Winnipeg Free Press (Newspaper) - March 7, 1975, Winnipeg, Manitoba Winnipeg free press Friday March 7, 1975 capital budget approved continued course at Portage Avenue and main Street. Included in Tufi budget is million for construction of a three level underground Park ing Centre at the Southwest Corner of Portage and main. This Structure is City s major contribution to the win n i p e g Square development being undertaken jointly with Triec Manitoba Ltd. Total Cost of the parking facility is s9.5 million but Mil lion has been carried Over from the 1974 budget. The capital budget will have no effect on 1975 civic property taxes because the interest charges on the Money the City intends to borrow won t fall due until next year. Civic officials were unable to Whelan Ford urges action continued predict the Impact of the inter est charges on 1976 taxes be cause the rate of interest and the value of the Mill rate next year in t known. Local improvements in 1974 totalled million. About million is included for the Street system including the major Cost shared projects of these major projects were included in the 1974 Bud get but work did t proceed be cause the province did t approve the Cost sharing. As a result capital spending on streets in 1974 was Only million. This year s Street program also includes for the controversial realignment of Wellington Crescent Between w a r d 1 a w and Stra Brook avenues an item inserted at the last minute by civic executive policy committee. Land drainage costs of million compared with million in 1974, Are also included in the budget along with additional expenditures of million for new solid waste disposal equipment. Culture and recreation Capi Tal spending is million Down from million in 1974. Additional fire Halls and police stations have resulted in a Bud get of million for Protection this year compared with Only in 1974. Health and social develop ment capital costs will be million compared with million last year. City develop in e n t s development agree ments special projects and unforeseen expenses will total about million the same amount As in 1974. A total of million will be spent on City Nipes Hydro the steam heat ing system Winnipeg transit and the waterworks and waste disposal by about year. The total capital budget approved by Council is for compared with in 1974. Rip off Ottawa cup agriculture minister Eugene Whelan accused fertilizer manufacturers thursday of charging rip off prices and warned that Farmers will not stand for it. Or. Whelan invited himself to the annual convention of the Canadian fertilizer Institute Here and blasted about 160 Fer t i 1 i z e r manufacturers and blenders for More than Dou bling their prices in the last two years. In reply the manufacturers said the allegation was unfair and that their prices remain the lowest in the world.
