The Crown argued that or. Sinclair made a partisan political broadcast within the 24-hour blackout period before polling Day. The new election expenses legislation also requires broadcasters to provide hours of prime Lime for Politi Cal broadcasts in the final 29 Days of the Campaign but under the broadcasting act and government regulations broadcasters Are not forced to Supply free time. However the crts said broadcast time free or other Wise should be divided equitably among parties and candidates. Any dispute among parties and candidates should be referred to the commission. The ctr network has offered three hours of television time. Under a formula approved by the parties uie liberals get about 11 units of time the progressive conservatives 10, the new democrats seven and social credit four. A crts source said private stations do not generally provide free time. When the election expenses act takes effect All stations will have to provide that 6i4 hours of prime time wit i taxpayers picking up half the Cost.
