Despite favourable reaction from some provincial govern in in to to his recently announced transport policy fed eral officials expect talks with the provinces on the policy to be difficult and complicated. One of the thorniest issues will be How to mesh bus and truck services with air rail and Marine operations As the policy proposes. The motor vehicle Industry is regulated by the provinces while the other transport systems Are under Federal control. The policy statement says transport firms should be Able to pay their own Way in devel oped areas with governments ensuring proper transport ser vice is provided to Remote communities. In choosing the right method of transportation for a particular area All forms of transport must be consid ered. The policy statement said workers seek funding St. Jerome que. Up the textile workers who took Over the former Regent knit Ting Mills Are seeking financial help once again. When the Mill was closed in june 1974, following Union de mands for a Cost of living wage adjustment the workers decided to run the Mill themselves but lacked the capital. Following negotiations with the owners Grover s Ltd. Of Montreal and a Quebec government Grant the Mill resumed operations Early this year. The workers pay a monthly rent of now the textile workers Union says it needs an additional to begin fall operations. The emphasis was on solving transport prob lems not on Federal or Provin Cial jurisdiction in transport. The government might not become involved in regulating bus service at All he said. He implied the Federal government is banking on the provinces agreeing to tie their bus and truck policies to Federal Aims. Negotiations in the next few months will show whether a Long term agreement with the provinces can be worked out. Efforts to establish National standards for regulating truck ing three years ago ended without a settlement. One solution recommended by John Baldwin a former Deputy transport minister and air Canada president is an experimental Federal provincial organization to set guides for regulating inter provincial bus operations. Baldwin a top policy adviser on the transport policy said this is his personal View the Federal government Dele i ated this authority to provia i Ial regulatory agencies but under the National transportation act of 1967, the Federal government proposed to take Lis Power Back.
