Until the Jan. 11 the 87-member group formed in june was primarily a social club. But rather than just take part in activities such As Rab bit Hunts Driver s with two Way citizens band radios in their cars search for one car hidden somewhere in the City and transmitting a the members would like to provid Community services. The program is a Continua Tion of one carried in the North last year. Or. Bostrom said the pro Gram will continue to provide 60 per cent provincial financing of labor and materials on most projects although the percentage could be higher on some major projects such As sewer and water installations. He said the provincial share was higher than in similar Southern Manitoba programs because Money for capital projects was generally not available in Small Northern communities. Or. Bostrom said experience has shown there Are Specia employment patterns in the North and the extended pro Gram will have no deadline for completion of construction work in order to Benefit from provincial financial contribution. Or. Bostrom noted that fish ing and trapping carried of during the Winter can interfere with completion of capital pro acts under the usual Winte works Type program when deadlines Are established. He said this change should allow for More effective plan Ning of larger capital projects. No ceiling will be set for the amount available for individual projects but since the Annua amount available under the program is limited there will be practicable limits to the amount available for each approved project. Applications under the pro Gram will be considered by committee which will include representatives of the Provin Ciai department of Northern of fails the Northern association of Community councils Mani Toba Indian brotherhood Mani Toba Metis federation and the provincial Job office which will co ordinate the program. The Manitoba legislature for St. James called on the Manitoba government wednesday All further Loans to Saunders aircraft until there is some definite word on whether the aircraft being produced will qualify for a United states fed eral aviation certification. Or. Minaker told a press conference he had reason to believe the st27-b aircraft Saunders would never get certification from the ., particularly in Light of delays that Cave taken place. Sydney Parsons chairman of the Manitoba development corporation told a legislative com Mittee last summer he was hopeful certification would be coming by the end of 1974. However so far that has t happened. Or. Minaker said one of his caucus colleagues received a Petroleum terminal planned Federated co operatives Ltd., of Saskatoon has announced plans to build a million Petroleum terminal at Gretna Man. The terminal now in the de sign stage is proposed As an alternate less expensive Way to transport Petroleum products from the Coop s refinery at Regina c. Kennedy the company s technical division supervisor said in a Telephone interview wednesday. Petroleum products for the area surrounding Gretna now Are trucked in from Regina. The terminal initially to con Sist of three Large tanks and two or three smaller Slop tanks would enable the Coop to ship Petroleum products by Way of the inter provincial pipe line. The Only possible processing facility at Gretna might be the addition of Lead or. Kennedy said. Probably four men would be employed at the terminal which is planned As a bulking depot. The project is still in the planning stages or. Kennedy said. Federated Coop is negotiating for land. No contracts have been let and Start of construction is Uncertain although it is hoped to begin by Spring breakup. Mayor Don Heinrichs. Of Gretna said Imperial Oil Ltd. Has just completed construction of 11 bulk holding tanks in the Village and Shell Oil has just begun construction in the last few weeks on 11 tanks. Minaker said the government of Manitoba which has invested about Mil lion in Saunders has a responsibility to the people of the province to answer Why the prototype st27-b has t yet been certified by either the Canadian or american authorities. No More Money should be invested in Saunders until an Swers to these questions have been provided to the people of Manitoba and that it can be shown that a Market exists for the aircraft and that it is or. Minaker said. He also said the majority of the aircraft manufactured by Saunders to Date were completed about a year ago. He questioned where the Money has been going and what the 510 Saunders employees have been doing in the past year. Or. Green said it was t a fact that the aircraft were built More than a year ago. The minister said he had seen aircraft in various stages of construction at the Plant since then. As for markets the minister said there Are a number of possibilities including in Donesia and California. Federal regional economic expansion minister Don Jamieson said in Winnipeg tues Day the Federal government was willing to invest Money Ini Saunders but not until the com Pany could prove the Market ability of its product. Their plan divides the City into six areas none of which is subdivided by a River. Each area will be assigned a stand by Channel. In an emergency All operators in one area will stand by that station. Three base stations Are pro posed for each area and one of these will act As a command station. All Mobile units peo ple with Walkie talkies and two Way car radios will be under authority of the com Mand station. All six areas will be con trolled by a Central station in the City that will act As a Liaison with police radio stations and the lire department. We would also like to get some funding to buy portable equipment to be stored in one location. Licensed citizens band j radio operators would be per milled to use this Mobile equipment Only in emergency or. Malcolm said. He said the night owls have been approaching other Citi Zens band radio clubs in Winnipeg with their idea and the response has been favourable. The project is a voluntary one but we d like to have everyone s or. Malcolm said there Are licensed citizens band radios in Southern Manitoba and his group s plans could be messed up by just one oper but Courtesy goes a Long Way and i know we can prove that citizens band radios do have a use in the Dolbeau que. Up Jacques Massey who escaped from prison eight months ago with Richard Blass was arrested in a Motel in this Community 300 Miles North of Mon Treal. Police said Massey who escaped from Mon rears St. Vin cent de Paul Penitentiary june 19, was arrested following a routine Check of a Motel. Massey serving a 17-year sentence for armed robbery at the time of his escape offered no resistance. He had previously escaped from the minimum Security Leclerc prison in Laval on sept. 9, 1971, but was recaptured two weeks later. Massey and Blass escaped with three other convicts last summer. All except Massey were recaptured but Blass escaped again with four other convicts last october.
