Winnipeg Free Press (Newspaper) - November 15, 1975, Winnipeg, Manitoba Winnie cd fun hme5s, saturday Hov mkt 15. 1975 Amateur sports groups not sold on format change by John to Kobak f Amateur sport groups have been among the biggest beneficiaries of the Canada lottery and its predecessor the Manitoba Golden sweep stakes. But now some Amateur dubs Are angry because of changes in the lottery ticket setting process in Manitoba which they consider a move by the provincial government to freeze the clubs out of much needed Revenue. Two of the most affected clubs Are Winnipeg rods of the Manitoba Saskatchewan Junior football league and St. Boniface mohawks of the newly formed Canadian Amateur senior hockey league. Both clubs have de Pended heavily on the sales of lottery tickets to continue operations for the last couple years. Health minister Larry Desjardins announced last month the ticket Selling format was being changed and three organizations the a muted Way the Manitoba arts Council Tajo the Mani Toba sports federation were invited to act As distributors and receive 55 cents for each ticket., sold All other groups including those such As the rods and mohawks who had acted As distributors in the past Are relegated to retailers and Wujs receive Only 30 cents a ticket. Previously they had received for each Book of 12 tickets. 4we have a full me office to raise Money to operation said Hap Hopkinson general manager of the rods. The government wants everybody to sell Only Western Canada tickets but they Only offer us 10 per he said that s not enough for the rods to maintain their ticket Selling system of volunteers who receive a percentage of the club s commission. And without those volunteers the rods will not be Able to remain in the Mani Toba Saskatchewan league. Aime Allaire president of the mohawks echoed the sentiments the bulk of the hockey dab s operating fluids came from the Sak of various lottery tickets. With Canada no longer available on a moneys making level and with the Manitoba sports federation s sports Toto about to be cancelled the rods and the along with numerous other dubs must find new fund raising avenues or cease to operate. Uthe lotteries were set up by Mait land Steinkopf who said to us and other Amateur groups Here s the Opportunity now go out and work Tor your Allaire said. We were just getting self supporting and now the government has Cut us off in every he added. When we asked the government for a Grant five years ago to begin a spoils project they told us to go out and sell lottery tickets. But every year they Cut Down the commission and now they phase us out Desjardins said if s unfortunate a handful of groups who had taken advantage of the lottery will be Hurt by the new system but he said the change was necessary for More balanced distribution of funds and to establish ticket accountability. Had simply gotten too far out of the minister said. Mani Toba had become a mail order House for lottery tickets throughout North America of course these clubs Are disturbed because they were rucking pretty Well All of the West and Ontario before these other people came in. 4 now with the lottery across the West we. Have to play Ball with the rest of Canada. We have to sell on our own Desjardins said there was no Way to maintain accountability under the old system. Tin not blaming any of the sports groups but we had to do something to bring it under he said. There is Rio Way we Are going to get away from Well outlaw All lotteries he said stubs of 700 already sold tickets were found in a bus depot locker and although the seller apparently was not from Manitoba it emphasized the Lack of ticket control. But both Hopkinson and Allaire say the minister is using the accountability Factor ass an excuse to prevent them from Selling tickets on a profitable level. T our future depends on the Provin Cial government s final decision on Hopkinson said. They re trying to freeze us out and keep the Money for themselves. Desjardius us picking on Amateur sports groups by cutting off our main fund raising opportunities. Sure he says there la be Grants available but we now there Aren t enough for everyone. And is the government going to give us a the bods last year raised treat amount through the sales lottery tickets. Between and vac raised through the Sale of tickets for sports Toto the sports federation s Tot Tery which the government has decided to Stop regardless of whether the federation decides to become a distributor for the Western Canada lottery Ornot. It s not a question of whether they do or Desjardins said. They Mill Stop sports Toto. They might have one More but that will be it the loss of sports Toto will also affect most Amateur sport clubs since the federation raises about by for the Benefit of Amateur sports. One estimate is that the federation s share of Western Canada ticket sales will Only amount to about a year. The Royal Canadian legion s sports foundation Sweepstake is also affected by the change in with Many Small individual clubs.
