The next Day Williams escaped but was rearrested and by Andy Mellen As much As i enjoy living in Winnipeg in particular and Manitoba in general i d be among the first to admit our Lair City in t exactly a hot bed of activity especially during the Winter months. As a result i try to pack As much living As possible into the few months of summer we re allowed each year. This summer is shaping up As a particularly Good one with As Many extended weekends Worth of swim Ming camping and travelling As i can work into my schedule. It will be even better if International 75, the three Day music festival scheduled for july 4 to 6 on the Sandy Bay Indian Reserve becomes a reality. Although i be touched on the festival on a number of occasions most recently in last monday s column for the most part i ve1 had to remain vague regarding most major details of International 75. Although one obstacle remains to be overcome getting the signature of r. D. Brown regional director of Indian affairs on a Docu ment allowing the Sandy Bay Reserve to he used for the event everything else is go As far As International 75 president Bob Mccrimmon and production coordinator Jack Morrow Are concerned. I met with both this past sunday and found them extremely enthusiastic about the project. They explained that while the Sandy Bay Reserve band Council had voted in favor of allowing Reserve lands to be used for the festival by a vote of three to one or. Brown has re fused to discuss the matter with them in spite of their Many attempts to Contact him. It seems strange that at a time when native people Are trying to improve their position in society one Man is preventing the members of an entire band from taking advantage of the Many benefits which the festival would provide. Among other things it would provide work for about 75 band members before and during the festival As Well As year round employment for up to 25 band members. Other benefits include the construction of such Perma nent fixtures As a grandstand cultural Centre building and a massive parking lot. So far a number of petitions Are being circulated around town if you Haven t seen one at your school Why not Start one up and will be forwarded to Indian affairs minister Judd Buchanan in Ottawa urging him to intervene. Petitions May be sent to inter National 75, 800 Paris building 259 Portage Avenue. If you Don t think a lot. Of signatures will have any positive effect remember there s strength in numbers. If enough people express their desire to see the festival get off the ground that combined with the benefits to the Sandy Bay Reserve band just might be enough to prompt some Long overdue action. July 4 is scarcely four months away and much work remains to be done beginning with an intensive promotion Campaign in half a dozen key markets in Canada and the United states within an approximate 1200-mile radius of Winnipeg. New York City and Cali fornia have also been heavy radio and news paper advertising budgets. Plans have been made to accommodate Between and people comfortably. In fact festival goers especially people who have travelled Long Dis Tances to attend will be urged to come Early and stay late. It s expected the site Gates will be thrown open either june 28 or june people will be allowed to re main several Days after the festival. As nobody will be admitted to the Reserve without an invitation from the chief to be printed on the Back of the ticket would be Gate crashers Are advised not to try their i fuck. A total of 24 groups including three from Winnipeg will perform during the festival. I think that i should emphasize that International 75 in t intended As an other Woodstock. I quote from a press release it is important to note that it is not and never has been planned As a Rock festival but a musical happening that will feature the top names in the music world while i m not yet at Liberty to reveal the names of any of the performers let it suffice to say an impressive array of Talent has been lined up pending a site Deci Sion. There s so much More to Tell you about starting with the Tepee villages Complete with pit barbeques and picnic facilities which will be erected to House Many of the visitors and the guaranteed no Ripoff food concessions which will feature controlled Price Quality and Quantity. In other words you won t have to pay 75 cents for a warm 10-ounce soft drink or 85 cents for a cold hot dog on a stale Bun As has been the Case at Many such festivals it s been my misfortune to at tend. International 75 is truly International in that it will help to promote Goodwill Between our country and the United states. Many Young americans who have never had an Opportunity to see what Canada has to offer Are expected to attend and i m certain they la be suitably impressed by our Sandy beaches Beautiful forests and other natural wonders. Once the Sandy Bay site is secured As i m hopeful it will be i think Manitoba will be the focus of attention for Many North american music lovers this summer. I would certainly hate to see the red tape and bureaucracy which make life such a pain far too often deprive thousands of people of an event they la remember for years to come. Short stuff show co sound which has worked with such acts As Jethro Tull and the. Who will be doing the sound for the z z top gig in the Winnipeg convention Centre this sunday. I la have a preview in saturday s column. The Becky Sokolov chapter of Hadassah Wiz will be holding its fourth annual family fun fair sunday from noon to 6 . In the Polo Park mall. Bobby Hull and his talented swedish line mates Anders Hedberg and Ulf Nilsson will participate in the festivities which in clude games of Chance rides and games for children and continuous entertainment on the free stage. By 9 area centres to serve bands the Manitoba Region of the department of Indian affairs and Northern development is being reorganized to provide bands with additional administrative services according to a press release from the depart ment. The department will establish nine area centres to serve the province s 55 bands. Each Centre will have a local government team to advise guide and assist the bands. Under the new system the government teams will also be expected to provide information to the department to help identify areas that need specific expertise. The new centres will be Winnipeg the Pas Brandon Dau Phin Interlake Southeast Lake Winnipeg Norway House is land Lake and Thompson. Iain Hunter free press correspondent Ottawa the Liberal government attempted monday to head off some of its own Back benches in the commons from going to the Senate to criticize government legislation. Commons speaker James Jerome said he will make a Rul ing shortly on whether the appearance of maps in the upper chamber constitutes a breach of privilege of the lower House. Pleading the government Case was John Reid parliamentary Secretary to government House Leader Mitchell Sharp. Defending the right of maps to appear anywhere on behalf of their constituents was former Liberal Cabinet minister Herb Gray who was loudly applauded by conservative members during the debate. Gray acknowledged that he wanted to appear before a sen ate committee to speak on aspects of government Legisla Tion dealing with the application of foreign Laws to Canadian subsidiary companies. Harold Herbert stated he wanted to appear before the committee to support the government legislation. However it is understood that other Liberal maps have indicated their desire to testify before senators on a number of issues which this session More than previous ones Are coming before the upper chamber first. Simma Holt it was Learned has applied to appear before the Senate committee studying legislation to ease the penalties for Possession of cannabis. Mrs. Holt is in favor of stiffer penal tics for drug users on the grounds that every user is a trafficker Reid noted that there is a standing order of the Senate it self which prevents its members from appearing be f o r e the commons leave on pain of being committed to the gentleman usher of the Black Rod or to prison during the pleasure of the sen there is no comparable Rule governing appearances of maps before senators but the parliamentary Secretary argued that they would be Violat ing parliamentary practice it they did. Gray accused Reid of trying to limit the right of action of maps on behalf of their constituents under the Guise of protecting those he noted that Many maps have commented adversely on legislation approved by the commons outside the House including transport minister Jean Marchand who last year criticized the transportation act by stating that transport in Canada was a Gray said there is no Dif Ference Between an my com menting on legislation outside the House and appearing before a Senate committee.
