Birds Hill school is an olde building and does not lend self to an the Board s statement said. If the area around Bird Cost sharing idea pushed by speaker Boissevain Man. Coun. Wanking Independent citizens election committee fort Garry was speaking in support of the Revenue sharing idea to an area meeting of the Manitoba association of Urban municipalities. He said the Urban municipal i t i e s association executive wants to get the views of its members on tax sharing before preparing a policy paper on it and submitting the paper to the association s annual meet ing in Gimli May 22 and 23. Municipalities in Manitoba Are faced with paying inflation fuelled costs of providing police fire Public works and other services from a property tax assessment which grows Between four and five per cent annually. The Day of reckoning is fast coun. Wanking warned. There will have to be Cut backs in services or else prop erty taxes will go so High people won t be Able to afford properly in any municipal governments i n Canada and elsewhere have been pressuring senior govern ments for More Revenue Shar ing for some time coun. Wan Kling said. Winnipeg has been putting this pressure on the Manitoba government for the past three years he said. The City wants 10 per cent of the province s growth tax revenues estimated at million for 1975. A growth tax is any tax of which the reve nue yield varies with economic conditions join. Wanking said meet Ings of the Urban municipalities association have Belfi held in Minnedosa Morden and Grandview to discuss re venue sharing but there seemed to be no great push for it there. The province s rebate pro Gram seems to be taking a hell of a lot of the sting out of property in Grandview one person said he paid Only property taxes last year coun. Wanking related though the Type of property was t revealed. But in Winnipeg financing problems Are jumping up by leaps and Bounds f can t be Lieve frankly that we re alone in coun. Wanking said he would rather see the province dig deeper into its pocket. Existing revenues for More Money to give the municipalities. If a one per cent Rise in the sales tax were suggested to provide these funds however he said he would support sue a proposal. Another alternative would b for the province to assume the Complete Cost of education financing leaving the propert tax Revenue entirely for municipal purposes he said. Still another route would b to surrender some in Unicia responsibilities to the province which coun. Wanking said h would t like to see. The councillor expressed frustration about an existing mechanism by which the prov Ince already shares some reve nue with Winnipeg Cost sharing on the City s Majo transportation projects which i approves for Cost sharing. You be got to go hat in hand to the provincial govern ment to get your own Money t do what you want in your own coun. Wanking said. He said projects such As Thi Osborne Street Bridge improve ment could have been accomplished Long ago at a smaller Cost if the province had not Tempo sized on a Cost sharing decision. Coun. Wanking suggested that the alternative May be a Gung to approach with the City going it alone on such projects even at the risk o bankruptcy and the hell will the students granted amnesty Seoul Reuter South Korea will Grant amnesty to about two thirds of the 96 dissident students freed from jail under president Park Chung Hee s recent clemency order so they can resume studies a government source said today. It would seem More appropriate to wait and watch closely developments around Bird s Hill and construct an entirely new school in a More suitable location the site of which is not immediately apparent but will become More obvious depending upon the direction of future growth. An addition to Birds Hill school at this time would tie our hands to an inadequate and possibly quite inappropriate trustee Bryon Peterson chairman of the Board said the question of a new school will have to be considered within the next two or three years As the scope of planning housing developments in the East st. Paul area becomes apparent. He said the division feels the planned addition to or. Hamil ton school and a new addition being built to nearby Robert Andrews school will allow those schools to accommodate much of the projected enrol ment increases in the area until a new school is built. The new additions Are also needed to accommodate a northward expansion of the City of Winnipeg along Hen Deson Highway trustee Peter son reiterated. Elementary school children from East st. Paul attend one of six schools Birds Hill or. Hamilton Robert Andrews lord Wolseley Maple Leaf and Angus Mckay depending on their Grade Levels and the area of the District in which they live. Trustee Peterson admitted that while students from sever Al areas in the division had to be transported by bus to other areas for their schooling including to outside divisions the problem was More extensive in East st. Paul. The delegation s spokesman Vernon Lees had argued that present and projected enrol ment increases justified a new school perhaps one attached to uie present Birds Hill school which would then be converted to a Library music room and other facilities. The delegation contended that most of the development is taking place to the North and South of the Village not on Henderson Highway. Trustee j. A. 1-1. Donkersloot who represents the area told the delegation he would like to see a parents organization formed in the area and involved in planning for schools and education programs. He also urged belter Dia Logue Between the school Board and the Council of the Rural municipality of East st. Paul. Trustee Peterson told the delegation thai if it desired the Board would meet with it to discuss educational programs in the division. In other matters the Board agreed to support Community representatives who want to go to the City to request changes in a planned Community facility to be built adjoining a new Junior High school in Valley gardens that is now under construction. The facility is part of a joint use agreement and would be used by the school in the Day Lime and the Community in the evening. Funding for the build ing is coming from the cily. The Community representatives say present plans for the building Aren t adequate. Aged and bottled in Bono supervision of the Canadian exclusive three room group Sale Economy starter groups.
