As a re sult Many parents May not know the kinds of Trou ble their children can get into. Winnipeg s inner City police department feels that samplings of specific problems real problems encountered in this area May help Many parents take positive Steps to see that their children Aren t involved in similar Circum stances. To this cud a series of reports on Juve Nile delinquency written by the inner City police department itself will be carried each week by the free press. This article is one in the series. One Hundred and Twenty five juveniles were handled by the Winnipeg inner City police during the past week resulting in 60 detentions 47 boys and 13 girls in the Manitoba youth Centre and the remaining 65, 52 boys and 13 girls were turned Over to their parents and warned for juvenile court. Seventy nine of these Juve Niles had been in Contact with the police before and 46 were first offenders. A number of the latter will be attending the voluntary class held by the juvenile Branch of the depart ment. Here Are a number of selected cases that bring Home important Points for parents and children alike. Last week i reported an As Sault by three girls on another girl in the Westdale area and said that violence by girls was becoming commonplace. Another serious Case was re ported this week from the North end when. Three girls two 14 years old and a 13-year old assaulted another 13 y e a r o 1 d girl in the same school. The girl said she went to her locker when the other three girls came up to her and told her they were going to beat her up. They pushed her around but she finally got away from them and left the school. While she was walking Home the three appeared again and forced her into a one of the girls pulled at her and knocked her books and coat to the ground. Although she said she did not want to fight she was slapped and punched in the face and was thrown to the ground where her hair pulled. She was also kicked in the Back several times. She got up and ran Down the Lane towards Home but was caught again kicked in the stomach and legs and had her Blouse and brassiere torn. Her father came out of the House and chased the girls away and phoned the police. When these girls were spoken to it was found that one deliberately started the fight one assisted slightly and the other had done nothing. The instigator was placed in the Manitoba youth Centre the one who assisted was warned for juvenile court and the third severely cautioned. The senseless part of this was that it started Over a Sim ple push in the school hallway the Day before but was continued because one of the girls wanted to have a fight. Her two friends went along with her and one even assisted. The girl that was assaulted did everything she could not to get involved. This is a difficult situation to give advice because students have their own rules of behaviour. One of those rules say Don t go to the but in this Case she should have gone. Principals of schools know their students better than you think and can Stop a lot of this kind of behaviour without losing face with her friends. Another bit of advice to Stu dents who have friends that like to beat people up is that they Tell this person they will no longer be friends with them if they fight. Everyone needs friends but friends like this can Only get you into serious trouble. People who beat up for the fun of it Are sick and need professional help. Fort Garry police apprehended a 16-year-old boy who was operating a stolen car from Winnipeg. He was turned Over to the inner City police and when questioned admitted is c a p i n g from the Vaughan Street detention Centre in a gust 1972. He stole an Auto and drove to Vancouver. Then he drove to Toronto and was picked up in the stolen Auto. He gave a fictitious name and served an 11-month sentence for being in Possession of the stolen Auto. He arrived Back in Winnipeg in september this year and since then admits stealing nine autos. In each Case the cars had been left unlocked the keys either in the ignition or he ignition switch was the Type not requiring a key. Car owners Are again reminded to lock their autos when leaving them parked on the Street. Eople who have intentions of sing whatever available Latch can be found in order to appear proper. Last week f t e r receiving information lat someone was breaking nto a local car dealer s office. Last week the police were called to a laundromat in the West end of the City by the owner who reports finding a 14-year-old Hoy loitering in the laundry room of an apartment Block nearby. The police questioned the boy and Learned he had been missing from his Foster Home in fort Garry for the past week. He further admits six purse snatching in the downtown area All from elderly women. In a statement to the police the boy states one of the ladies fell Down arid started to yell when pulled the purse away from her. I think she Hurt herself when she in this Case the woman was 84 years old and on being knocked to the ground suffered a fracture to the right leg. The boy was placed in the Manitoba youth Centre As he has been involved in other purse snatching in August and september this year. The Security staff in a local department store watched two boys 13 and 14 years of age when they saw them lurking around the Glove counter. The Security staff watched while one of the boys stood right in front of the gloves and the other some distance away both checked if anyone was looking then one signalled to the other standing beside the counter who in turn took a Par of gloves got Down below the level of the counter and stuffed them in his jacket. Both left the store and were caught and handed Over to the police. Both boys had been in considerable trouble before and were placet in the Manitoba youth Centre there is an interesting Point of Law Here and it is one of those facts which very few juveniles Are aware of. Although the second boy actually did nol steal anything himself he can also be charged with the of Fence because he actually did something to assist in the theft the same Rule of Law applies to those who shield an other who steals something. He can also be charged., Young people should be aware that just because you do not actually take something that you Are innocent in the eyes of the Law. When police observed two boys 11 and 13 years old run Ning Down the Street in the Central area of the City they chased and collared them finding they both had a Large amount of coins in their pockets. It turned out. That the youths had just broken a win Dow at a Public swimming Pool and gave this a s for running. The coins were harder to explain and it was found that they had been stolen from some unlocked Pooi boxes in a downtown Church. 11 was also discovered that this was not the first time they Hac committed this offence and in total the sum of was stolen with Only slightly More than being recovered. A thirteen year old boy was also arrested and All three were placed in the Manitoba youth Centre. A 15-year-old boy was arrested by members of the traffic division when they observed a 1961 Model car being operated on the Street. The boy produced a Driver s licence in another name and close scrutiny of the licence plate on the Auto showed that a 1972 sticker which was Blue had been painted Green in order to resemble a 1973 sticker. Investigation showed that the boy actually owned the car had gone to an Auto wrecker s and found a Cence plate which he attached to his car painting the Sticke Green. He then operated the car until stopped. Of course he also had no insurance. The boy admitted he had been at a party and was just walking by the lot when he Felt like taking a car. He had been in trouble before and was placed in the youth Centre.
