencies declared by the governor or to reduce taxes. The proposal has triggered a full scale political Campaign. Is led by the league of women voters with teacher and Public employee unions providing most of the Campaign funds. The Reagan funds Are com eng from big business contributors and Small individual contributors. The taxpayers Are for it and the tax spenders Are against Reagan says. Foes say that if state govern ment cuts Back its services local governments will be forced to hike property taxes to pay for services dropped by . Reagan says that without restraint California s annual budget will skyrocket to billion a year within 15 years.
