Thought maybe i was in trouble for saying something i should t passed around by one informant at the health sciences Centre said tuesday. We were All told there was the strictest confidentiality attached to this matter and we were not to discuss it with any outsiders. People who Are particularly Active in the Union have repeatedly reminded me of the meetings and urged me to try to be there and urged other nurses to attend As the provincial staff nurses Council for the first time for Mally bargaining for licensed practical nurses As Well As for registered nurses in keeping with increasing unification and perhaps an eventual merger Between the two seems to have zeroed in on the three hospitals involved in conciliation to make or break the wage talks. At St. Boniface Hospital about 700 nurses Are involved at Misericordia Hospital just under 500. I for registered nurses in Winnipeg hospitals Basic pay is now a month. Union de mands . To bring Basic salaries for registered nurses to about a month. The conciliation talks at the health sciences Centre were to have been concluded during an All Day session tuesday but Progress seems to have eluded the negotiators. Another ses Sion has been scheduled for wednesday the eve of the strike vote for the nurses at the health sciences Centre. According to one informant pay offers were increased from an original 20 to 25 per cent. The informant said it was understood that current offers Are for Basic salaries of less than a month. Nothing could be Learned about any Cost of living concessions the nurses want to cover the effects of inflation. Joyce Gleason chief negotiator for the nurses and directly in charge of the talks at the health sciences Centre declined All comment when con t a c t e d late tuesday. Mrs. Gleason would neither confirm nor deny that a further negotiating session had been scheduled for wednesday. While events Are approach ing a crucial stage at the health science Centre and at least two other Winnipeg Hospi tals other bargaining groups in the City and throughout the province Are reported to be marking time and watching for the outcomes. One such bargaining session is reported for nurses employed by Concordia Grace Victoria and Brandon general hospitals and three bargaining groups Are meeting on behalf of nurses employed in various Rural Manitoba areas. It is not believed Hospital administrations have taken Steps to plan for strike action be cause no such strike action can be taken until after strike votes. Nurses can walk off the Job As Long As the majority of those voting favor a strike. Although the mood in or g a n i z e d nursing throughout Manitoba is far More militant this year than two years ago when nurses accepted a sixt per cent pay hike that made them the laughing Stock of other nurses in Canada observers Don t expect massive walkouts in the near future even if there is no immediate settlement. Hospitals realize the nurses mean business and Are pre pared to work to Rule take study sessions or pull localized one or two Day strikes say observers. Management negotiators Are widely reported in agreement with nursing negotiators that pay in this province is unusually Low. A crucial Point however is that the nurses will not stand for Long delays in a settlement before resorting to action of some kind probably Short of a strike. Many of the members still smart from previous contracts in which settlement delays Verc dragged out until As late As one informant Aid earlier. I can assure you pc won t wait More than just a cd weeks at the very most his in other provinces with which Manitoba nurses Hope to achieve parity British Colum Bia general duty nurses Basic pay is s942, increasing to a month after the fifth annual nor cent Ontario nurses this april will Start at a month and earn As much As a month if employed for the last seven years. Alberta nurses have a one year contract for 1975, giving them rates of to for general duty nurses. What the people really need is housing improved health care Job opportunities and programs to Deal with the problems of native Peoples in the City or. Spivak said. On the government s pro posed plans to revamp the Manitoba development corporation or. Spivak said the government now was trying to camouflage the dismal failures of the Crown lending Agency. The government had used the Mac As a vehicle to get into business and had failed miserably he said. To mention the proposed changes in the throne speech served Only to highlight the government s own mismanagement. The conservative Leader said his party would have More to say on the subject this session but he promised his caucus would t let the govern ment use the proposed changes As some mysterious Way to camouflage the corporations problems. He noted the Industrial development Bank was a Lender of last resort yet it did t have the same problems As the Manitoba development corporation. All in All or. Spivak said the throne speech was a Testi Mony of the malaise they the provincial government Are Liv ing under asked what the speech should have contained or. Spivak suggested a reduction in Manitoba s income tax re Moval of the provincial sales tax on clothing building mate rials and Energy equipment As Well As programs to Deal with the whole Range of problems. The opposition Leader will give his official reply to the throne speech in the legislature thursday afternoon. Or. Huband recently elected Liberal Leader to replace Izzy Asper is without a seat in the legislature. He watched tues Day s proceedings from the Public gallery. The throne speech he said was Only a regurgitation of what the government sees As its achievements. It contained no meaningful legislative pro Grams and nothing that i could see that helps to Blunt the effects of inflation on the people of Manitoba in any the Liberal Leader said his party has Little Faith in the development corporation in View of its past record and he was concerned about the Prospect of seeing it enter Competition with the chartered Banks. His party welcomes the government s plan to review the City of Winnipeg act so Long As the Public has a role in the review he said. Plans to rehabilitate Winnipeg s downtown Core Are Fine he indicated so Long As Steps Are taken to pre serve existing neighbourhoods. Development of nuclear Power As an alternative to hydroelectric develop ment that has such a major effect on the environment How Ever is "10 years too of the government s pro posed planning act or. He band said it remains to be seen whether it will be de signed to plan Rural areas in terms of land use or As a step toward regional government. Progressive conservative House Leader Warner Jorgenson also was critical of the speech because of what it omitted. It s a Mother Hubbard kind of speech the cupboard is he commented. It now was obvious the nip government of Manitoba has no intentions of trying to come to grips with the problem of inflation he said. He described As a Bunch of Hogwash suggestions that the Manitoba development corporation ran into difficulties because of its role As a. Lender of last resort. They could have been Mak ing Good Loans in the it is an attempt to Camou Flage the absolute failure of the at a press Confer cancel programs introduced by the wednesday or. Huband said the government can no longer continue to Overlook the unhealthy climate of fear and apprehension it has created among Manitoban. He said that whether the fear is justified is beside the Point. The fear exists and it must be faced head on by the government. I think it unlikely that the government will accept this warning but i warn the government nonetheless that it is creating a feeling of apprehension not just within the Busi Ness Community but generally. If Steps Are not taken to ease these feelings it will re suit a some gains for my party but it will not be healthy for the province As a or. Huband said the fears will be intensified or reduced depending on the legislative government at this session of the legislature. He hoped the program would t escalate the apprehensions. The Liberal Leader said he detected from tuesday s throne speech that the govern ment is aware of this problem. He said the speech in a Nega Tive sense was an attempt not to stimulate further concern but a speech from the throne that says virtually Noth ing is unlikely to quiet the sense of fear. Or. Huband said some peo ple believe the government has injected itself too deeply into the business life of the Community yet the government continues to move in that direction. He said the indication in the throne speech that the Manitoba development corporation is to compete with the banking system will Only rein Force that belief. The Liberal Leader said an other cause of the fear is the government s land lease pro Gram. Some people suspect that for All the statements by the minister of agriculture that private ownership of farm lands is the Keystone of the agriculture Industry yet there is lingering and perhaps misguided fear that this government would like nothing better than to own vast tracts o agricultural or. Hubaud said the desire of the government to be an owner rather than a financier is apparent in the existing operations of the Manitoba development corporation s o it s no wonder the Public As Sumes the worst. The liberals official response in the House will be delivered Friday by the party s House Leader Gordon e. John Ston.
